Carried. Fire: A leaky roof was reported in the fire department and jail sections of the City Hall. `dater: Gregg reported on the complaint by Kiss Goheen for being charged ~`1:9~0 3i for use of apartment water service. re also reported on the C. A. White request for city water, disapproving same. ~~oved by G`Jenner that the adverse report of the Committee _ be accepted. Seconded by Ingle. Carried. The City Attorney reported on the Kelt's Alta Avenue Sewer Lien, saying Kelts had turned the matter over to Bengtson, attorney, ~+~edford, who was asking the City to reduce the charge about one-ha 1f. No action was taken. The City Attorney also reported on the Park Board's request to have the Bithia Pipe line in the Park ~y' repaired and the fountains painted. Tr~ere was some discussion, but no action taken. Applewhite mentioned the advisability of having a representative contact the State Highway Department regarding the highway through town. ~s'oved by Applewhite that a representative confer with the Highway Commission regarding street improvements. Seconded b y Hansen. Carried. Re_-alb: Hansen reported that the SERA wanted to use the ~~ission building for canning for relief purposes. Considerable discussion followed, but no action was taken. S~eci~al; An additional X40.00 to X50.00 was reported as necessar; to cor~plete the wiring of the Elizabethian Theatre. After some aiscussion it was moved by Applewhite that the additional X50.00 be authorized for wiring. Seconded by Ingle. Carried. The City Attorney read a proposed ordinance taken from the ~:~edford ordinance on the licensing of Pin and Ball games. l~lo action was taken. Several matters concerning the policy of the City were Drought up by the Recorder upon the suggestion of the auditors for decision by the council. These included the following: Should penalties on ~~:~at,er ape electric delinquencies go into the General 1 fund? Authorization for the transfer from the Electric Light to the Electric Light Depreciation Fund and the amount to be transferred. Approval of the utility budgets for the year 1935. Decide to which fund interest on investments should go. The owning of all general equipment by the General Government. Handling of duplicate collections for assessments. .equiring the Park Board to submit monthly reports to the City Council as required by Charter. Discussion followed, but no action was taken. The recommend- anon of the auditors of securing some additional help in the Recorder's Office in re-classifying revenues and expenditures based upon the ne~~r clGssification of accounts from Jan. 1st to dGte, transferring the assessment records tc the new ledger, etc. was brought up b,y the Recorder. ?.fioved by Ingle that the securing of add~.tional help and applications for same be referrea to tY~e Finance Committee. Seconded by Hansen. Carried. Upon the suggestion of the City Attorney, it was moved by Hansen and seconded by Gregg that the time for the hearing on the Orange Avenue vacation proceeaings be changed and set for, the next regular meeting of the council. Carried. F,eport of the Dump Ground Supt and Street Departments were read. ?~~oved by Ingle that the report of the Dump Ground Suptt be referred to the City Attorney for recommendation as to legal status of charges. Seconded by Apple~n~hite. Carried. The I Street Dept report was accepted and ordered placed on file. Bills amounting to X8573.27 were read as to total amount only, same h~;ving been oked by the Finance Committee. ~~loved by A~:~plewhite and seconded by Hansen that the bills be allowed. Carried. Committee Reports:  Fire: Moved by Ingle that in the interest of economy the roof of the City Hall Roll call be re-painter, this summer at a cost of about "70.00. Seconded by Wenner. was ordered, the vote being Ayes 5, Nays 0. Carried. The matter of renewal of air port hangar leases wtas brought up bar the recorder. ~.goved by ~~enner that the leases be renewed. Seconded and carried. The City Attorney reported on various licenses which were still on the ordinance books but which were not being enforced. Dave ~dhittle was present and told the history of'the truck licenses and why he disapproved them. A city ordinance reducing penalties for delinquent light and water accounts from 50¢~ on each service to 50~` on each account was read. ~~oved by ~~enner and seconded by Blake that the rules be suspended and the ordinance be passed to the second reading by title only. Carried. Having been read the second time, it was moved by Blake that the ordinance be adopted as read. Seconded. by,~Ianseri. Roll call eras ordered on its adoption the vote being Ayes Nays 0. Thereupon the ~~ayor declared City Ordinance No. 945 adopted. f Moved by ~~enner that the City Attorney's agreement with i~~r. ti~~hiting of Lybrand, Ross Bros. and T"ontgomery be approved and that the contract be terminated when desired. Seconded and carried. A report was made by the City Attorney on the meeting with the Highway Commission. It was moved by Applewhite that the City Attorney write the uigh;~ray Department for use of the State Highway Engineer for City- Street and i'ruck highway survey. Seconded b y Hansen. Carried. T:aose present were: ~Ia~Tor V~iley, Councilmen Applewhite, Blake, Hansen, Ingle and Benner. Councilman Gre~~g was absent. she recorder and all other salaried employees of the city were not present because the salary ordinan ce was the main order of business. G. H. ny'enner was appointed Recorder pro tem. TYe matter of the salaries to be paid for the respective offices in the city was duly discussed. The amounts it was determined should be paid the respective holders j of the several offices of the city v4~ere inserted in the proposed salary ordinance and the ordinance was read. It was moved thUt the rules be suspended and that the ordinance be passed to second reading by title only. lotion was unanir~ously carried. Thereupon, the ordinance was read a second time by title only. A vote was ordered on t he ordinance No: 946 which resulted as follows: Ayes, 5, Nays, 0. The ordinance was then placed in the hands of the ~'ayor for his signature. The matter of the salaries o' the other city employees aside from those listed in the ordinance ~t~as aiseussed and it v~ras moved, seconded and unanimously carried that the salaries of the other city employees aside from those listed in the ordinance should remain the same as heretofor for tho next six month's period with the following exceptions: Electric Department, Utility man (Danford 15.00; Office man, i (Bartelt} X115.00. All _r.~ayments to ~~e an a monta~ly t?asis and subject to change at any time. ' T~~e free list as presented on water and ligrZt committee was approved.
