Present : mayor ~~iley, Councilmen Applew°hite, Blake, Hansen, Ingle, ~~enner. Ab;~ent : Councilman Gregg. ~~inutes of the previous meetings were read. and approved as read. Monthly rer~orts for June of the Street, alectric, ~~'ater and Library Departments, { the City Judge and City Recorder U:ere read and a six month's report of the Police Department for the period from January 1 to June 30th inclusive, accepted and ordered placed on file. The City Attorney requested ~,~2.00 to pay for a building code b:aok. ~ Moved by 3~ Blake and seconded:~by Hansen that the reouest be approved. Car~ied. Applications for the following building permits were presented: No. 19. To Level building and put in new concrete foundation at 753 Boulevard at an approximate cost of ~200.C0 by Ila ~:~yer~s. No. 20. To repair store after fire at 61 I;. rain atreet at an approximate cost of 850.00 by F. Jordan for the O'Harra Grocery. No. 21. To remodel service station at 237 Fast Pr~ain Street at an approximate ~e cost of 52000.00 b~T the Union Oil Company. ?~.~oved by Ingle that the permits be granted provided that the~~ comely with building regulations Seconded by Hansen. Carried. T~~e anpiication of G. Ii. Frost for vacation leave was read. .:loved by ti~enner, seconded by Blake that the request be granted. A letter fro: the Ashland. Chamber of Commerce urging the City to request the State Hi~.hway Commission to repave the highway through the City was read. A letter from the committee appointee. by the ~~ayor relative to parallel perking ,k was read by the City Attorney. ~~oved by :~riner that the recommend~jtion~ be accepted .7 and approved and the City Attorney draw up an ordinance in accordance with the committee's ~~~R recommendations. Seconded b tipplewhite. Carried. Committee Reports: Electric ~ i~'ater; riegel recuested authority to make adjustments on cvr~sumers accounts, chiefly on irrigation charges, amounting to a net crec'it of X133.35. Loved by i?enner and seconded by Blake that the ad justments be approved and placed on the books. Carried. Fire ; Ingle stated th. t requests had been received to insta 11 a la rger type of fire plug than the ones no4°~ in use in certain ports of the City. The ~jdvisd-bility of having a hydrant for convenient filling of bottles with Zithia water at the Lithia Fountain was c.i~cussed. ::roved by Applewhi~e th~:t the 6'~ater Supt put in a hydrant. Seconded by Hansen. Carried. Ke~alt,~; Hansen reported that he h~~d had an offer of ~~300.00 for the City property at 755 Fast fain Street a t X10.00 dov~m and X10.00 per month. r~~oveG by t~~enner that the offer of X10.00 down and X10.00 per month with interest at 8~ on the unpaid balance be collected ~,xTith light and txfater bills monthly. Seconded by Blake. Carried. A request of 'gym. Briggs i'or a fire hydrant for Dirs. H. H. Palmer was presented by the Cit`v Attorney and referred with the other requests to the Fire department. The City Attorney read arl ordinance concerning the vacation of~'Orang'e Avenue. .y ~~vved by Ingle that the rules be suspenc:ed arld the ordinance passed to the second reading by title on14~r. Seconded by Blake. Carried. Having been read the second time by title only, it eras moved by Blake that tae ordinance be adopted as regd. Lpon a second, roll call was ordered or its adoption. 'T'he vote being byes 5, ~~ays 0. Thereupon the ~~ayor declared City Ordinance T~do. 947 adopted. The Recorder recuested than as auait of the City books for the year 1934 be made. x T1o action ~~as taken. Present: ?4~ayor Wiley, Councilmen Applevhite, Blake, Hansen, Ingle, 'enner. A~sent; Councilman Gregg. Applications for liquor licenses z'or 1'~. Jordan and Frank n. Hamblen ~~~ere upon motion by Applewhite, seconded by 'y~enner referred to the Chief of Police for investigation. ~ Applewhite stated that about~400.00 eras needed for a PWiA project. i~~ioved by Wenner that the City Supt ~e authorized to purchase X400.00 u;orth of material and supplies for this project. Seconded by Blake. troll call was ordered, the vote being, Ayes 5, gays 0. The City Attorney read a proposed traffic ordinance concerning parallel parking. ~~oved by Ingle and seconded by Blake that clauses C ~ D of Sec. 13 of the proposed ordinance be deleted. `1'he motion was lost. Moved by Tngle and seconded "by Hansen that the ordinance be passed to the second reading, by title only, the rules being suspended. Carried. Having been read the second time by title, it was moved by Blake and seconded by Applewhite that the ordin- ance be adopted as read. Roll call was ordered on its adoption, the vote being ryes 5, Nays 0. Carried. Thereupon the ~~~ayor declared City Ordinance _~,~o. 94$ adopted. Absent; Councilmen Blake, Gregg~, Ingle. r~onthly reports of the City Dump Ground Supt. and the City Recorder for the month of July were read, accepted and ordered placed on file. Bills amounting to X9253.21 ~•~ere read as to total amount only, same having been oked by the finance committee. ~F~oved by Applewhite and seconded by Hansen that the bills be allowed. Roll call ~~1as ordered, the vote being, Ayes 3, Nays 0. Carried. Applications for the following b wilding permits were presented: No. 22. To remodel dwelling at 247 Oak Street at an approximGte cost of X500.00 by E. 0. Smith. No. 23. To remodel room at 607 Iowa Street at an approximate cost of X105.00 by Y. 'l'ard Craft. Flo. 24. To make miscellaneous repairs on a dwelling at 832. "B" Street at an approximate cost of X100.00 by Wm. E. Gould for Jack White. Moved by ~v'enrier and seconded by kpplewhite that the permits be granted. Carried. The an lication of Frank E. ~?amblen for a retail beer license yeas upon motion b II .P y `m~enner deferred for further investigation. Moved by Applewhite th~.t the application of A. F~. Jord~~~n for wine which had received the recommendation of the Chief of Police be accepted. Seconded r.y Hansen. Carried. F. T. Staples was present and spoke on the subject of liquor licenses, Prot=sting the limiting of wine licenses to three as suggestec: by the Chief of Police. Fleet insurance on city automobiles was discussed. ~~oved by d'denner that the insurance on the fleet be referred to the city attorney for report at the next meeting. Seconded by Hansen. Carried. A letter from the Oregon State Board of Aeronautics was read and referred to the air port committee. The letter stressed the importance of getting funds from the WPA for air port construction. Committee Reports: } Electric: Low bids on copper wire and poles were a s follows: Copper wire, General ~'lectric Co. X1056.50. Poles, McFarland Co. X1019.60. Seconded by Hansen. Carried.  A letter from Mary J. North regarding free water was referred to the .pater Com- mittee upon motion by Applewhite, seconded by Hansen and carried. Realt : Hansen reported that fie hair received an of-fer of X300.00 for the City property formerly occupied by Wards and being on East Ilain Street. Payments were to be $25.00 down and $10.00 per month until the balance was paid. Drafting of the agreement was referred to the City Attorney. f
