AN-ORDINANCE LEVYING SPECIAL BENEFIT ASSESSMENTS IN THE AMOUNT OF $8709000 IN THE MATTER OF PARKINGS LOTS, PEDESTRIAN AMENITIES AND PURPOSES RELATED THERETO, ALL FOR THE IMPROVEMENT OF THE DOWNTOWN AREA OF THE CITY OF ASHLAND, AND DECLARING AN EMERGENCY. THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS: SECTION 1. That local improvement District No. 60 consists of improvement of the City of Ashland by the leasing acquisition or purchase of land in the City of Ashland for sidewalks, for parking lots and the following improvements: a. For the design and construction of sidewalks. b. For the repair and replacement of sidewalks. C. For the design and construction of public restrooms. d. For the design and construction of public areas with street furniture, landscaping and other decorations. e. For the design and construction of municipal parking lots. f. For the design and construction of pedestrian amenities. g. And purposes related to the foregoing. SECTION 2. That there are hereby levied special benefit assessments in the respective amount and against the respective property in the City of Ashland as set forth on Exhibit "All, which is attached hereto and incorporated herein. SECTION 3. That if the owner of any property so assessed for such local improvement in the sum of TWENTY-FIVE DOLLARS ($25.00) or more, at any time within ten (10) days after notice of such assessment is received, so desires, he may have the payment thereof extended , in the manner and under the provisions of the Bancroft Act. a -1- Ordinance No.`~w SECTION 4. Interest shall_ be charged on the special assessments at one and one-half percent (I2%) above the average interest rate on the bond sale but not to exceed eleven percent (11%). r The foregoing Ordinance was first read at a regular meeting of the City Council. of the City of Ashland held on the /7 t& day of (Z Gr.`c-G r , 1.9,,..89 and was passed to a second reading and duly adopted on the day off , 1.989.
