J~ r I~~onthly reports for the City Judge and Superintendent of the ~hzmp Ground and Street Departments for September and October, were read, accepted and ordered placed on file. Bills amounting to X6689.38 were read as to total amount onl~j, same having been OK'ed by the Finance Committee, ~;Iotion having been made and. seconded that the bills be allowed, roll call was ordered, the vote being, ayes 6, gays 0. The following applications for buildir.~; permits v~ere read: `~,T No. 15-L. E. Caul to erect a service station of bricl~ and file construction, corner of Bush and Tuorth ~:~~ain, at an approxir~:ate cost of X5000.00. ~~oved by Bergner and seconded by Blare that the permit be granted. Carried. << ,~~~f The City Attorney brought up the question of vacating a stri~~ of 17 feet along the C. I. J. Porter property along Skidmore Street. loved by `rTenner that the City Att- orney proceed. with the legal phase of vacating the 1'7 foot strip on Skidmore Street be- tween ldorth Main and Van Mess Streets. Seconded by Tayler, carried. A letter from u`~(. T. Brickey, as a representative of the Congregational Church, con- cerning the sale of the three cornered parcel of land at tree junction of East ~~ain and the Boulevard was read. Moved by m~`enner and seconded by Tayler that the matter be re- ferred to the Street Department to report back. Carried. The ~~ayor then announced that the Council was ready to listen to representatives of the accounting machine companies present, and see their demonstrations. I~Ir. Ehrsam, Portland Branch I~Ianager of the Underwood ulliott fisher Company spoke and gave a demonstration o~' Elliott Fisher Ijniversal Accounting Machine. He quoted a price delivered of X1360 fora 16 inch carriage and X1484 far a 24 inch carriage machine with service charge of X50.00 per year. Mr. e ~r`~oodin of the Burroughs Adding l~iachine Company then spoke and gave a demon- stration on the Burroughs Typevariter Accounting l~iachine. He quoted a price of about X1605-1611 for his machine ~F~ith a service charge of X60.00 per year. Following the demonstrations, adate was set for Friday at 7:30 P. I1~. for final decision on the selection of file machine to be purchased. Committee Reports: Re^ alty: ~~'Jenner reported that it vrould be necessary to wave a radiator into the K-Ray room, the cost to be about X25.00. ~;Ioved by Blake that the radiator be moved into the X-Ray room at the cost of about X25.00. Seconded by Gregg, carried. m, The City Attorney reported on the insurance of the X-rays machine, having inter- view various agents as to rates etc. Moved by Bergner that the insurance on the con- v tents of the hospital be increased X1500.00. Seconded by Blake, carried. The City Attorney reported that he and the Street Superintendent had contacted. ~~Irs. Godfrey relative to the acceptance of the X35.00 for the apple tree, but did not ask her if she would pay her water bill in full if 'she tivould pay her water bill in 4;_ full if she was paid the X35.00 and would contact her again on this point. An agreement prepared by the Stag ~iighway Comr~ission for the improvement of . .225 miles of the Pacific Highway from Garfield Street to ~~ightman Street, known as the S. fain Street Boulevard was react requesting approval by the City of ~tshland. A resol- ution covering this agreement was read by the City Attorney. iioved by Tayler that the rules be suspended and the resolution passed to the second reading by title only. Seconded by Bergner, carried. Having been read the second tir~~e, it was moved by Ber- finer that the resolution be aaopted as read. Seconded by Tayler. Roll call was order- ed, the vote being, Ayes a, hays 0. Carried. c ~~f"  A resolution bearing on this same agreement, but prepared by the State Highway Commission was read also. TtIoved by Bergner that the resolution be passed to the second reading, the rules being suspended. Seconded by Tayler, carried. Having been read the second by title only, it was moved by Tayler that the resolution be adopted a as read. Seconded by Bergner. Roll call was ordered upon its adoption, the vote tieing, Ayes 6, Nays 0. Carried. A petition by C. I. J. Porter awing that the City of Ashland. institute vacation ~3 proceedings far the vacation of the 17 foot strip at the Southeast side of Lot 2 in Block 16, Original plat of the town, now City of Ashland, Jaci:son County, Oregon. IuZoved by Tayler that the petition be granted. Seconded by Bergner, earriQd. The Council then proceeded to consider the purchase of the accounting machine. Letters confirming the prices of the machines and ~:inds of eciuipmerlt included were read. Following a thorough study and discussion, during which ~Ir. Stearns member of the auditing firm of Lybrand, Doss Bros and I~iontgomery was called upon for his reeom- mendation and as a result of this discussion, it was moved by Tayler t~~~at the City purchase theLlliott Fisher machine ti°aith 24 inch carriage. Seconded by Gregg. Roll call was ordered, the vote being Ayes 6, Tiays O. Carried. Fallowing the purchase of the aecountin~ machine, ~~~r. Stearns of Lybrand, Ross 4 Bros. and Montgomery, addressed the Council stating that he was leaving for Portland and would like to be authorized to purchase the forms for the machine as they had to be very exact both as to size and form in order to vrorl: in the machine properly. 1t2oved by ~~Venner that in view of the fact that the firm of Lybrand, Ross Bros. and ~2ontgomery were responsible for the success of the new system, that the Council auth- orize Trlr. Stearns to purchase suitable forms for tale new accounting; machine,where- ever he saw fit. Seconded by Blake, carried. ~~r. Stearns remarked that he had noticed many persons going into the vault at various times, and that he felt that perr~ission should be granted ay the Recorder and receipts obtained for anything taken out. itioved by ~3ergner that the City recorder discontinue the practice ~f allovJin~ anyone going into the vault anb. removing any- thing from the vault without authority Qr giving receipt for same. The City Attorney reported on the trip he arld the ~~ayor had made in an attempt to Y ~ secure an option on the Lithia Springs, stating t~lat ~~~r. Nearly every one favored the securing of the option. ~~ioved by ~~~enner that the City Attorney be authorized to offer the Superintendent of Banks X100.00 far a 40 day option on the ~'ompadour iineral Springs at a purchase price of X10,000 and to advise 14ir. Schramm that the mater would be put to a vote of the people and a decision made before the tir~le of the expiration of the said option. Second- ed by Blake, carried. The City Attorney reported that he lrad received an offer of an option to purchase the Pompadour it~7ineral Springs for X10,000 cash from the State Bank Lxaririner far ~I00 fora 20 day period. There was considerable discussion, and tl~e City Attorney was sent to confer with Iir~. Dickinson, deputy examiner, concerning this option. .r A bill for X42.09 from the Mayor and City Attorney for travel expenses to Salem in conneatiorl with the option was presented. Committee Red orts: L_ i~ht: The need for a new adding machine was brought up. moved by ~~Jenner that the Light Department be authorized to purchase the new adding machine. Seconded by Blake. Roll call was ordered, the vote being ryes 6, Nays 0. Carried. Blake reported that a Itlr. ~~~Vilson at 596 Tdorth IiIain had applied for free light, recommending same in the form of a motion, same to be effective to January 1, 1935. Seconded and carried. Street: Request was made for a new truck, -but tine matter deferred pending chang- es in the operations of the City used upon the recommendations of the auditors. Special Committees: x~Y, Licensing Committee : Renewal of liquor licenses was brought up. I~ioved by Ber- gner that all liquor licenses in effect rrow be renewed provided same were approved by the Chief of Police. (The Tdyswaner License which replaced the Sullinger License, the latter having sold out to Nysuraner to be included Seconded. Roll call was order- ed, the vote being eyes 5, Nays 1 Gregg. Carriea. The City 1~ttorney react a proposed ordinarce amending the Charter governing the procedure to be followed in referring measures or charter amendments direct to the people by the I~~Iayor and COIlII~10n Council. Moved by Tayler that the rules be suspended and the ordinance be passed to the second reading by title only. Seconded by Bergner. Carried. Having been read the second tune by title, it was moved by Berner that the ordinance be adopted as read. Secondeb. by Tayler. Roll call era; ordered on its adoption, the vote being Ayes 6, hays 0. Thereupon the Pilayor declared City Ordinance I~Io. 93~ adopted. resolution authorizing the amendment to t;lre City Charter to be ~,nov~rn as ~~rticle X~Vlll to transfer X10,000 from the Electric Light Fund for the purpose of purchasing property known as the Pompadour IFlineral Springs was read. Moved by Wenner that the rules be suspended and the resolution be passed to the second reading by title only. Seconded by Gregg. Carried. Having been read the second tulle by title, it was moved by Tayler that the resolution be adopted as read. The necessity for budgets for the light and viater departments for the year 1935 was brought up by the Recorder. Moved by Tayler that the Bight and Water Departments submit budgets for 135 at the next meeting. Seconded by Bergner, carried. Payment to the General Fund of X500 each from the ,dater and Bight Departments as n their portion of the 91500 paid on the annual audit was authorized upon motion by a a Bergner, seconded by Taylor and carried. r Bills amounting to X4533.49 were read as to total amount only, same having been fir, OKted by the finance Committee. The audit of the city books by the firr~l of Lybrand Ross Bros. and Montgomery and the terms of their contract v~ras discusses, it appearing that they had, apparently violated their contract. loved by Bergner that the firm of Lybrand, Ross Bros. and ~Tontgomery not be paid further on the audit and accounting system and the City Attorney be instructed to analyze the contract and advise the Council as to what steps should be taken to complete the terms of the contract and also to make proper adjustment on their invoice. (Refers to failure to use adding machine operator at X5.00 as per con- tract~ Seconded by Taylor, carried. The light and water bills, ledger sheets and analysis sheets being found unsatis- factory, same having been printed from specifications furnished by Lybrand Ross Bros. and Montgomery, it was moved by ~~lenner t~lat trle ~~Ia~ror write the firr~l that the bills were entirely unsatisfactory and to inquire as to what adjustment they proposed to make.
