We will evaluate the possibility of a reimbursement fee, an improvement fee, coordinate the administration fee with the City's other SDCs, review and update the credit policy, if necessary,to ensure compliance with current State SDC legislation, and provide a means to annually adjust the SDC for inflation. After consulting with Staff and selecting a preferred methodology, EFA will present the draft and final methodologies at public meetings and assist the City in adoption of the SDC. Scope of Work Task 1. Data Collection & Analysis EFA will coordinate with City staff to obtain the appropriate documentation. We will review the current methodology and capital improvements plan, and identify projects that qualify for inclusion in the reimbursement or improvement fee. We will evaluate current use, and excess and forecast capacities of the system. We will also evaluate the cost to administer the SDC. Task 2. SDC Alternatives & Recommendations EFA will develop an SDC that complies with current legislation and industry standards, and is comprised of two parts: a reimbursement fee, and an improvement fee for future projects. The reimbursement fee will be evaluated for its original cost, replacement cost, and accumulated depreciation, and work with staff to select an appropriate valuation for the reimbursement fee. The improvement fee will be based on the current list of planned improvements, adjusted for inflation and current use, excess capacity, and forecast capacities of the system. EFA will work with the City to amend and update both fees to account for vehicle, bicycle, and pedestrian trips. We will also update the administrative fee, and review and recommend an SDC credit policy consistent with current State law and the City's SDCs for other utilities. We will work with City staff to refine the methodology, and our recommendations will include a means to update the SDC annually for inflation. Task 3. Reports, Presentations & Resolution We will prepare an initial report for Staff that summarizes our findings and provides alternatives and recommendations for updating the SDC. We will review this report in a work session with Staff and incorporate comments prior to preparing a draft for distribution to Council. This draft will meet the requirements of ORS 223-297 (as amended), and will be designed to facilitate the public notification and adoption process.A final report and draft resolution for adopting the SDC will be prepared following Council approval.
