HomeMy WebLinkAbout1947-1021 REG MIN r October 21, 1947 No. 29 ~ The Council met in regular srssion at 7.30 P. M. this date. Present. Mayor Wiley, Councilmen Daugherty, Fischborn, Merrill, Redford. Absent. Councilmen NOsler, Weitzel. The minutes of the previous meeting were read and approved as read. Monthly reports of the Electric, Street and Water Departments and City Recorder were read, accepted and ordered plaoed on file. A special report on the new parking meter situation prepared by the Chief of Police was read. This report recommended that hours for parking meter use be made from 9.00 A.M. '\ to 6.00 P2M. tnstead of from 8.00 A. M. AND REcOIIllllended places for special parking pri- \ vilege. ' , I ' u"",\ Fischborn reported that he had heard many protests against the use of free parking I'---'-'for Dr. Haines at the Medical Building, Dr. Crandall at the First National Bank and Ashland Tidings office. A letter from Howard Wiley also requesting some form of re- lief due to his condition was read. It was mcved by Merrill and seconded by Redford that these matters be referred to the Chief of Police for report at the next meeting. It was moved by Redford and seconded by Merrill that the hours of paaking be changed to from 9.00 A. M. to 6.00 P. M. Carrlhed. A delegation of property owners living in the vicinity of the old G. F. Billings ranch was present to ask for the opening of a street in that vicinity. The City Sup't showed the location of th.e proposed street on themap which he stated he approved if it was not a deed end street. It was moved by Daugherty aDd seconded by Merrill that the request be approved. Carried. A lletter from A. L. Gilman requesting permbsion to construct af three car garage at his property on Nursery Street was read and since the letter was addressed to the Planning Commission, it was referred to them upon motion by Fischborn, seconded by Redford and c~ried. A petition headed by Clifford and Bessie May Smith and signed by five other proper- ty owners asking that the alley between South Pioneer aDd the Chautauqua Park Walkway be improved with pavement properly laid so as to oarry away water from alleyway. Follow- ing discussion. it was moved by Merrill am seconderi by FiB chborn that the City &up't prcceed with 1I1e construction. . Building permits numbered from 158 to 165 inclusive were approved upon motion by , , Fischborn, seconded by Redford and carrjed. Total of permits, $14,000.00 Reports on the League of Oregon Cities and Oregon Finance Officers Conventions held at La Grande, Oregon the previous weejc were made by the City Attorney am City Recorder. A letter from G. H. Bill~ngs concerning the making of dry-ice rain was read and referred to, the City Attorney. An ordinance vacating a ,certain porticn of Monroe Street in the City cf Ashland was read by the City Attorney. It was moved. by Fischbdlrn and seconded by Redford that the rules be suspended and the Ordinance be passed to the second reading by title obly. Carrjed. Following the second reading, it was moved by Daugherty and seconded by Redford that the ordinance be adopted as read and.followmng a unanimous roll call, the Mayor decpared City Ordinance No. 1667 adopted.
