Absent: Councilmen Hansen, Ingle, ~~enner j ~ 3. t~~„ The purpose of the meeting was to consider a PWA application for a sewage disposal plant. K. V. jlill, consulting engineer ~r~ith Greeley and Hansen, engineers, Chicago, was present and discussed the ;plant. Following a long discussion, it was moved by Blake that the rules be suspended ana the proposed resolution as read by the City Attorney for approval of the project be passed to the second ,~eading by title only.. Seconded by ~~pplewhite. Carried. After reading the seconr time, it w<s moved by Applewhite that the resolution be adopted as read. Seconded by Blake. Roll call was ordered on its adoption, the vote being, ~Lyes 3, Nays 0. Thereupon the ~~ayor declared the resolution adopted. ~r Upon the advice of P;`r. plill, it was moveu 'oy Applewhite that the City Superintendent send a copy of the report to the State Board of Ilealth for their approval. seconded by .lake. Carried. The City Attorney read a proposed resolution authorizing the City to enter into a contract with Greeley and Hansen. A:Foved by Blake that the rules be suspended and the resolution passed to the second reading by title only. aeconded by Applewhite. Roll call was ordered on its adoption, the vote being, Ayes 3, relays C. Thereupon the I{:~ayor declares. the resolution adopted. ,o ~x' The City Attorney read a proposed resolution authorizing the City to enter into a contract with F. H. r~lalker, City engineer for ~~ork in connection with this plant. r~Ioved by Blake that the rules be suspended and the resolution passed to the second reading by title only. Seconded by Applewhite. Carried. Having oeen read the second time by title only, it was moved by Applewhite and seconded b y Blake that the resolution be adopted as read. Roll call was ordered an its adoption, the vote being Ayes 3, Nays 0. Thereupon, the ~"ayor reclared the resolution adopted. P~~. this date. Present : Mayor ~~iley, Councilmen Applewhite Blake, Gregg, Ingle. Absent: Councilmen Hansen, ~°~'enner. r~Iinutes of the previous meetings were read and Uccepted as read. Monthly report of the Dump Ground was read, accepted and ordered placed on file, ~ as was a report from the Cemetery Department from August 134 to August I9~5 inclusive. Bi11s amounting to ;9728.01 were read as to total amount onl~.~, same having been oked by the Finance Committee. ~"otion was made that the bills be allowed and warrants drawn. Roll will was orderer, the vote being .yes 4, Nays 0. Carried. A letter from T. Burns asking for a three ye~:r rental of all the property ~~s lying between Fmerick and ttlountain Avenues and Between i1B" and E~~st ra`~ain was read. ~~oved by Ingle that the letter be referred to the Realty Committee for recommena~tion. Secondea by Applev~ihite. Carried. r Applications for permits to keep fowls in the City Limits were read from Bert } Somerson and Chas. S. Jacobs. i`-roved b~; In~~le and seconaed by Gregg that the permits be granted provided they comply with the ordinance. Carried. A bill from 0. B. Turner for X60.00 for re aintin ana re airin the roof of the ~ P g p g City Hall was presented. ~`oved by Ingle and seconded by Blake that the bill be allowed. Roll call was ordered, the vote being Ayes 4, Nays 0. Carried. x~P:.:=W Committee Reports: Fire; Ingle states. that the Fire Chief wanted to attend the Convention of Fire ~iiefs at Sacramento and made the motion which was seconded by Applewhite and carried. The cost was estimated at X30.00. Realty: The subject of the heating plant at the .Hospital was discussed and in the abse e of Hansen ~~~as referred to the City Superintendent. A letter from Crescent City concerning the building of a l~_onorail line of trans- h a c t portation from the city to t e Rogue Never valley was red u not action taken until the arrival of ~~r. Coombs, Ungineer, wr~o was to discuss the matter. she City Attorney rer~orted on the sanitary conditions at the Kelts property on Alta Avenue. After some discussion, it was moved by Apple~4rhite that the matter be reported to the Board of Health for recommendation and ~~r. Kelts notified by letter. Seconded by Blake. Car~~ied. The status of the accounting system as being done by ~~s. V'Yhiting was discussed. "~"oved by Ingle that the matter be referred to the Finance Committee to investigate as to length of time necessary to complete the work. Seconded by Applewhite. Carried. M. this dGte. Present: Mayor Wiry, Councilmen Apple~}hite, Blake Gregg, Hansen, Ingle, ~1enner. Absent: None. Mr. '~Mhiting addressed the council concerning transfer of funds and authority to go to Portland to look over accounting and billing machines. ~E~soved by ~~+enner that the transfer of funds be authorized, also X5000.00 from the Electric Fund to the General Funa as a loan be authorized. Seconded by Cregg. Roll call was ordered, the vote being !eyes 6, Nays 0. Carried. Authority for exbhanging ledger trays and equipment for books and indexes from the Charles Hadley Co. was also given upon the recommendation of ~`r. b'y'hiting. Motion being made by {tienner: seconded by Hansen. Carries. Moved by ~~Jenner that fix. ~,~,'hiting be authorized to investigate and examine account- ing machines for the city ana the city to pa`r his tra~.rellin~~ expenses for this work. Seconded by Ingle. Carried. Mr. Zaing, Architect, showed. plans and reed specifications for the proposed new heating plant at the Hose ital. Following some discussion it was moves by titienner that the Mans and specifications be referred to the City ~`atorney and City Superintendent- and the bias advertised for, same to be o~~ened at 8:00 P. F~. on September 26th. Seconded by Crregg. Carried, The subject of the sewage Disposal Plant ~-ass brought up for consideration and it i, was moved by t~tenner that the City Attorney work out aself-liquidation flan for the bond issue and make a trip to Portlana if necessary. Seconded by Applevtlhite. Carried. The City Attorney stated that ~s. Kelts had offered to compromise his sewer assess- menu on Alta Avenue. P~ioved by Ingle that the ~'~~ater Committee be authorized to accept a settlement with I~"~r. Kelts. seconded by Applewhite. Carried.
