20 II Goal Discussion
The following goals and associated priority rankings were identified by the Housing Commission on
December II, 20 II in an effort to forward to the City Council specific items for consideration in
establishing the Council goals for the coming year. The Housing Commission would also like to
encourage the Council to provide input to the Housing Commission on these goals, which will be put
forward for adoption at the Housing Commission's regular meeting to be held on January 26, 2011.
L Evaluate Housing/demographic mix to better promote needed housing types that match the
demographics of the Ashland community. This will be accomplished through;
. Assessment of housing inventory through an updated housing needs analysis.
. Implementation of a rental registry program that gathers demographic data on rental
households.
. Review of201O Census' data as it becomes available.
. Evaluation of market changes.
. Provide education regarding housing needs.
. Explore incentives to encourage the construction and rental of housing types that are
needed and not available in the current housing inventory.
2. Preservation of vulnerable properties.
3. Clay Street- remaining acre developed as workforce housing.
4. Foreclosure Prevention.
. Put together an informational brochure of resources for homeowners facing foreclosure.
. Provide education and outreach to homeowners facing foreclosure to insure that they are
able to maintain stable housing options.
5. Identify a permanent funding source for the Housing Trust Fund.

1. Develop a concise Ashland City and Community Sustainability Action Plan.
. Create a baseline inventory of the Comprehensive Plan and select city services as well as
plans and practices that relate to them.
. IdentifY what the city of Ashland is currently doing to conserve environmental, social, and
economical resources. Include current sustainability practices in Ashland, and the partially
completed City of Ashland/Southern Oregon University Greenhouse Gas inventory.
. Using the baseline as a point of reference, identifY gaps (e.g. food security, climate change
implications, and waste reduction).
. Prioritize the order in which the comprehensive plan chapters, city services, associated
plans and practices, and gaps will be addressed, and develop concise sustainability action
items associated with each.
. For each action item, develop sustainability performance measure(s), recommended
timeframes to implement, and estimated impacts (environmental/social/economic) for each
sustainability action item.
. Present to City Council for Approval.
Means to Implement
A City appointed citizen ad-hoc committee or task force, with limited duration, that is comprised of
members of interested commissions and established committees. This ad-hoc committee will provide
recommendations to the City Council with minimal City Staff work and maximum citizen work. The
amount of City Staff work will be at the discretion of the City Administrator.
Who We Are
In alignment with Goal #1 of the 2010-2011 Ashland Conservation Commission, a "Sustainability
Planning'" team was commissioned. This team is comprised of committee members and citizens who
conducted extensive research and analyzed nine Oregon cities that are implementing sustainability

Department Director Recommendations for 2011 Goal Setting
City Department Directors met earlier this week and discussed their recommendations to you for goal
setting. In general, stafffelt that many of the projects stemming from goals you set in 2009 and 2010
are well underWay, and need either to be continued or refined. Additionally, the directors agreed with
your past decisions that goals should generally be major projects that can be completed in a reasonable
time period (12 to 24 months has been Co~ncil's direction) and that the goals should be tied to an
overall strategic direction by the Council.
Recommendation for New Goals
Staff recommends Council consider two goals that are not currently on the list.

· Revamp critical downtown infrastructure, including redesigning and improving the plaza,
refurbishing the Calle Guanajuato, redesigning and repaving the downtown sidewalks, updating
Bluebird Park, and repainting the street lights.
. Update the purpose, responsibilities, and size of the Tree Commission, Housing Commission,
Conservation Commission, and Public Arts Commission. Consider reducing the size of the
Planning Commission from 9 to 7 members. Consider eliminating the portion of the code that
requires a subcommittee for the Transportation Commission to allow the Commission to form
subcommittees as needed

the Ashland watershed through reducing fire hazards and
restoring forest health.

Re: Airport and Transportation Commission Input on Council Goals
As requested, staff solicited feedback from both the Airport Commission and Transportation
Commission on the Council's current goals. Staff asked each commission if there were council
goals that should be eliminated or if there were any new council goals (that could be completed
in two years) to forward to the City Council for consideration. Both commissions recommended
adding one new goal to the Council's goal list. Those recommendations are as follows:
Transportation Commission: Add the goal" Advocate for the long term viability of an at-
grade pedestrian railroad crossing at Fourth Street as consistent with the current TSP."

The background for this particular goal is related.to current Transportation System Plan update
conversations and a recent petition with 91 signatures requesting the City to install a pedestrian
railroad crossing at Second Street. The Commission determined that installing an at-grade
pedestrian crossing at Fourth Street is more consistent with the current adopted 1998 TSP and
new multi-modal recommendations that are being considered for the TSP update.
Aimort Commission: Add the Goal "Revise current Airport Overlay Ordinance to
accommodate airport appropriate development" under the Council's economy goal.
The rational for adding this goal is that the current AMC restricts the height of all buildings to 20
feet within the Airport Overlay Zone. There are buildings that have been constructed higher than
20 ft in the Overlay Zone, but that approval process requires an expensive ($2,000 or more) and
time consuming variance 'process. In addition, the commission reports that some of the
conditions of approval include curb and gutter, sidewalk and landscape improvements that they
think do not apply to the Airport.
If the Council decides to add this goal, staff would attempt to secure a FAA non-primary
entitlement grant to fund the estimated $40,000 in project costs.
