To have and to hold the same unto the said City for the purpose of laying thereon and forever maintaining

flumes or other conduits of water beneath the surface of the ground, which pipes,
fluzrzes or other conduits shall be, and form a part of and be used by the said city in connection with a system

of water-works constructed, or to be constructed, for the use of said City and its inhabitants.
