Th~ ~eetinr. was called to order at 7: 30 p. II. by "ayor Richard L. ":eill. Present - Council1'len Baker, :Cerr, \'lard, Le~lis and \'!hi tham. Absent - Councilman Peters. AIRPORT City Administrator Ayre stated that the urimary puroose of this meeting was to discuss the Ashland "unicinal Airport. Ayre presented the nroposed lease a'Oreement between the City and Ferrell Flyinr. Service as fixed base onerator, and stated that he and the City Attorney had carefully "one over the lease with '~r. Ferrell's attorney, had made several revisions and were now in a'Oreement. Ayre summarized the lease agreement for the Council. "oved by Lewis, seconded by ~'lard that the City enter into said agree1'lent with Ferrell Flying Service. On roll call, carried unanimously. City Administrator Ayre reported to the Council that five consulting enrineers have expressed interest in the Ashland Airnort nroject, all of whoI!' are known to the State and have had experience with air,.,orts. Ayre stated that the State Board of Aeronautics had contacted him and as a result of a direction of the Iloard te its staff to assist the City of Ashland with it's airport project, they have offered to take over the administration of the airport project, including selection of an enrineering consultant, resubmi tting the annlication for federal aid, etc. Ayre also stated that there would be no demand for joint ownership or control in exchanre for the State's assistance. ,loved by Lewis, seconded by "lard, that the Ci ty Administrator proceed to prepare a resolution, or whatever necessary notification the State would require, accepting their offer of assistance. On roll call, carried unanimously. City Administrator Ayre stated that he had met with the County Commissioners Friday, October 23, "Ii th rCf.ard to obtaining financial assistance from the County for the airport project. He stated that the Commissioners had shm<ed interest but the County budrct for this fiscal year would not allow funds for this project. The County Co!!',missioncrs assured r.lr. Ayre that it would be taken into consideration durine budret nre,.,aration for next fiscal year. rloved by Lewis, seconded by Kerr that a resolution be pre,.,ared to state the Council's desire to obtain financial assistance from the County. On roll call, carried unanimously. HOSPITAL City Administrator Ayre stated that he had negotiated with several Architects for architectural services on the proposed hospital addition. These negotiations will be summarized by the City Administrator and submitted at the next regular Council 1'leetine. "lard stated that the pro?erty i3 not needed by the City at this time and the committee recommends that the offer be rejected. 'loved by Ilard, seconded by Lewis that the offer be rejected, carried unanimously. Ward also presented the repoi:'t on the offer by '1. E. Frey to purchase City owned property at 616 Normal :Avenuej The Committee felt that the terms outlined by r,li:'; Frey were reasonable and acceptable provided the down nayment be increased from $4250 to $5250 and ~~. Frey secure private financing on the balance within 90 days. Hoved by Ward, seconded by Lel.is that the property be sold to "lr. Frey with the above conditions. On roll call, carried unanimously. mSCELLANEOUS City Administrator Ayre stated that the property adjoining the Fire station, now owned by the Assembly of God Church, has been offered to the City at a price of $20,000. He also stated that the possibility of usin[' this property with the existing building as a police headquarters mi~ht be considered. Ayre stated that before any consideration,was riven to purChasing the property, he would like to be authorized to arrange for a representative of the Berkeley Police Department to hell' reorganize and modernize our police de,artment. This would also help anticipate the future needs of the nolice denart1'lent and shOl' if purchase of the church property would be feasiable. Ayre also stated that the City of Berkeley offers !'len in the financial field for the same service as the police. He stated that our present financial nrocedures could be ~reatly imnroved and he would like to have one of these experts assist the City. There would be no fee for having these men give assistance to the City, only the cost of transportation and lod['ing while in Ashland. Ci ty Administrator Ayre stated that some inconsistencies have been discovered regarding demand electric meters, also problems with sewer service charges and bulk water meters. ;'foved by Lel'lis, seconded by Baker that these matters be referred to the proper committee and City Administrator furnish reports. Carried unanimOUSly. City Administrator Ayre reported that the International City f'anager's Association is offering an educational film for sale or rent to organizations interested. The Council directed Ayre to'arrange for a rental of the film after the first of the year and also to contact clubs and organizations in the area that mi2ht be interested. City Administrator Ayre stated that he and "r. Bartelt had met I<ith local banks to discuss the possibility of consolidating some accounts and placinr more money on time deposits. . ....:., . He stated that this machine I';0I1ld enable us to print our own forms and letterheads, thereby !'aving us eonsioierable cost on reproduction work. Noved by \lard, seconded oy Kerr that the City Adminis trator be authori zed to make necessary negotiations. On roll call, carried unanim0113ly. city Administrator Ayre reported that sev€l'al requests have been made for copies of the zoning ordinance and zoning map. V,oved by Lewis; seconded by Baker that the City Administrator make copies of the ordinance arid map and sell them for the cost vi reproduction.
