An adj4urned meeting of the Cjt>. Council was held in the City Council
Chambers, City Hall, on the above date. The meeting was called to
order at approximately 7:30 p.m. byMayor McKeen. All Councilmen
were present.
SPECIAL AGENDA ITEMS:
1. City Administrator Alm~uist read Ordinance No. 1672 amending'
Ordinance No. 1280 which established the Civil Service System for
firemen in the City of Ashland, anlending Section 20 of Ordinance
No. 1280 to add a section relating to entrance examination points
to be given .to residents of the State of Oregon and declaring an
emergency. ,It was moved by Roble, seconded by Conklin to adopt
Ordinance No. 1672. On roll call, carried unanimously.
2. Based upon a study and recommendation of the Finance &
Property Committee, it was moved by Roberts, seconded by Conklin
to pay the $916.05 bil2 of Gerald J. Scannell, Jr., Attorney at
Law, for special legal services rendered on Morrow Contract, EDA
and HUD Projects, Shakespearean Festival, etc. On roll call,
carried 5-1, with Soderberg dissenting.
3. It was moved by Conklin, seconded by Willstatter that the
Agreement of Employment between the City of Ashland and Brian
L. Almquist be approved.
Soderberg expressed concern that the Council would in effect be making
a three-year contract. Willstatter pointed out that the City would
be released from any obligation in the event of malfeasance. He also
related how the Council, during the process on interviewing applicants
for the position of City Administrator, was apprehensive that the
person selected might not be wil]ing to continue in office three
years. Roble advised the Council that when the Council interviewed
applicants, they were unanimous regarding Almquist and that he was
very pleased with the work Almquist had accomplished since September.
Upon request by McCannon for clarification, the City Attorney advised
that according to the agreement, in the event of involuntary separation,
the City would be obligated for three months' salary and the Administrator
would not work fox' the City during that period.
Roble advised the Council that the present policy of appointing
several officials annually was costing the City deficiency points
in its fire insurance rating.
Soderbe~':g exl~ressed concern relative to tile three-year period on
the' grounds that it may change the annual appointlnent procedure.
Fol]o~..'ing further discussion, on roll call, carried unanimously.
There being no further business, the meeting was adjourned
subject to the call of the Mayor.
