This scope of additional services with the following considerations:
I. As Independent Consultants URS understands Emergency Action Plans(EAP),table top,functional and full
exercises. However,it needs to be emphasized that URS has not been a party to any of these exercises. URS
therefore has knowledge of the subject matter,but no experience with these exercises,and cannot provide expert
review of the content of an exercise critique.
2.Our participation in Potential Failure Modes Analysis(PFMA)sessions has included value-added information
that URS worked into its reports regarding relative hazard and downstream risks. Hazard discussions have been
effective in categorizing PFM's as affected by hazard considerations.
3. URS has expertise in flood routings and dam break studies,which are one particular input into EAP's.
4. In the past URS has performed high level review of the EAPs for clients,as was required by the FERC for a
time(but not now)prior to the current,PFMA-driven format. These consisted of review for workability,
accordance with the guidelines,and a general summary of exercise of,or(in some cases)EAP activation.
In light of these considerations,URS will review and comment on draft reports prepared by the City,but it must
be acknowledged that URS is not providing expertise with regards to content. Our review will be an
independent proofing of the documents for clarity of presentation,check for completeness of the types of
y information presented versus requirements stated by the FERC in their Chapter 6 guidelines(2007). URS also
3tt will highlight any potential inconsistencies and make recommendations for edits to the documents that might be
suggested.
URS will use its experience on FERC regulated projects and understanding of general attitudes regarding hazard
sJ and risk in an attempt to think as FERC woudl do,appraise your draft documents critically,and hopefully
provide comments that will result in documents that the FERC will accept. In order to further help us meet your
expectations, URS includes in its scope a telephone conference call that includes URS,the City and the FERC to
obtain additional information on their expectations.
This proposal assumes that URS will review and comment on the following documents
1. Time Sensitive EAP Assessment
3. EAP Revisions
4. Proposed Video Camera Integration into the Emergency Warning System.
5. Proposed Dam Surveilance Monitoring Plan and Report and STI Revised for resbmittal to FERC.
The work would be performed under the existing Contract Terms and Conditions,and services would be billed
under our existing rate structure as agreed to in the contract for purchase order no. 10592,Project No. 10-04.
URS propose to conduct this work on a Time and Materials(T&M)basis. Since the scope is not defined in great
detail,in lieu of an itemized estimated budget URS instead propose to start with an authorization of$10,000
added to our current contract. The project manager will be Steve Samuelson, who will track the costs and keep
the City informed of the progress. Our accounting will track costs associated with this effort separate from the
Hosler dam stability analyses which are presently underway.
