Mayor Wiley, Counoilmen Applewhite, Blake, Crandall, Hansen, Ingle, Koozer. Absent. None. The minutes of the previous meeting were read and approved as read. 0- A. G. Livingstone, 1166 East Main Street addressed the oounoil on tl'8 Coggins Mill adjacent to his properly. He stated that due to 'the fire hazard his insurance rates had doubled and oalled upon F. S. Engle, insurance agent who substantiated his statelllOnt. He fur'ther stated that the rubbish had never been oleaned up al'thought Coggins had re- ' peatedly promised to do so, that he maintained no night watchman at the mill ani only paid $3.00 per day for labor, had no sanitary toilets on the place sinoe 1926, the men being required to use en old barn ani later box cars, no f01mtain for drinking water, 'the water in the mill pond was stagnant, wi'thout railing and that children played near it. A buzz saw was without proteotion, steam engine out in the open and the boiler in a position to throw stllllJll in the faoe of autos. The incenerator threw spakks all over town. All in all a very dangerous, unsanitary and unsightly oondition. Following his disoussion and disoussion by the couroil, it was moved by Appll;lwhite end seconded by Hansen that a committee consisting of the entire council plus Fire ani Police Depart-. ment heads, board of heal'th ani other oi ty officials oonoerned inves'tigate 'the condi too ion at the Coggins Mill. Carried. Mrs. J. H. Henry, as president of the Ashland Garden Club addressed 'the oouncil on the clubs plan to beautiful Ashland. She stated that the olub had grown from 16 at the first meeting to 30 then 40 and now had 68 members. She proposed a hedge of green on either side of tbl bouleverd park rowe and stated that "\;he olub had finally deoided that Oregon Grape probably "WOuld be the most suitable and asked the, aid of the City 6n help- ing with the plan.' She also invited the members of tl'8 oouroil ani Mayor to a pionic at Rattlesnake Park at Linclon on the Greenspings to be held on July 20th at 11 A. M. Lunoheon to be served at 12.00 Noon. . Mr. H. H. Elheri disoussed the need for a Bendix Home Laundry at the hospital but itvwas decided that it vrould be a matter for Mr. Wood, Sup't of tl'8 hospital to oon- sider and purohase. ' .An invitation trom the Mayor of the Dalles, H. E. Willerton, to attend the Mid- Columbia Bonneville Dedication on July 9th was extended to the Mayor of Ashland ani his official fllmil~. Applioation for building permit was read as followSl O No. 16. Blake, the City Superintendent's request for $50.00 for fixing up_the'Lithia Springs property was approved. Fire, Hansen reported that the Fire Station needed repair. Ee'purohase 'of wood for indigents for this winter was authorlzed. Street; Koozer reported that the distanoe, from the front of the Nazarene Churoh "to the street was 27 feet and tha t the Churoh wanted "to build a 16 toot extension and would do so if the oity would vaoate a seven foot strip on "C" street. It was moved by Crandall that the City approve that vaoation of the seven foot strip on "C" sweet between 3rd and 4th streets. Seoonded by Koozer. Carried. . It was reported that the railing, on. Gran! te S1rreet near North Main was broken and aeeded attention. Realtyl The neoessity for oiling the drive way in rear of the Hospital was brought up. It was moved by Ingle and seoonded Crandall that the City Superintendent be auth- orized"to have the drive oiled the next t1..-ne the County has its oiling el!.uipment here. Carried. ' The Mayor Il.ppoin1;ed the following oitizens as members of the oommittee to work with the oounoil in de1;ermingng to polioy to adopt in leasing or selling the Lithia Spr6ngs property reoently purohasedJ H. C. Gll.le,y,H. L. Clayoomb, G. M. Green, O. F. Carson and Frank Jordan. Crandall disoussed the tax situation brought about by the new valull.tionsgiven to property by the County Assessor for the year 1939 and the topio brought out oonsiderable disoussion during whioh the need for an investigation was seen. Roll call was ordered on tm motion, the vote being, Ayes, Blake, Applewhite, Crandall, Hansen, Ingle. Nays; None. The missing vote beihg that of Koozer who did not attend the reoonvened meeting.
