The council met p~a.rsuant to last ~,ajournment ~.t 7:30 o cloc.~ F Present T:~.yor Thornton; Councilmen Blake, Bergner, ~~ersey; absent Cl~ ycomb, Tayler, {i, 't1enner. x.."y 3rz l:=F The council proceeded to consider a resolution entitled "Resolution proposing an amencment to the Charter cf the City of ~tishland, Jackson County, Oregon, by adding ~ thereto an article XXIX of said charter giving the City of Ashland the po~~rer and authority t ag to acquire and conduct and operate a municipal airport, and further providing that said proposed charter amendment be submitted to the electors of said city for their approval or rejection at the general election to be held on the 4th aay of ~~~ovember, 190, and further providing a ballot title for said ~~easure and declaring an emergency." The t resolution having been read the first time, on motion, the rules were suspended,~_~thr~e-; ~ voting in favor thereof, and the resolution ~*ras parsed to the second reading. Having been re~{d the second time, roll call was orde~~~~ed on its adoption. the vote was as follovJS : Ayes : Bergner, Blake, Hersey, nays none. Thereupon the ~,ayor declared the resolution adopted. ~,:w Councilman Blake and City Attorney Briggs reported regarding the y~J. S. Smith matter that ?,r. Smith ti~;ould use the building as a garage and storage shed. 'T'he council decided ra ``r. Smith should have no compensation, . Bills O'TL'd by the Finance Committee, amounting to X14,110.97, t~r~re read in total amount on1~,-. .lotion was made acct seconded that said bills be allowed anci warrants ord- E r4 erect dravm in payr~lent thereof. Councilman Tayler entered the room ~,nd was acknot•.rledged present Bill of the ~Lshland Tidings for an ad for the Fire ~epartnlent, amounting to X3.50 was presented. ~~fter some f'iscussion it was moved by Taylor seconded Claycomb that said bill be alloti~,red. ~he.uote on the motion eras as follows: dyes: Claycomb, Hersey, Tayler; nays: Bergner, Blake, ~~'enner. The vote resulting in a tie the ..yor voted yes and the ~ motion eras harried. Carried unanimously. r On recommendation of Councilman Blare it was moved and secon~!ed that the request of C. ~r. Cramer for a per~~it to build a barn, be granted.
