AN ORDINANCE. AMENDING ORDINANCE NO. 1766 ENTITLED "AN ORDIN-
ANCE TO PROVIDE A PROGRAM OF UTILITY DISCOUNTS FOR SENIOR
CITIZENS" ; AND DECLARING AN EMERGENCY .
THE `PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS :
SECTION 1 . Section 3 , subpart (c) of Ordinance No . 1766
is hereby amen eed to read as follows :
" (c) The senior citizen shall have an income not
to exceed Thirty-two Hundred Dollars ($3 , 200 .00) ;
and, if he is married, then their joint income
shall not exceed Thirty-eight Hundred Dollars
f$3 , 900 . 00) ; and further, net to --c-eed an
increase of four hundred dollars ($400 . 00) for
each additional dependent that is living with
them during the calendar year preceding the
date on which the Application for discount is
submitted. "
SECTION 2 . Section 5 of Ordinance No . 1766 is hereby
amended to reap as follows :
"Section S . Amount of Utility Discount . If the
app icant as met a o t e requirements of
this Ordinance , the City shall , beginning with
the next billing cycle after the date of the
Application, but not sooner than July 1 , 1975 ,
discount the total amount billed for water,
s.ewer and electric service, not including con-
nect fees , reconnect fees and similar charges ,
for the applicant 's own residence by Twenty-
five percent (25%) if the applicant 's income
does not exceed Twenty-six Hundred Dollars
($ 2 , 600 . 00) if single or Thirty-two Hundred
Dollars ($3, 200 . 00) if married ; or the dis-
count shall be Fifteen Percent (150) if the
applicant 's income is above the foregoing
figures but does not exceed Thirty-two Hundred
Dollars ($3 , 200 .00) if single or Thirty-eight
Hundred Dollars ($ 3 , 800 . 00) if married. Such
incomes as set forth in the Section may be
increased by Four Hundred Dollars ($400 . 00)
for each dependent other than his spouse that
is living with the applicant . In s ecial hard-
ship cases , a committee of three (3� Council

mem ers ; may grant exceptions to the foregoing
income limitations where the circumstances justify
such exceptions .
SECTION 3 . Section 7 of Ordinance.,No . 1766 is hereby
amended to read as follows :

"Section 7 . Termination of Program . The Senior Citi-
zens Utility Discount rogram is an innovative
procedure , and as such, the exact fiscal impact
is unknown at this time . Therefore , this Ordin-
ance shall automatically terminate on June 30 , 1976 ,
unless extended by resolution of the Common Council ."
SECTION 4 . Section 8 of Ordinance No . 1766 is hereby
amended in it— s entirety; and shall read as follows :
"Section 8 . It is hereby adjudged and declared that the
existing conditions are, such that this Ordinance
is necessary for the immediate preservation of the
public health and s.afety of the people of the City
of Ashland, and an emergency is hereby declared to
exist and this Ordinance shall be in full force
and effect from and after the date of its passage
by the Council and approval by the Mayor .
The foregoing Ordinance was first read on the 3,, / day of
