The council met in adjourned meeting at 5 P. ~+i. this date for the purpose of
~~J` considering a charter amendment relative to the Park funds and any necessary matters
relative to the sevrage disposal plant election. Present: Aay~r ti~diley, Councilmen
ApplevcThite, Gregg, Hansen, V~'enner. ltbsent ; Councilmen Blake, Ingle.
A resolution proposing a charter amendment providing for the increase of ~ of
one mill for the Park Fund was read by the City Attorney. ~joved by Gregg th~_t the ,,-;~At~ rules be suspended and the resolution be passed
to the seconu rea~.ing by title only.
Seconded by Vdenner. parried. Following the second reading it was moved by +j`enner
that the resolution ~e adopted as read. aeconded by Applewhite. Roll call was
ordered on its ador,tion, the vote being ~'iyes 4, r1a~►s d . Thereu~~on the N~ayor declared }
~x§ the resolution adopted.
'Ihe City Attorney read the printed resolution providing fora sewage disposal
pla~~t by charter amendment. This resolution had been subject to minor changes. M.aved by Applewhite and seconded by Kenner that the printed resolution
as read by the City
Attorney be confirmed. Carried by the following vote: Ayes: Applewhite, Gregg,
Hansen, and Wenner. Nays: tdone.
Moved by PVenner that the City Attorney draw up a brief outlining the advantages
of the sewage disposal plant to the City for the purpose of getting the facts before
the people. Seconded by Hansen. Carried.
Mr. Hill was present and read the proposed contract for the engineering for con- sideration by the Council before mailing to the Chicago office for approval
by them.
On motion, the Council adjourned to meet at the call of the ~~ayor.

The council met in regular session at 7:~~0 P. M. this date. Present: Mayer Ailey, Councilmen Applewhite, Gregg, Hansen, Ingle Absent: Councilmen
Blake, 4'Jenner.
The minutes of the previous meetings 1~:ere read and approved as read.
Dr. H. A. Woods gave a detailed report on his duties as City Health Officer which
was very instructive and interesting.
It was moved by Ingle that a warrant be drown for X25.00 in payment for special services rendered by the Health Officer for which U bill had been rendered,
but had
been he3;d up. Seconded by Gregg. Carried.
` K. v. Hill of Greeley and Hansen, Engineers, was present and spoke on the speei-
fications and plans for the sewage disposal plant, and presenting a bill for X160.00
for surveying. Moved by Ingle that this bill be allowed subject to okay by the Finance
Committee. Seconded by Applewhite. Roll call was ordered, the vote being Ayes; Councilmen Applewhite, Gregg, Hansen, Ingle; Nays; none. Carried.
Monthly reports for the Library, Electric, Street and Water departments and
Recorder were read, accepted and ordered placed on file.
It being reported that a clack belonging to the Hospital had been removed and taken
to Medford, it was moved by Gregg that the City Attorney be instructed to get the clock. Seconded by Hansen. Carried.
Committee Reports:

Biegel reported on the oil burner for the Recorder's office, stating the best price
being 90.00 for a new stove at Hardy's Hardware. It was moved ~by Applewhite that the
City buy the stove at X90.00. Seconded by Hansen. Roll call was ordered, the vote being Ayes: Councilmen Applewhite, Gregg, Hansen, Ingle;
Nays; none. Carried.

An addressograph and graphotype having been recommended by a committee at X440.00,
it was moved by Ingle that the city obtain same at X440.00. Seconded by Gregg. Roll
call was ordered, the vote being Ayes; Councilmen Applewhite, Crregg, Hansen, Ingle;
Nays; none. Carried.
Biegel recommended adjustments on water and light accounts totaling X71.34. Moved
by Ingle that the adjustments be made. Seconded b A lewhite. Carried. y ' pp
Gregg recommended that Phoebe McCoy, 363 Iowa Street, be granted free lights and
water, and made the motion, seconded by Applewhite. Carried.
Air Port: Applewhite reported that X12,150.00 had been allotted to the Ashland Airport. moved by Hansen that the Airport Committee negotiate with the Department
of
~ aeronautics in accepting this allottment. Seconded by Gregg. Carried.

A resolution authorizing the acceptance of a contract between the City of Ashland and Frank J. Van Dyke for legal services in connection with construction
of the sewage disposal plant was read by the City Attorney. Moved by Gregg that
the resolution be passed to the second reading by title only, the rules being
suspended. Seconded by Hansen. Carried. Following the second reading, it was
moved by Applewhite that the resolution be adopted as read. Seconded by Gregg.
Roll call was oz°dered on its adoption, the vote being Ayes; Councilmen Applewhite,
Gregg, Hansen, Ingle; Nays; none. Thereupon, the Mayor declared the resolution adopted.
It was moved by Gregg thatrthe minimum wage scale set for work on the sewage
disposal plant be changed to read 40¢, 55~, 65y, and 85~ per hour instead of the
rates set under date of October 2nd. Seconded by Hansen. Carried.
Payment of services of Wm. Ding, architect, on the Hospital heating plant
was discussed. Moved by Hansen that Mr. Laing be paid 5~ of the contract price of the new heating plant and be advanced X25.00 on same. Seconded
by Ingle.
Carried.
The Council adjourned to meet again on October 2l, 1935, at 5:00 P.M. for the
purpose of canvassing the votes on the election to be held October 18, 1935.

Ashland, Oregon, October 21, 1935 No. 37
The council met in adjourned meeting at 5:00 P.M. this date for the purpose
of canvassing the votes on the election held on October 18th to decide on the
construction of the Sewage Disposal plant and the bond issue for X27,000.00 for
same and the Park Tax Zevy Amendment raising the millage far the Park from 2 to
22 mills. Both were charter amendments. Present: M~ yor Ailey, Councilmen Applewhite, Gregg, Hansen, ~'ienner. Absent: Councilmen Blake and Ingle.
Moved by Applewhite that the council resolve itself into a canvassing board
to canvas the returns of the election held October 18th. Seconded by Hansen. ~
Carried. The council then proceeded to canvas the returns. of the election in
accordance with the laws in such cases made and provided. The result of said
canvas, after having been duly made was ascertained to be as follows:

The returns having been duly canvassed were found to be correct. Thereupon,
the Mayor read his proclamation on the Sewage Disposal Plant and proclaimed the ' whole number of votes east in favor of the proposed amendment adding
Article AXX
to the Charter of the City of Ashland to be 295 and the total vote against to be
245 and thereupon Mayor ~'diley proclaimed the said Article to be the law of the 9
City of Ashland.
The council adjourned to meet again on October 28, 1935, at 7:30 P.M. for the
purpose of considering a tax ordinance and other city matters.
