AND THE ROGUE VALLEY TRANSPORTATION DISTRICT FOR
EXTENSION OF REDUCED FARE PROGRAM
MAY 3, 2011 to June 30, 2012
RECITALS:
Rogue Valley Transportation District (RVTD) and the City of Ashland (City) have
been coordinating efforts to improve bus ridership related to the City.
Members of both the RVTD Board and City Council believed that reduced rates
would improve ridership.
In 2009 RVTD and the City entered into an Intergovernmental Agreement (IGA) to
provide reduced bus fares for bus riders within the City. The IGA expired on
June 30, 2010, but it allowed ". . . the Ashland City Administrator to extend the
Agreement twice, by twelve (12) months each extension, by indicating in writing
to RVTD. . ." IGA, 0810412009, Section 2.
On May 3, 2011, the City voted to extend the IGA for a four month period to
determine whether the reduced fare program was effective. In September 2011,
the IGA was extended to December 31, 2011. Instead, on November 15, 2011,
City Council voted to extend the contract to June 30, 2012. On June 19, 2012,
Council voted to terminate the rate subsidy.
Although the City agreed to extend the contract, agreements to extend the
agreement were never specifically drafted and approved to effect the Council's
decisions.
This Agreement is intended to reflect, in writing, the parties' earlier agreements
to extend the reduced fare program.
NOW, THERFORE, in consideration for the mutual covenants contained herein,
the receipt and sufficiency of which are hereby acknowledged, the parties agree
as follows:

1. The recitals set forth above are true and correct and are incorporated
herein by this reference.
2. City of Ashland seeks to extend the IGA dated August 4, 2009, to June 30,
2012, and RVTD agrees to this extension.
IN WITNESS WHEREOF, the parties hereto have caused this instrument to be
executed in two (2) duplicate originals, either as individuals, or by their officers
thereunto duly authorized.
