A letter was received last month from Dr. Aubrey Hill
concerning bank erosion at a section of irrigation
ditch in the Park Estates PUD.
I have discussed this problem with Roger Kauble, the
project engineer, and his reply is attached.
We think that his plan is sufficient as long as the
option to require a pipe in the ditch is left open
pending observation of the results of Roger's
stabilization plan.

Dear Allen
In response to your letter of July 31, 1985, stating your con-
cerns about the street embankment which terminates at the
irrigation ditch and to answer your questions, I would like to
outline the planned "stabilization" program and then discuss the
further alternatives.
The erosion control program currently designed for this embank-
ment includes Hydro-seeding, mulching & fertilizing using a
selected grass seed mixture during late September and hand plant-
ing native-type shrubs & trees at a density of about 20 plants
per 100 square feet. This treatment will provide the intial
vegetative foothold necessary for long-term stabilization. This
embankment is well compacted (see test results, Jim Olson's file)
and the installation of the curb and gutter on Lisa Lane should
greatly reduce the risk of concentrated I:unoff from ngullying"
the slope. The risk then becomes that of direct mechanical
erosion by rain and liquefaction failures caused by saturation.
These types of failures should also be reduced by the planted
vegetation.
I fully expect some minor failures and some slight increase in
maintenence the first year or so, but believe this will decrease
as the vegetation developes a interconnected root system. The
potential for a "worst" condition (blockage of the ditch), which
would cause damage to adjacent properties as mentioned in your
letter, seems to be unlikely as the probability of this kind of
major failure would be the highest during the winter months when
the flow in the ditch is restricted to runoff only. Since con-
structed, this embankment has "weathered~ two periods of very
severe summer thunder storms,' with very little erosion (or mass
failure), further evidencing its durability.

The installation of a culvert in this area would reduce the
immediate risk of "granite-in-the-ditch" type maintenance and
alleviate the fears of the local residents; however, culverts are
not free of long term maintenance and replacement costs.
I propose that we continue to monitor this embankment until after
the erosion control work and make a decision on the culvert at
that time (culvert installation should probably wait until the
flow in the ditch is cut off).
I hope this letter provides the information that you require.
