Council convened in regular session, Mayor Lamkin in the chair: N call and the following Councilmen present, Root, Banta, Lamb, Nininger and Corns Reading of the minutes of the previous meeting read. Mr..Bant as follows:"I Councilman C.W.Banta, moved to expunge from the record those three mad resolutions, and each and every part thereof, calling a special election to beH ant March 3rd, 1917, and appearing of record in Volume, 7, Record of Ordinances, for the of Ashland, Oregon, at pages 665 to 672, both inclusive thereof, which PesolutQ duly passed by the common council and approved by the Mayor od the 20th day of was 1917, together with the minutes made by the Recorder on said date, pertaining tC 'Pea. Mot bei Mr. Banta moved that the rules be suspended as there was a cc the Civic Improvement Club present and that they be granted permission to speak:, Iori seconded and carried. Io Mrs. Fieldigg spoke at lenght, reference to obtaining a new de' condemming•the old one, also the work of the Civic Improvement Club was doing in' I to same, and asked that the Mayor appoint a Committee to meet with the Civic Imp Club in the matter. The Mayor then appointed wit the entire Council as a Committee' the above club at 7:30 P.M. Friday evening. Moved and seconded that the Mayor be chairman of the Council Cc' at to meet with the Civic Improvement Club and the Commercial Club on the above dat be Mr. Moore then made verbal report for himself and Mr. Walker in to the lands in the park claimed by Wagner, stating that they had been unable to racomplete title on the lands and stated that Wagner had said he would take $25.00^ the land; the city to take it with the same title that he has; also stating that cost $40.00 or $50.00 to abstbact same. Moved and seconded that this be refer re Realty Committee'to report at next meeting. Carried. Mayor and Common Council, Greeting: In going over the accounts of the different City Funds I find there a number of funds having a credit balance on the books that have ho outstanding' bonds or indebtedness to pay; I also find there are some having credit balances no outstanding Bonds but have outstanding indebetednesses exceeding their credit AT ances, others do not. These surplus amounts have accumlated from penalties col from non-payment of assessments: These funds are conposed of Sewer Districts No. 3,4,5,6,7,9, andll, Fourth•Street,Sdwer, Granite Street Sewer and Central Main street or Sewer Fund. find that Sewer District No. 8 owes Sewer Fund $308.47 and has a credit balance` $43.72. I also find that Sewer District No. 12 owes the same fund and Distric $164.00 and has a credit balance of $149.38. I have talked this matter over frith the City Attorney and I would the suggest that the Council grant me power to settle these accounts as follows: Transfer from District No. 3 to District No. 7 a sufficient amount to enable No. Ro to settle with Sewer Fund; also from No. 3 to No. 9 sufficient amount to enable Co to settle with Sewer Fund and so on through all these different Funds; also trans from these different funds to District No. 8 and No. 12 sufficient amounts to ena them to settle with Sewer Fund and District No. 5. Then transfer to Sewer District No. 10 sufficient to call all bonds re No. 10 amounting to $800.00 for payment April lst,•and whatever surplus. there is'. SP Sewer b'und place it in`'Sewer Redemption Fund, and whatever amounts received on the Funds, in the future, that are hereby settled up and closed place in Sewer Redemp Fund to be left there and used as a redeeming fund for sewer districts 6% bonds a vo they can be called for payment* th `mo By this method during the present year. all the bonds of Sewer Districts th to No. 16 can be redeemed and a great amount of interest saved and eventually fut payments to these funds will b reverting to the General Fund. red The amount lying idle in these fund to date total something over $700. and can be legally used to redeem bonds of other Sewer Districts and thus save the interest.
