ORDINANCE NO. /.;l.f3.
An ordinance amending Ordinance No. 1051, the ordinance creating
the City Planning Commission, to provide that two members may be non-
residents; that the Planning Commission shall meet every thirty days;
and declaring an emergency:
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
Section l.
That Section 1 of Ordinance No. 1051 be, and the same hereby is,

amended to read as follows:
"Section 1.
That there shall be established in the City of Ashland, Jackson
County, Oregon, a commission of ten (10) members, to be known as the
"City Planning Commission", which shall consist of the Mayor, the
City Attorney, the City Engineer, ex-officio, and of seven other
members to be appointed by the Mayor, not more than two (2) of whom
shall be nonresidents of the City. At the first meeting" of the City
Planning Commission, the seven appointed members shall choose their
term of office by lot as follows: One (1) for one (1) year; two (2)
for two (2) years; two (2) for three (3) years; and two (2) for four
(4) years, and shall immediately thereafter notify the Mayor and City
Council in writing of such allotment. Their successors shall hold
office for four (4) years. Any vacancy shall be filled by appointment
by the Mayor for the unexpired portion of the term."
Section 2.
That Section 4 of Ordinance No. 1051 be, and the same hereby is,
amended to read as follows:
"Section 4-.
Five members of the City Planning Commission shall constitute a
quorum; provided, however, that at least four members appointed by
the Mayor shall at all times constitute a part of such quorum. The
City Planning Commission may make and alter rules and regulations for

its government and procedure consistent with the laws of the State of .
Oregon and with the City Charter and Ordinances, and shall meet at
least once every thirty (30) days. The City Planning Commission shall
have the power and authority to employ consulting advice on municipal
zoning and planning problems, and its members shall be entitled to
reimbursement for any expenses incurred by them, but all vouchers
shall be approved by the commission and shall be paid through the
Recorder's office, by authority of the Council, the same as regular
city expenditures. No expenditures shall be undertaken, however,
without first securing a commitment for funds therefor from the City
Council."
Section 3.
In view of the fact that it is desirable that Ordinance No. 1051
be amended to more closely conform to the statutes of the State of
Oregon in order that the validity thereof cannot be questioned, it
is deemed necessary for the peace, health, and safety of the citizens
of the City of Asp~and that an emergency be, and the same is hereby,
declared to exist, and this ordinance shall be in full force and effect
upon its passage by the Council and approval by the Mayor.
The foregoing ordinance was duly passed, under a suspension of
the rules, at a regular meeting of the Common Council held on the
~ day of March, 1959, the vote being as follows:
