Be it enacted ~y the people of the city of Ashland, that Section 19 of
Article VII of the charter of the city of Ashland, being that certain act of
the legislative assembly in the state
of Oregon, flied in the office of the Secretary of State October 14, 1898,
entitled "An act to amend an act en- titled `An act to incorporate the city
of Ashland, in Jackson county, Ore- gon, and to define the power thereof,'
filed in the office of the Secretary of
State February 21, 1889, and the acts approved February 25, 1895, amend-
ing the same," as amended by all acts subsequent thereto, either of the
legislative assembly of the state of Oregon or by vote of the qualified
electors of the city of Ashland, Ore-
gon, and in particular as amended by vote of the qualified electors of the
city of Ashland, Oregon, at a special election held on the 28th day of Jan-
nary, 1909, be and the same is hereby amended sr~ as to :read as follows:
n Section 19. The common council,
when authorized by vote of a major- ity of the electors of said city voting °
on the question at a general or spec- ~ ial election called by the council or
f when authorized by ordinance en- ' acted by the people of the city of -
Ashland pursuant to the initiative,
may borrow money on behalf of said city, pledge its credit and issue ne-
gotiable bonds in such amount as ' may be deemed necessary for the pur-
pose of constructing, acquiring or completing waterworks and water
~ plant or plants, electric light .and T~ ~ power plant or plants, and for en-
largements, additions or extensions
thereto; provided that no further -vote of the electors shall be required.
.to authorize the issue of One Hun- died and Seventy-five Thousand Dol-
lars Auxiliary Water Bonds on the credit of said city, bearing date July
I, 1914, authorized by Ordinance No,
572 of said city, enacted by vote of the qualified electors thereof at a
special election held on the 9th day of"'June, 1914, all proceedings of said
city and of the council, qualified vot- ors and officers thereof to authorize
~ the said Auxiliary Water Bonds be-
ing hereby ratified, approved and ` confirmed, and the mayor, council
`and officers of said city being here- by-authorized to carry said ordinance
.into effect, and the mayor and coun-
cil of said city are hereby authorized and empowered to impose and levy
annually in the same manner as oth- er"taxes of said city are imposed and
levied, such taxes upon all the tax- . able property in said city as shall be
necessary to provide for the payment
of the interest on all bonds voted by the electors of said city, including the
said Auxiliary Water Bonds, as such interest. shall become due and pay-
able, and to constitute a sinking fund for the payment and redemption of
;.said bonds at maturity, and are also
authorized and •,mpowered to provide by ordinance at or before the time
of the issuance of said bonds for the levy of such taxes and for the crea-
tion of such sinking fund. And, whereas, a canvass of the re-
turns of said special election was
had on the 20th day of November,. 1914, in the manner provided by law,
and the result thereof ascertained to be as follows:

amendment to be determined by said canvass as herein recited, to-wit:
The whole number of votes cast . for said proposed charter amendment
by the people at said special election was 1,412, the whole number of
votes cast in favor of said proposed
charter amendment at said special election was 1,191, the whole num-
ber of votes cast against said pro- posed charter amendment at said
special election was 221, majority of ' votes cast in favor of said charter
amendment at said special election

said city, numbered 1 to 175, both
inclusive, said bonds to be of the de-
nomination ol One Thousand Dollars
each, and to mature in 45 years from
date thereof.
The first 25 of said bonds will be
optional and payable from and after
ten (10) years from date thereof,
and 25 of said bonds will (in consecu-
tive order) become optional and pay-
able each five years thereafter up to
and including the 35th year.
These bonds will be sold to the
highest and best bidder for not less
than par and accrued interest from
date of isaue to date of :delivery of
said bonds.
Bids must be accompanied by a
certified check for an amount equal
to 2 per cent of the face value of the
bonds bid for payable to the City of
Ashland, Oregon, which, in case the
successful bidder fails or neglects or
refuses to take and pay for said
bonds as proposed in bid, shall be
forfeited to said city as liquidated
damages for such refusal or failure.
Bids may be submitted for any or
all of said issue, the numbers of
bonds bid for being specified in the
bid. The council reserves the right
to reject any or all bids. All bids
must be addressed to "City Recorder,
Ashland, Oregon," marked "Propos-
als for purchase of Auxiliary Water
bonds."
The records of the above bonds
have been passed on by Messrs. Dil-
lon, Thomson & Clay of New York
City, and pronounced satisfactory by
them, C. H.GILLETTE,
