The approval also included requests for a Conditional Use Permit to modify the existing non-conforming use, a Variance to the front yard setback requirements along Ashland Street, an Exception to Street Standards, and the removal of one 12-inch diameter blue spruce tree. This application seeks to modify the previous approval. The modifications proposed include: shifting the main entrance slightly to face Ashland Street; a reduction in building height from 29 feet to 26 feet; changes to the exterior including minor window changes and a change from brick veneer to stucco and concrete masonry unit construction; and the addition of some trees and shrubs at the transition area between the existing park's sidewalk and the new building's south wall. The subject property is located at 1860 Ashland Street, at the southeast corner of the intersection of Ashland Street and Sherwood Avenue. The project site consists of a single rectangular tax lot with an area of approximately 1.05 acres, approximately 100 feet of frontage along Ashland Street, and approximately 390 feet of frontage on Sherwood Avenue. The subject property is city-owned, and currently houses Ashland's Fire Station#2 on the northern third of the property, with the remaining southern portion of the site containing Sherwood Park, a small neighborhood park with picnic areas and a playground. City-owned cemetery land is located, immediately to the west of the site, across Sherwood Avenue, and to'the north across Ashland Street. The subject property is generally flat, with an approximate slope of four percent to the north. The primary natural features of the site are its existing trees; the tree inventory identifies a total of ten trees PA#2011-01413 1860 Ashland/adg Page 1 on or near the subject property six-inches in diameter-at-breast-height (DBH) or greater. These include oak,pine, spruce, maple,juniper on the subject property, as well as three plum trees on the neighboring property to the east. The previous approval allowed for the removal of a 12-inch DBH Blue Spruce located near the corner of Ashland Street and Sherwood Avenue. . r The proposed modifications are fairly insignificant and the structure is generally the same. The modifications are primarily cosmetic modifications to the materials proposed for constuction. The applicant has proposed to shift the main entrance of the building to face Ashland Street instead of the previously proposed slightly angled entrance. The applicant has also proposed minor changes to the windows, some will have frosted glass in the upper story in the shower and bedroom areas. The most noticeable change is in the exterior finish materials. The previously approved building had a combination of brick veneer, ground-face cement masonry block. Due to budgetary constraints the brick veneer has been changed to a Portland Cement Plaster (stucco). The building height was also reduced from 29 feet to 26 feet. The final modification was the addition of some trees and shrubs at the transition area between the park's sidewalk and the new building's south wall. As with the previous approval, the proposed monument sign incorporated into the concrete seating wall in front of the building, echoing the signage in place at the commercially-zoned Fire Station#1 would be required to be a maximum of 15 square feet in area or a Conditional Use Permit, for a government sign shall be obtained, and that a sign permit be obtained prior to installation of the proposed sign. I Staff finds that the modifications to the exterior of Fire Station#2 are in conformance with the criteria of the Site Design and Use Standards and the Ashland Boulevard standards. The modified building design still includes changes in relief, materials, and fenestration, emphasis on the entry and pedestrian protection from sun and rain. The building mass did not change as it relates to the human, pedestrian scale as it presents both to Ashland Street and Sherwood Avenue, and is emphasized through the use of differing materials and fenestration. The Ashland Boulevard corridor will be enhanced with the site E improvements proposed and those shown with the previous approval, the sidewalk and special pedestrian area standards are proposed to be addressed within and adjacent to the right-of-way through the widening of the sidewalk to the required six feet, seven foot parkrow planting strip and street tree installation,the proposed corner plaza space,the addition of benches and a low-seating wall,the proposed trellis pedestrian amenity, as well as a placeholder for a public art installation are retained in the modification proposal. The criteria for Site Review Approval are described in AMC Chapter 18.72.070, as follows: A. All applicable City ordinances have been met or will be met by the proposed development. B. All requirements of the Site Review Chapter have been met or will be met. i C The development complies with the Site Design Standards adopted by the City Council for implementation of this Chapter. I D. That adequate capacity of City facilities for water, sewer,paved access to and through the development, electricity, urban storm drainage, and adequate transportation can and will be provided to and through the subject property. Planning Action 2011-01413 is approved with the following conditions. Further, if any one or more of the following conditions are found to be invalid for any reason whatsoever, then Planning Action 2011- 01413 is denied..The following are the conditions and they are attached to the approval: 1) That all proposals of the applicant shall be conditions of approval unless otherwise modified here. 2) That all conditions of the previous Land Use approval (PA #2009-00873) shall remain conditions of approval unless explicitly modified herein. 3) That the plans submitted for the building permit shall be in substantial conformance with those approved as part of this application. If the plans submitted for the building permit are not in substantial conformance with those approved as part of this application, an application to modify this approval shall be submitted and approved prior to issuance of a building permit. Below is a description of revisions to the original design: 1. Main Entry Door—We have moved the main entry to directly face the higher order street of Ashland Street. The original plans showed a slightly angled corner entry. A painted steel canopy, connected to the building and suspended from the wood pergola, remains in the design to shield pedestrians from the sun and rain. 2. Reduction in Overall Roof Height—To project a more substantial and simplified building form, the high roof at the front of the building has been lowered to match the height of the lower roof beyond. The overall maximum roof height(not included mechanical screening) is 26'-0"above finished grade. Formerly this dimension was 29'-0". 3. Window Modifications—No significant window modifications have occurred to the design. The internal layout of rooms have shifted fire crew dorms to the back of the 2nd floor. This required shower/bathroom facilities to move to the front of the 2nd floor. Therefore the first three windows on the west end of the 2nd floor will need to have frosted glass to maintain privacy to those functions. 4. Exterior Materials Changes—In order to meet the updated budgetary limits for this project, PSE is proposing a Portland Cement Plaster(Stucco)exterior finish in place of brick veneer. This stucco fagade will be jointed and detailed in a way to recall large stone masonry, but at a more affordable cost. The two principal fagades facing Ashland Street and Sherwood Avenue will maintain a solid, durable appearance with the use of ground face concrete masonry unit construction. 5. Landscape Transition to Sherwood Park—Additional trees and shrubs have been proposed to ease the transition from the fire station's rear wall to Sherwood Park.
