Present l~~ayor :'~iley; Councilmen Bergner, Claycomb, Gregg, Tayler, ~~tenner; absent Councilman Zininger. ul. The purpose of the meeting was announced as to accept bids on vliring and plumbing for ' the jail. Carried unanimously. The question of the phone for the City Judge was brought up. Loved by ~'oenner that as the City Judge is not on the list for City Officials authorize. to receive free phone, that the City cannot comply yrith his request foz° a free p.-zone. The purpose of this meeting was to again meet with representatives of the Calix'ornia Oregon rower Company, concerning the new contract on rates. T'~r. Tom Delzell and i4ir- Jack Thor~~~son tivere main present. Considerable discussion resulted in no definite action, the C. O. P. Co. being unable to accept the Cities pro- posal. Newton. Ir. Newton discussed the important points covered in the report, the cost of operation as compared with present costs and savings as compared with savings at present. He stated the cornpan~ would guarantee a cost of not r~ over 5.43 mills per K.V`~.H. The plant to cost the City ~~76,040.00, t~27,500 down payment and the flalance in five years paid from savings. _~F~ The cou~~eil asked ~'ir. T~?ewton if the Fairbanks ~.Iorse Company would be ~villing to in-  stall the plant and accept a plan whereby no down payment would be necessary or at least a very small one, the savings to pay for the entire plant. l~Zr. Reports of the '~`Jater, Light, Street, Library Departments and City Recorder for August were read, accepted and order°ed placed on file. letter from ~.'talter Reese concerning; the tearing do.vn of the Chautauqua Building, was read and ordered placed on file. bill from the City ~~ttorney for ,20.00 for bringing up the Ordinance books to date was upon motion by <Tenner, seconded by Lininger, ordered paid. Sending a representative to the Zeague of Oregon Cities was brought up, the meeting being held in uugene. It vas suggested by the City Attorney that 'ti`im. I~I. Briggs be sent. Loved. by '~'Ienner that the City Attorney confer with I~~r. Briggs to see if he would go to the meeting and authorizing expenses up to.~25.00. Seconded by Bergner. Carried. Seconded and arried c On motion by ~,`Jenner, the records were authorized to be corrected snowing that l~2rs. Stokoe does not owe water for four months in 1932. communication from Geo. V. I~~IcClure was read asking that he be relieved from eollect- ing delinquent rents. r~ioved by Gregg and seconded by Bergner that I~~Ir. I,~icClure be relieved of collecting after October 1, 1933 as per 'pis request. Carried. The proposed ordinance on light ~.na ~v~ter was mentioned, but no action taken until all members oz" the council were present. Glen Simpson brought up the subject of installing an oil heater in the Reeorderts and Chief of Police's office. Upon motion by ~lenner, seconded by Bergner, the subject was re- (erred to the Recorder and Chief of Police for recommendation. Building Permit Iuo. 282 requesting permission to install a fur°nace in the Lithia Theatre was on motion by 'sienner referred to the Fire Chief for recommendation. It was suggested that the City advertise for someone to take over the hospital. The proposed ordinance for file storing explosives in the City was next taken up, and having been read the first time, on motion tree rules were suspended. four voting in favor thereof, and the ordinance was passed to the second reading by title only, on motion by Gregg. Following this it was movea by ~.~~enner that the Ordinance be accepted, roll call having been ordered, the vote being as follows: Ayes, Bergner, Gregg, Lininger, '~denner, Nays, none. Thereupon, the ~~Iayor declared Ordinance No 921, adopted. The publishing of the notice of assessments for Paving District Ido. 7., was discussed.
