MINUTES OF THE REGULAR MEETING
ASHLAND CITY COUNCIL
January 7, 1986

"
Mayor Medaris led the Pledge of Allegiance and called the meeting
to order at 7:30 P.M., on the above date in the Council Chambers.
Present were Elerath, Reid, Acklin, Laws, Bennett and Smith.
ROLL CALL
APPROVAL OF MINUTES Reid asked that the minutes be corrected on page four, pp 2
reflecting request for pie-graph of General Fund saying that
she requested that history of General Fund over the past ten
years for the sake of comparisons be made available. Acklin
moved to approve as corrected; Elerath seconded the motion which
passed unanimously on voice voteo
STATE OF THE CITY Mayor Medaris presented his annual "State of the City" address.

MAYOR'S APPOINTMENTS Mayor's appointments were presented as outlined in the agenda with
two corrections noted (Reeve instead of McCreary to Hospital Board
and addition of Donovan on Bicycle Committee left out in error).
Smith moved to approve appointments; Acklin seconded the motion
which passed unanimously on voice vote.
COUNCIL LIAISON Medaris recommended that Liaison positions of Council members
remain the same and Council agreed.
INDIGENT HEALTH CARE Mayor Medaris noted that due to pending elimination of Revenue
Sharing funds, that new revenue sources to take care of the
social services should be addressed. Medaris appointed members to
"Indigent Health Care Needs and Future Social Services" committee
to be chaired by Carolyn Johnson. Smith asked that the word
"Indigent" be replaced with "Community" so as not to categorize
people needing services and the Mayor agreed. Council discussed
the time frame for organizing the committee which would report
to the Budget Committee with recommendations saying that it is
expected to take some time to get the committee moving with
objectives and goals, etc. Council agreed with membership
recommended by the Mayor. (list on file)
BUDGET COMMITTEE ELECTION Smith nominated Richard Schultz; Elerath seconded the motion.
Bennett nominated Art Phillips. Acklin moved to close nominations
and Laws seconded, Laws moved to approve reelection of Schultz and
Phillips; Smith seconded and the motion passed unanimously on voice
vote, Smith thanked applicants and said applications will'be held for
future vacancies.
COUNCIL CHAIRMAN
Acklin nominated Laws; Bennett seconded, El€rath moved to close
nominations; Smith seconded and Council unanimously agreed to
retain Laws as Council Chairman.

The City Administrator reviewed his memo of December 31 along with
a letter from the Board of Realtors with a signed petition and
challenging the increase in lien search fees adopted in August.
A memo from the Director of Finance recommended one option of
charging $20.00 for a lien search which would allow five days
to complete and $30.00 in the event a one-day rush order was
needed. Reid asked Recorder Franklin if the fee increase was
initiated by her office and she said that it was not but that
she had discussed the matter with the City Administratoro On
Reid's question as to whether Franklin felt as a City official
that a fee higher than other cities should be charged, Franklin
said she had no strong feelings on it but that she had several
calls complaining about the feeo Reid said she feels comfort-
able in returning the fee to $20 and $30.00 for special one day
requests. Council discussed the matter and Acklin moved to
adopt Nelson's recommendation as discussed; Smith seconded the
motion. Realtor Don Rist introduced Marilyn Bailey who is
familiar with escrow work at Jackson County Federal S & L
and she reviewed costs for lien searches, preliminary title
searches & title insurance etc. Bailey noted that the charge
for title search includes insurance. on voice vote the motion
passed unanimously.
George Dodge, District Manager of McCaw addressed Council rela-
tive to provision of a collection facility for customers who
wish to avoid using the mail to pay their bills. Dodge noted
that negotiations are underway with other utilities and until
such time as they are developed he will not be in a position
to declare plans but should have a report by the end of this
month and the latest in this quarter. Council accepted the
report - no action necessary.
Director of Public Works Alsing's memo was read relative to com-
mercial activities taking place at the Ashland airport which are
not affiliated with the Fixed Base Operator and recommendation
by the Airport Commission that fees should be charged for both
Business License ($40.00 annually) and use of City-owned land
for a rental fee of $40.00. Alsing explained the use of the
facility by independent contractors and noted that there is an
ordinance prepared by the City Attorney. Almquist read the
ordinance and Smith moved to second reading; Bennett seconded
the motion. After further discussion the motion passed on roll

definition of a structure or building. Laws moved to adopt;
Smith seconded and the motion passed unanimously on roll call
vote.
Misdemeanors/Infractions Second reading by title only was given an ordinance changing
certain violations of the Municipal Code for misdemeanors to
infractions and Smith moved to adopt; Laws seconded the
motion which passed unanimously on roll call vote. "

First reading was given an ordinance rezoning certain property
from Multi-family residential to Commercial and Bennett moved
to second reading; Laws seconded the motion. Both Acklin and
Smith noted they plan to continue to vote against the measure
to be consistento On roll call Elerath, Reid, Bennett and
Laws voted in favor; Smith and Acklin opposed.
A resolution was read providing for stop signs on Hillcrest
at Iowa Street and Smith moved to adopt; Reid seconded the
motion which passed unanimously on roll call vote.
A resolution designating West Street between Scenic and Alta
as a one-way street in an Easterly direction was read and
Laws moved for adoption; Acklin seconded the motion which
passed unanimously on roll call vote.
Reid asked for budget committee schedule.
Mayor Medaris reviewed the plan Expo B6 (British Columbia) has
to have an Ashland day, a marathon run etc. Medaris said it
is hoped that tourism would be increased in Ashland due .to ,the
proximity to 1-5 the route many will take by automobile to the
Expo.
Reid noted that OSFA would be open on Halloween this year and
perhaps the patrons should be aware of the Halloween celebra-
tion in the downtown streets on the Plaza. Medaris said he'd
bring the matter up at a Board meeting.
Smith suggested that the City of Ashland develop some kind of
badge or button to use for guests of the City noting that such
mementos were well received on she and Reid's trip to Europe
last year. Smith said they could be used more effectively than
honorary citizens certificates. (

said he would have department heads there and suggested that an
up-date of goals be developed and the schedule for completion be
reset and reprioritized, Reid strongly urged that a facilitator
be engaged because of the effectiveness of a third party. Alm-
quist said he would contact Marvin to see what his time schedule
is and said he would report back and suggested that late January
or early February be targeted for the session,
Laws said that the new Community Health Care Needs Committee pro-
bably couldn't come up with solutions ~Rotime to help the Budget
Committee but we will have to see how/Revenue Sharing budget
and County participation develops before much can be done.
The City Administrator said he had information from the National
League of Cities that the Federal budget will be reduced by 20
billion dollars and we shol1ld look for a 4 to 5% reduction in
revenue sharing funds in April, a 4, to 5% reduction in July an a
38% reduction ~n October. .
Mayor Medaris said there will be a rededication of the newly
renovated Community Center building on Thursday, January 30th
at 2:00 P.M.
The City Administrator asked direction relative to the utility
and Hotel/Motel tax delinquencies of the Mark Antony Hotel and
Almquist was 'directed to follow the ordinance.

NOTICE IS HEREBY GIVEN that the -City Council of the City of Ashland
will meet on the 21st day of January, 1986, at 7:30 P.M., in the
Council Chambers, 1175 E. Main Street, to hold a public hearing
to consider ,the formation of a local improvement district as follows:
Nature of Improvement:
Construction of curb, gutter and paving.
Benefitted Property:
Properties abutting both sides of Sheridan
Street from North Main Street to Prim Street;
Grover Street and Walnut Street from Sheridan
Street to Grant Street.
Estimated Cost: Sheridan St. Total estimated cost of improve-
ment is ~lol,234, or $34.50 per front foot of
benefitted property; and
Grover and Walnut Sts. Total estimated cost of
improvement is ~31,44~, or $42.00 per front foot
of benefitted property, 100% of which will be
paid by special assessments.
Additional Information: Preliminary project design information and
detailed estimates of project costs are avail-
able during business hours at the office of the
Engineering Division, 27 1/2 North Main Street
(above the Dahlia Restaurant).
NOTICE IS FURTHER GIVEN that all affected property owners are hereby
called upon to appear at the hearing, or to submit written comments
prior to or at the hearing, as to why the aforementioned improvements
should not be constructed, or why the benefitted properties should
not be assessed for the construction thereof in the manner proposed
herein.

Dear Sirs/Madams,
In reply to your letter of 11-12-B5, re: the paving of Sheridan st.,
please be advised that I am opposed to the project as outlined in
your letter.
I do not feel I should be responsible for any costs pertaining to said
project for the following reasons.
1) I have been taxed on this property for 13 years at the
same rate as the improved properties in Ashland with curb and Haved
roads. No allowance was given for the unpaved road, (Sheridan). Today
my property is worth less than the current assesed value.
2) My costs as outlined in your letter are excessive. My
property will not be worth that much more when completed.
3) I am on fixed income and the excessive costs would be
too much of a burden on me.
I reiterrate, for these reasons I.8m opposed to the project as outlined
in your letter.

Request by PNWB to Cut Pavement
Attached is a request by PNWB to cut the pavement on Gresham
Street near East Main Street.
This street was resurfaced on 9-29-83 and will be under the
pavement excavation moratorium until 9-29-88.
The proposed cut will be parallel to and adjacent to the
easterly curb for a distance of 36 feet. It is my under-
standing that moisture in the present cable is causing phone
problems now, and if the cable is not replaced there will be
major phone outages.
Because of the service problems, and because the pavement cut
will be adjacent to the curb rather than in the driving
lanes, I would recommend that the request be granted.

Dear Council Members,
Enclosed you will find a sketch showing the proposed location of a
Pacific Northwest Bell underground conduit at the intersection of
Main and Gresham Streets, in Ashland.
Gresham Street is presently about 2 years into an existing 5 year
rroratorium, due to a previous pavanent overlay. We request a
waiver of this rroratorium to allow placaoont of the proposed con-
duit in the street, adjacent to the curb for about 36 feet. The
remaining portion of the project is behind the curb and is expected
to be handled on a normal permit basis.
The new conduit is to house a new underground cable on an anergency
basis to replace 1 of the 2 existing underground cables serving the
Gresham Street area, south of Main Street.
Replacanent of this cable is due to deterioration caused by water
entering the cable sheath. The wet cable is causing sane service
problems and if allowed to continue, will have a major failure.
With Councils concurrence, we would hope to have this work canpleted
by March 31, 1986.

1986 Playbill, which is received by each person attending a play at
the Theatre. The ad could be targeted at economic development and

ten days after notice of such assessment is first published, so de-
sires, he may have the payment thereof extended in the manner and

POLlCE DIVISION
During December there were two injured officers, Officer
Sutherland who is on I ight duty and Officer Schweizer who was off
the entire month. Officer Mary Duhaime, who was Ashland's first
female officer, resigned her position effective December 24th and
jo i ned her husband who is a Deputy Sher iff in Yamh i I I County,
Detectives were involved in 3 death investigations this month. one
was death from exposure in a box car; one a suicide; and the third
a suspected homicide involving a body found in the Applegate Lake.
Two subjects were arrested for auto theft and a subject arrested
for Kidnap. Rape and Sexual Abuse,
Patrol gave special attention to foot patrol in the downtown and
shopping centers during the Christmas shopping season in an effort
to reduce the instance of shoplifting. Officers made 6 DUll
arrests on New Year's Eve. Off-duty officers assisted Sandler
F i I ms with the f i 1m i ng of a documentary about the 911 Emergency
System,

Members of Our Police Explorer Post contributed 116 hours in
December. At their annual Christmas Dinner the Explorer of the
Year Award was presented to Andy Reinholz who has been a member of
the Post since it started. Even though Andy has turned 21, his
dedication to the program continues and he has expressed a desire
to remain as an Advisor.
FIRE DIVISION
Fire personnel responded to 64 alarms this month. Total alarms
for 19B5 were 799. up 4D alarms from last year. Fire equipment

film on the 911 Emergency Telephone System,
Fire personnel present Fire Awareness in the Schools to students
in a I I second. fourth and sixth grades to rem i nd the ch i I dren of

Student Firefighter Scott Hol I Ingsworth completed the program and
Student Firefighter Kent Upton resigned from the program.
COMMUNITY SERVICE VOLUNTEER PROGRAM
At the end of the year there 115 persons registered as volunteers
in this program. During December 52 of these volunteers were
active, contributing a total of 665 volunteer hours.
The Volunteer office was given a Radio Shack computer by the
Planning Division and volunteers are spending many hours learning
to use it, It wi I I be used to keep records for the CSV program as
wel j as for training volunteers on the various programs used
throushout the city departments so that these volunteers can be
assisned to help where needed,
Volunteers are nOW assisting on a daily basis in the Police
Division by doing vacation house checks and assisting in other
areas when requested.

Officer Jack Sutherland, who is on li9ht duty with the Police
Division has been assi9ned to work relief in the Dispatch Center,

Crawford, a former Parkin9 Control officer, was hired as a part-
time dispatcher.
TRAINING
Trainin9 for Fire and Pol ice personnel included a class presented
by Dr, Hal Oien, an Ashland dentist, on how diseases are
transm i tted throu9h sa I i va. He showed s I i des and discussed
research he has done in this area. This class was very beneficial
since our personnel are sometimes cal led upon to perform mouth-to-
mouth resuscitation and with the AIDS scare ri9ht now,
Pol ice personnel also received training in the area of search
warrants, new 198b laws, crime scene preservation, driving safety.
Fire personnel also received training on communicable diseases
including a lab exercise using sheep hearts, which are used
because of their similarity to the human heart. Personnel
attended the Defensive Drivln9 class tau9ht by Tom Weldon. They
also trained in pre-tire planning and the new students received
basic instruction in using a tire hydrant.
MUNICIPAL COURT
There were 735 cases filed in Municipal Court which included 278
traffic violations, 21 formal complaints and 436 parkin9
citations. A total of 879 cases were closed, includin9 146
traffic violations, 11 formal complaints, 110 fines suspended, 218
cases dismissed, 4 found not 9uilty, 1 person placed on city work
deta ii, 2 persons sentenced to ja i I time for 'a tota I of 8 days,
347 parkin9 citations were paid and 40 were dismissed. A total of
417 cases were handled by the Violations Bureau and 66 appeared
before the Court. Eleven trials were held.

ENGINEERING DIVISION:
Issued 3 street excavation permits.
Field checked 3 minor land partition plats.
Performed the following work on the proposed East Main - Normal Sewer
District:
a. Prepared map of area showing proposed assessment district boundaries.
b. Computed lot areas involved.
c. Prepared preliminary cost estimate.
d. Attended neighborhood meeting.
e. Ran misc. levels to determine sewer availability.
Performed the following work on the Water Street parking lot:
a. Completed topo survey of area.
b. Prepared plan of project.
c. Prepared construction estimate.
d. Began construction plans.
Performed the following work on the W.T.P. bridge deck:
a. Reviewed plans for deck construction.
b. Notified contractor of changes in plans provided.
Performed the following work on the Garfield Street left-turn refuge:
a. Requested quotations from contractors to perform concrete work.

c. Met with contractor at job site for pre-construction conference.
Checked V.A.S.I. lights at the Airport.
Performed the following work on the 1986 street improvement project:
a. Marked approximate location of proposed curb face on Sheridan St.
b. Completed topo survey, cross-section and profile of Auburn Street.
c. Prepared preliminary design of Auburn Street.
Prepared final report and computed final costs per lot on the Fordyce
Street sewer project.
Prepared assessment sheets on the Fordyce Street sewer project.
Performed the following work on the Peachey Estates Subdivision:
a. Field checked subdivision plat.
b. Prepared subdivision and inspection agreement forms.
c. Computed utility fees.
d. Estimated cost of Peachey Road improvement.
Conducted field investigation of a proposed 30-inch pipeline from Reeder
Reservoir to the powerhouse.

Creek.

Replaced missing property corners in Kensington Subdivision.
Replaced centerline monument on Helman Street.

Graded several streets and alleys.
Removed 30 yards of mud from Ann St. and hauled in 30 yards of granite.
Placed 10 yards of rock in ditches and 10 yards of granite on street on
lower Strawberry Lane.
Began installation of new left-turn bay on Siskiyou Blvd. at Garfield St.:
a. Removed 110 square feet of 6" concrete walk.
b. Removed 300 linear feet of 7" concrete curb.
c. Removed 40 cubic yards of sod and soil.
Began raising manholes and valves in conjunction with our resurfacing
program.
Repaired or replaced several street signs and/or posts.
Installed two "No Parking Anytime" signs on Oak Knoll Dr. and Twin Pines
Circle.
Installed three "Parallel Parking Only" signs on the south side of "A"
Street between 6th and 7th Streets.
Made and installed "Flight Plan Closed?" sign on the exit road at the
airport.
Made up new signs for the new section of upper Morton Street to be
installed by contractor:
a. Placed six "No parking anytime" signs on posts.
b. Made and placed the following street signs on posts: Morton St. and
Forest St.; Morton St. and Lisa Lane; Morton St. and Waterline Rd.; and
Morton St. and Cascade St.
Removed one motorcycle parking space from Hargadine parking lot; and
installed two additional handicapped parking spaces in same.
Painted new crosswalk on Walker Ave. at Iowa Street.
Removed blackberries and debris between Ashland Creek and parking lot on
Water Street.
Built 40 foot barricade along Ashland Creek on Water St. below B Street.
Hauled 52 tons of cold mix from Rogue River Paving Co.

Relocated two water services to irrigation system in island at Garfield
and Siskiyou Blvd. prior to construction of left-turn lane.
Replaced six 3/4" water meters and installed three customer hand valves.
Installed protective covering over air valve at Hosler Dam. At power-
house, installed doors to work bench. Moved stand-by generator from
Water Treatment Plant to Wastewater Treatment Plant for storage.
.Installed domestic drinking fountain at Siskiyou Blvd. and Tolman Creek
Road. Installed Lithia drinking fountain at Civic Center.
Installed and chlorinated 856 feet of 8" D.I.P. water main in Sheridan
Street between N. Main and Grover Streets. Also installed three fire
hydrants as part of project.
Responded to 20 requests for location of water and sewer utilities.
Rodded 26,832 feet of City sewer mains.
Tours conducted through Wastewater Treatment Plant for three classes from
S.O.S.C.
There were 63.64 million gallons of water treated at the Water Treatment
Plant; and 56.0 million gallons of sewage treated at tne Wastewater
Treatment Plant.
