AGREEMENT FOR THE TRANSFER OF CITY OF ASHLAND LIBRARY LEVY
FUNDS TO THE JACKSON COUNTY LIBRARY DISTRICT TO BE USED FOR
ENHANCED SERVICES APPROVED BY CITY OF ASHLAND VOTERS FOR THE
BENEFIT OF THE ASHLAND PUBLIC LIBRARY
THIS AGREEMENT is made and entered into by and between the Jackson County Library
District ("Library District") and the City of Ashland ("Ashland"), both of which are hereinafter
referred to collectively as the Parties;
RECITALS
WHEREAS, in 2008, Ashland voters approved a tax levy for extended hours and
enhanced services at the Ashland Public Library; and
WHEREAS, following the creation of the Library District in 2014, this tax was not levied
again; however, $56,587 remains in Ashland's library levy fund; and
WHEREAS, in its proposed budget for the 2015-17 biennium, Ashland allowed for the
balance to be used for purposes consistent with the library levy if such uses are identified by the
Ashland Public Library and the Library District; and
WHEREAS, the Ashland Public Library desires to use Ashland's remaining library
levy funds for purposes consistent with the levy; namely, to enhance children's, teens and
senior services by purchasing AWE machines and programs for an Early Literacy Center in the
Children's Department; purchasing equipment for the Teen Department; and/or developing a
program for taking library programs to senior living spaces in and around Ashland; and
WHEREAS, the purpose of this Agreement is to make provisions for Ashland to transfer
the balance remaining in its library levy fund to the Library District to be used for enhanced
services at the Ashland Public Library approved by Ashland voters.
NOW THEREFORE, in consideration of the mutual promises herein, it is agreed as
follows:
1. Ashland hereby transfers to the Library District the balance remaining in its library
levy fund and agrees to issue a check payable to the Jackson County Library
District in the amount of $56,587, within 30 days of the date of this Agreement.
2. The Library District hereby accepts said transfer of funds with the understanding
that the monies must be used for the purposes stated herein, which both parties
agree are consistent with the purposes of Ashland's library levy as approved by
Ashland voters.
