There is an existing single family residence on the property. The lot is approximately 8,300 square feet in size. The parcel and adjacent properties are zoned R-1-5. The lot is approximately 3,000 square feet larger than required by the zone. Ashland Creek is at the rear of the property. The existing structure is outside of the Federal Emergency Management Agency(FEMA) floodplain. The existing single family residence is 2,416 square feet according to the applicant's submittals. The proposed 490 square foot Accessory Residential Unit (ARU) is completely within the footprint of the existing residence. The proposed ARU will be converted out of the existing daylight basement, family room. Accessory residential units are limited in size to a maximum on-half of the gross habitable floor area of the primary residence or maximum of 1,000 square feet, the proposed ARU complies with this requirement as the primary residence is 2,416 square feet. The proposed ARU meets the parking requirement of one space for the unit through an on-street parking credit. The existing residence has a two vehicle garage. The proposed unit also complies with setbacks and the allowed lot coverage for the zone as it is within the existing residence which complies with the setback and lot coverage requirements. The proposed unit is fairly small in area. The existing residence is large and the creation of the unit will not have a significant impact on the generation of traffic. The unit is also located within a mile of public transit, bike routes, and restaurants and shopping-The development of this unit will not have an impact on the future uses of adjacent parcels. Utilities, including water and sanitary sewer are in place and available to service the new unit. Helman Street is classified as a neighborhood street without continuous sidewalks or bike lanes. Sidewalks are in place across the street.No improvements to the public infrastructure are proposed nor will they be required. That the use would be in conformance with all standards within the zoning district in which the use is proposed to be located, and in conformance with relevant Comprehensive plan policies that are not implemented by any City, State, or Federal law or program. B. That adequate capacity of City facilities for water, sewer, paved access to and through the development, electricity, urban storm drainage, and adequate transportation can and will be provided to and through the subject property. C. That the conditional use will have no greater adverse material effect on the livability of the impact area when compared to the development of the subject lot with the target use of the zone. When evaluating the effect of the proposed use on the impact area, the following factors of livability of the impact area shall be considered in relation to the target use of the zone: 1. Similarity in scale, bulk, and coverage. 2. Generation of traffic and effects on surrounding streets. Increases in pedestrian, bicycle, and mass transit use are considered beneficial regardless of capacity of facilities. 3. Architectural compatibility with the impact area. 4. Air quality, including the generation of dust, odors, or other environmental pollutants. 5. Generation of noise, light, and glare. 6.
