The coming of the first passenger tra.in into AShland on May 9, 1884, was a gala day for the town, but marked the doom, of the stage. coach.'~'Hot, until Dec.ember, 12-1887 ' . was the completion of the Oregon and California Railroad celeb~ted in the Ashland railroad yard; but it was not much of a celebration. It was a coM. foggy day, and the train from the south with Mr. Crocker and the golden spike (which hB.d aJ.so been used at Promontory Point, Utah) was late. The faith of the first settlers was nurtured by:'Sa.bbath group ga.therings and the visits of the Circuit Riders, which were occassions of,worship, babtisDlS, and weddings;'Although a Methodist Church had been built in Jacksonville in 1853, to be followed by Presbyteria,n and Catholic Churches. It was not until 1864 that the f1J:st Methodist Society was organized in Ashland. This was soon followed by Presbyterian and Baptist. Groups. (over) The Methodist society started. a small librar,y, a forerunner of the public libraz:y. Eager for a school of higher learning, they started. an academy which failed several times due to lack of funds. When taken over by the State, the College, now Southern Oregon State College; bec8Jl1e a growing asset after 192.5. The society was also influential in securing the Chautaque which provided and educational and cultural outlet of the region from 1892 to the 1920' s In 193.5 Professor Angus Bowmer of Southern Oregon College conceived. the idea of producing Shakespear's plays in the abandoned Chataque Shell. With the coopera.tion of local merchants and interested Citizens, an Elizabethan Sta.ge was built. The :first production was presented as part of the City'. Fourth of July Celebra.tion. Mr. Bowmer presented two plays,Twelfth Night and The Merchant of Venice. A boxing match was 8cheduled in'the afternoon to satisfy those who were skeptical a.bout the popularity of Shakespeare. It developed. that receipts from the plays covered. the deficit from the boxing match. - 'In 1:.be years that followed, attendance at the Shakespeare productions contiriued to increase. '!he basic . pattern of a. :four play repertory , evolved. In 1937 the Oregon Shakespearean Festival Association :was organized. as a non-profit cozpora.tion. In 1941, the first scholarships for actors were offered. In 1970, The Angus Boner Theatre for Diodem plays was built at a cost of $1.8 million to be run in conjunction with the outdoor Elizabethan Theatre. Because its charm and fascination have become famous far and wide, it is not only a source of enjoyment for ourselves, but has developed into an economic asset for local business, especially those dependent upon the tourist dollar. e There is no reason to believe the 'affection for our park will subside.. On the contrary, the community attitude survey conducted by the Counci' through the Revenue Steering Committee revealed a lot of local enthusiasm for ~ parks. In that survey, a question was posed that, if financial resources were available, what would be the respondents first and second choices for recreational facilities. Using weighted totals, 83 percent chose "More Neighborhood Parks" and 73 percent chose "Lithia Park expanded down Ashland Creek" as their first and second choices. Also, when a question was asked concerning priorities of needed capital improvements, neighborhood parks took the number two position, second only to street resurfacing. e_ -1- j . ,-"" ". . This increased demand for park facilities is not just a fad or a trend peculiar to this area. It i.s part of a nationwide quest for outdoor ~ recreation and a revival of interest in unspoiled natural beauty. If anyone doubts the future implications of this movement, he should talk to his stock broker. Mutual funds have been acquiring substantial equities in the outdoor recreation industries at prices which discount earnings at very high multiples, in anticipation of sharply increased future profits. Parks and green belts are not a luxury--they will become almost a necessity for sheer survival. By the process of photosynthesis, trees, plants and grasses consume carbon dioxide, the main product of hydrocarbon combustion, and they produce the oxygen which human beings and animals require. It is evident that, for many more decades at least, hydro- .~ carbons will be the only energy source for motor vehicles and a major factor in the heating of homes and business establishments. Ashland is fortunate in having forests and grasslands nearby, but it is unfortunate in having the atmospr.~ric potential of a smog basin. Something must be done to avoid high population density, to consume the chemical products of combustion, and to provide clean air for the City's future inhabitants. The parks are also .importa~t for the community's economic well-being, . although it is impossible to measure their dollar impact. Visitors spend money for_ gasoline, lodgipg, restaurant meals, souvenirs and the like, benefitting businesses and their employees. :~. - 2- ....~- . ',) '. PRESENT FUNDING e When the $1.125 per thousand dollars park levy was conceived in 1908, it was adequate to maintain Lithia Park to be enjoyed by Ashland residents. The growth in assessed valuation would have provided enough additional property tax revenue each year to offset the bad effects of inflation. But the increased availability of leisure time and the heavy influx of tourists have necessitated the acquisition and develop- ment of additional park lands to relieve the pressure on Lithia Park. e There are now over 50 acres of developed park lands, and more are gping to be needed. Fifteen of these acres have been added since 1965, and have been extremely high maintenance areas, such as the Siskiyou Blvd. islands, Garden Way Park, Sherwood Park, and the extensions to upper Lithia Park. The development of Hunter Memorial Park on Homes Avenue in 1972-73 will add approximately nine acres of responsibility within two years, and the Lower Lithia Park Extension will add an additional 2.5 acres of high mai~tenance responsibility. The "pressure" on the parks is not a figure of speech. We are talking about more picnic facilities, greater volume of trash pick-up and disposal, restoration of damaged shrubs and lawns, and opening up new sections of the parks for intensive use. The Parks Commission and staff have been able to partially keep pace with increased demands through mechanization and by maintaining only skeleton crews during the off- season months. Some future innovations are planned which will introduce further economies, such as extension of automatic sprinkli~g systems. e - 3- IJ .. But even the most efficient operati?g and maintenance practices will not provide more than a partial answer to the problem. The solution is a new revenue source apart from the local property tax. " PROPOSED SOURCES OF NEW FUNDING The park funding problem has two components: (1) operations and maintenance, and (2) acquisition and development of new park lands. This two-fold problem might best be met from two different revenue sources. Since the local property taxpayers are already financially supporting these tourist attractions, we should look to the tourist industry for the necessary revenues. There is an equitable mechanism for channeling tourist dollars into publicly-operated tourist facilities, and it has ~ been used in thousands of localities across the country without undue problems. It is the hotel/motel tax. Based upon past statements by local motel operator:., it is probably that they would not oppose a tax such as this if it is earmarked for parks and parkways maintenance and beautification. For justification of such a tax, we turn again to the community attitude survey, wherein 34 percent favored a hotel-motel tax as .their first choice among the tourist-related revenue sources available. The study also concluded that the voters will not support an increase in the property tax for. general revenue purposes. It should also be pointed out that a recent cha~ge in State la'.... no'.... stipulates that no new~ -4- . 't""'{"""f'~' -~, -- -- ~~~. - I i << e e ',J .. . continuing fixed levies are permissible. This means that existing 4t levies, such as our Park levy, enacted prior to the new State statutes, may continue as long as they remain uncha~ged. If this levy were to be increased by a vote of the people, it would be necessary to establish a new tax base for the Parks function and bring the future increases within the 6 percent limitation. The second alternative would be the approval by the voters of a serial levy, which would need to be reconsidered by the voters at 10-year intervals. The levy would have been more than adequate to take care of Lithia Park as it was originally intended, if the other park areas had not been added. The graphs on pages 6 & 7 and the charts on pages 4 & 5 show how park acquisition and development have accelerated leaving the tax levy behind and creating a real fiscal dilema. Since 1965, 72.5 acres of park land have been added to the maintenance responsibility. This means 42% more park land, and of the 72.sacres 15 have been high maintenance areas, i.e. Blvd. planting strips, Garden Way Park, Sherwood Park, and the Upper Lithia Park Extensions. Twenty years have gone by and only one park man has been added to the crew (Government Emergency Employment Act, 1971). And up to 1965 two of the six man crew were laid off during bad weather, from 2 to 6 weeks to help ease the budget situation. The park program has been kept going. by use of additional seasonal help and by the purchase of better equipment. The City Council was considerate enough to compensate for the Blvd. planting strips by a utility off-set to the Park Commission. The City Council recently dedicated the Homes Ave. property for Park purposes, approximately 10 acres, to be named the Hunter Memorial Park, after George Hunter who donated $ 50,000 for development. e e . PARK FUNDING STATUS January, 1972 ~ P~ge 3 $76.014 was actually budgeted for park maintainence for the 1971-72 budge~ year. The increase in assessed evaluation should compensate for the infl ation increase next year if the Presi dent's finandal program works????? Maintainence costs in the parks can be cut by the use of permanent shrubs rather than ,annuals, and automation of the sprinkler systems. Example; 50% of the full-time man-hours in the summer time are spent in irrigation related activities. If all of Lithia Park's sprink1er systems were replaced with automatic ones, the level of maintainence could be increased without the addition of manpower. Automatic systems pay for themselves in 3 to 5 years, in savings of manpower, and water costs, to , ~ say nothing of the night watering which enables more maintainence and use of the facilities in the day-time. One means of meeting the park fiscal problem would be enactment of the Hotel-Motel Tax and earmarking it for Parks .'~d .City Beauti fi cati on. The parks are o~e of the big attractions that brings tourists to Ashland. Tourists stay in Hotels and Motels and spend money in our community. e .The Park Commission woulJlike to suggest to the City Council that a land acquisition program be considered to set aside land for the future. The levy would have been more than adequate to take care of Lithia Park as it was originally intended, if the other park areas had not been added. The graphs on pages 6 & 7 and the charts on pages 4 & 5 show how park acquisition and development have accelerated leaving the tax levy behind and creating a real fiscal dilema. Since 1965, 72.5 acres of park land have been added to the maintenance responsibility. This means 42% more park land, and of the 72~5acres l5 have been high maintenance areas, iie. Blvd. planting strips, Garden Way Park, Sherwood Park, and the Upper Lithia Park Extensions. Twenty years have gone by and only one park man has been added to the crew (Government Emergency Employment Act, 1971). And up to 1965 two of the six man crew were laid off during bad weather, from 2 to 6 weeks to help ease the budget situation. The park program has been kept gOlngby use of additional seasonal help and by the purchase of better equifroent. The City Council was considerate enough to compensate for the Blvd. planting strips by a utility off-set to the Park Commission. The City Council recently dedicated the Homes Ave. property for Park purposes, approximately lO acres, to be named the Hunter Memorial Park, after George Hunter who donated $ 50,000 for development. ,A . PARK FUNDING STATUS January, 1972 Page 2 The City will dedicate the Lower Lithia Park Extension in the near future. These additions point up the need for more park revenues to keep the parks going. Another significant problem is the numbers of people using the parks have greatly increased over the years. Lithia Park is one of the most heavily used parks per developed acre, in the state. Although Lithia Park is 100 acres in size, only about 37 acres are developed. On page 4, the acreage chart shows the stages of development of the different park areas. The question often arises, what is the cost per acre to maintain a quality park? The cost varies from about $50 to $50,000 per acre per year. An undeveloped parcel of land can usually be maintained for $50 per acre if little or nothing is done. A Japanese Garden such as the one in Calgary, Canada, costs about $50,000 per acre per year. For Ashland, our parks cost $50 to $1,800 per acre at the levels of maintain- ence ~ow received. The addition of Lower Lithia Park Extension, Hunter Memorial Park apd the completion of development of Phases III and IV of the Upper Lithia Park Extension, mean an increase of at least $20,000 per year is needed. Hunter Memorial-$13,000; Lower Lithia Park Extension- $5,000; and Upper Lithia Park Extension-$2,000. The current Park Maintainence cost breakdown is as follows: Undeveloped 123.73 acres @ $50 = $ 6,200 Developed 27.41 acres @ $1,100 = 29,700 Highly developed 23.12 acres @ $1,800 = 41,400 Total cost minus capital improvement = $77 ,300 PARK FUNDING STATUS January, 1972 Page 3 $76.014 was actually budgeted for park maintainence for the 1971-72 budget year. The increase in assessed evaluation should compensate for the inflati~n increase next year if the Presidentls financial program works????? Maintainence costs in the parks can be cut by the use of permanent shrubs rather than ,annuals, and automation of the sprinkler systems. Example; 50% of the full-time man-hours in the summer time are spent in irrigation related activities. If all of Lithia Parkls sprinkler systems were replaced with automatic ones, the level of maintainence could be increased without the addition of manpower. Automatic systems pay for themselves in 3 to 5 years, in savings of manpower, and water costs, to say nothing of the night watering which enables more maintainence and use of the facilities in the day-time. One means of meeting the park fiscal problem would be enactment of the Hotel-Motel Tax and earmarking it for Parks a~d 'City Beautification. The parks are o~e of the big attractions that brings tourists to Ashland. Tourists stay in Hotels and Motels and spend money in our community. The Park Commission would like to suggest to the City Council that a land acquisition program be considered to set aside land for the future. This program could be funded by money from the Licensing Tax or some other new tax source.
