Dear Brian:
By this letter,the Bonneville Power Administration agrees to delete two General Contract Provisions in
your Power Sales Contract, Contract No. DE-MS79-8 I BP90432, relating to(1) separation of electric
operations and funds: and(2) general policies and practices for cities. These requirements are found in
sections 46 and 47 of the General Contract Provisions which are attached to the Power Sales Contract as
Exhibit B. These provisions will no longer be applicable under your contract.

This modification will take effect when you execute your concurrence with the letter agreement. If the
foregoing modification is acceptable to you, please sign and return one original of this letter. The
