MUTUAL AID AGREEMENT
In consideration of the mutual commitments given herein,each of the Signatories to this Mutual Aid
Agreement agrees to render aid to any of the other Signatories as follows:
1.) Request for aid. The Requesting Signatory agrees to make its request in writing to the Aiding
Signatory within a reasonable time after aid is needed and with reasonable specificity.The
Requesting Signatory agrees to compensate the Aiding Signatory as specified in this Agreement
and in other agreements that may be in effect between the Requesting and Aiding Signatories.
2.) Discretionary rendering of id- Rendering of aid is entirely at the discretion of the Aiding
Signatory. The Agreement to render aid is expressly not contingent upon a declaration of a major
disaster or emergency by the federal government or upon rcceivigg federal funds.
3.) Invoice to the Requesting Signatorv. Within 90 days of the morn torthe home wort station of all
labor and egaipment of the Aiding Signatory,the Aiding Signatory shall submit to the
Requesting Signatory an invoice of all charges related to the aid provided pursuant to this
Agreement. The invoice shall contain only charges minted to the aid provided pursuant to this
Agreement.
4.) Charges to the Requesting Signatory Charges to the Requesting Signatory from the Aiding
Signatory shall be as follows:
a) Labor farce. Charges for labor force shall be in accordance with the Aiding Signatory's
standard practices.
b.) Equipmen u Charges for equipment;such as bucket trucks,digger derricks,and other
special equipment used by the Aiding Signatory,shall be at the reasonable and customary
rates for such equipment in the Aiding Signatory's location.
c.) Transportation. The Aiding Signatory shall transport needed personnel and equipment by
reasonable and customary means and shall charge reasonable and customary rates for
such transportation.
d.) Meals-lodrong and other related expenses. Charges for meals,lodging and other
expenses related to the provision of aid pursuant to this Agreement shall be the
reasonable and actual costs incurred by the Aiding Signatory.
5.) Counterparts. The Signatories may execute this Mutual Aid Agreement in one or more
counterparts,with each counterpart being domed an original Agreement,but with all
counterparts being considered one Agreement.
6.) Execution Each party hereto has read,agreed to and executed this Mutual Aid Agreement on the
data indicated.

Subject: FEMA Requirement for Written Mutual Aid Agreements
The Federal Emergency Management Agency(FEMA)has recently changed it's Hiles to require
emergency mutual aid agreements to be written in advance v1 order for the agency to reimburse
for costs associated with emergency assistance. This new policy applies to all emergencies
declared after August 17, 1999. The new policy can be found in policy update 9523.6,Mutual
Aid Agreements for Public Assistance, issued on August 17, 1999. It is available on FEMA's
website at www fema cov/r-n-r/na/9523 6 htm
APPA and NRFCA have worked with FEMA to develop a one-page generic mutual aid
agreement which meets the criteria in the new FEMA policy. This two associations are asking all
of their members to sign and return the generic igreemem. This will mean that you won't have
to seek out every other utility in the NW to sign an agreemcet;you will be covered under this
generic association agreement. APPA and NRECA will keep the agreements on file in the event
of an emergency. This generic agreement is not meant to supplant existing agreements but will
ensure that in the event of an emergency, any assismme you receive will be eligible for
reimbursement through FEMA.
The Oregon co-op and PUD associations are also circulating these agreement for signatures by
their members. The Oregon IOUs will also sign on so aid you might receive from them would
also be covered.
Please sign and return the attached generic agreement to APPA (and a copy to me)by fax or mail
by duly 31.

The Federal Emergency Management Agency (FEMA) now requires mutual aid
agreements to be wri in order for costs associated with emergency assistance under
those agreements to be reimbursed. The change is noted in policy update 9523.6,Mutual

all emergencies declared after August- 17, 1999.
Although many utilities are members of existing mutual aid agreements through their
local joint Action Agency or State/Regional Association,a concern has been identified
that some systems may not have agreements with cooperative utilities,utilities located
across state lines,utilities that are not part of the existing mutual aid agreement,etc. In
late May 2000 discussions between the NRF.CA,APPA and FEMA led to the development
of a one-page generic mutual aid agreement which meets the criteria spelled out in the
new FF.MA regulation.
Since many of you currently monitor your own mutual aft:agreement,APPAwould like to
work with you to have this FEMA mutual aid agreement signed by your members, rather
than having APPA send a request for signature to each individual member.
A copy of the agreement is attached and one is also located on APPA's website
(www.appanetorg). A list of utilities which have signed the agreement and have a copy
on file at APPA will be posted on the website,and updated quarterly. A secondary benefit
that could rrsult from signing the agreement is a national mutual aid system for
municipals. When a major storm is approaching,the list could possibly be used to contact
other utilities for assistance.
It's very important u)point out that this agreement is not meant to replace or supplement
any cxi.54ing agreement,but rather act as a stopgap while initiating a national agreement
with all utilites which sign the agreement By having each municipal in your membership
