Department heads attending were: Lovrovich, Woodley, Turner, Hall, McLaughlin, Clements (for Brown) and City Attorney Nolte and Executive Secretary Moore. I. STUDY SESSION PLANNIN G (Consensus was to meet once a month during noon hour.) [See attached questions/answers from Mayor/Council.] A. Sideboard issues that develop during Council meetings. B. Information and/or research developing from boards, commissions, committees or sub-committee work, departmental projects. C. Regional agencies including JaCo Commissioners, RVTD Board, State representatives Uherbelau and Hannon. 1. Council requested letter of support be written to Hannon/Uherbelau and other Southern Oregon legislators to encourage passage of Portland light-rail installation funding measure. 2. Council requested letters be written to County Commissioners and Representative Uherbelau and Senator Hannon inviting them to future Study Sessions. D. Councilor Reid asked that NAPA group be invited to make presentation at Study Session. H. UTILITIES COSTS VS. PAYBACK RATIOS A. Councilor Reid asked for staff comparison of installation costs vs. payback ratios on utilities for new developments. 1. Lovrovich responded that developers paid a major portion of costs up front with the Electric Department providing partial connections as completed and connected. Payback begins immediately with utility connection. Hall responded that developers share in cost of installations and payback begins when service is connected. There is some payback indirectly through SDC's. Turner stated that SDC's capture the impact of growth on larger system issues. III. STAFF ADVOCACY OF INNOVATIVE SOLUTIONS A. Councilor Thompson asked staff to advocate innovative solutions locally as well as regionally through presentations to Council and public. III. MEDFORD INTERNATIONAL AIItPORT A. Mayor Golden asked for support of Director Vern Case in his efforts to increase passenger air service to the Medford area and establish a strong airport for this area.
