Present : Mayor "v~iley, Councilmen Applewhite, Blake, Gregg, Hansen, Ingle, 'M~enner. Absent; None. A proposed ordinance levying a tax for the year 1936 in the sum of X65,548.00 was read. Moved by ~~enner and seconded by Blake that tree rules be suspended and the ordinance be passed to the second reading by title only. Carried. Following the second reading, it eras moved by Blake and seconded by Hansen that the ordinance be adopted as read. Roll call ~^a~ ordered on its adoption, the vote being, eyes 6, k5' Nays 0. Thereupon the ~~Iayor declared the City Ordinance No. 949 adopted. A proposed ordinance requiring the Recorder of the City of Ashland to notify the ~~~y County Assessor and County Clerk of all delinquent special assessments and docketed j~ city liens was read. Proved b~~ Blake and seconded by y~~enner that the rules be suspended and the ordinance be passed to the second reading by title only. Following the second s: reading, it was moved by Ingle and seconded b~,~ Hansen that the ordinance be adopted as read. Roll call was ordered on its adoption, the vote being, Ayes 6, Nays 0. Thereupon the Mayor declared City ordinance r?o. 950 adapted. The City Attorney reported on the Henry Carter case .^~ith the City in connection with the septic tank on lt~ountain Avenue, stating that he (Carter) was willing to -0 arbitrate the matter. The changing of the bond of Provost Bros. on the Pospital heating plant from a surety bond of an approved surett~ company as specified in the specifications to a a private bond was discussed. Loved by '~~enner that the requirement of the surety bond being from a surety company be waived and a personal surety bond be accepted on the Hospital heating plant contract. Seconded by Blake, Carried. Hansen re orted that the radiators in the hos ital should be aimed t p p p ~n order o match the new radiators ~~hich were being installed and stated that Provost Bros. would do it for X3.00 per radiator. The matter eras referred to the City Superintendent for action. The Mayor stated that there being a full council present, he wanted to bring up ) the question of the recorder's salary and recommended that it be set at X150.00 retroactive to July 1st, 1935. After some discussion, it ~~as moved by Gregg that the recorder's salary be set at x;150.00 per month retroactive to July 1, 1935. Seconded by Blake. Roll call was ordered, the vote being; Ayes: Blake, Applewhite, Ingle, Hansen, Gregg. Nays: ~~enner. Carried. i L~enner withdrew from the committee appointed to investigate accounting machines and the Riayor appointed Crregg in his place. bqr. 4'Jitng, auditor, spoke cn auditing the tax rolls at P~~edford, in order to see that the City was getting its portion of tha interest. Loved by Ingle that ~-fir. 'P~hiting audit the tax rolls, same to be limited to one week. Seconded by Hansen. Carried. ~~oved by Ingle that the commit+ee on accounting machines be given power to act. Seconded by Hansen. Carried. It was moved by Applewhite and seconded by Greg~~ th~:t the City Superintendent be authorized to purchase the necessary additional accounting sup- plies, Carried. The Associated Oil Co. lease ti~~as referred to the Kealty Committee and City Supt for more definite information upon motion by Ingle, Seconded by Blake. The minutes of the previous meetings were read and approved <<s read. r The monthly report of the dump Ground for the month of October was read, accepted and ordered placed on file. Bills amounting; to X8669.88 were read as to total amount only, same having been  oked by the Finance Committee. Motion was made and secondea that the bills be allowed. Roll call was ordered, the vote being Ayes 41 Nuys 0. Carried. t ~~J Applications for the following building permits were presented: No. 37. To re-roof house at 361 Scenic Drive at an approximate cost of ;150.00 by Sam McNair. No. 38. To re-roof house at 208 Oak Street at an approximate cost of X1000.00 by Dom Provost . Moved by Blake and seconded by v"Jenner that the permits be grunted. Carried. An application for indorsement of liquor license from r. B. Dayton o~~erating Nininger's Cafe was read, same having approval of the Chief of Police. Moved by Applewhite and seconded by Blake that the application be approved. Carried. A letter from ~Irs. leavitt, Chestnut Street, relative to irrigation water rates was read. Mrs. Leavitt was present ana the Pr~ayor advised her that a committee had been appointed to look into the irrigation rates. A letter from &irs. Car~~ie Grimes, 364 Helman Street v~~as read conc?rning bill for lights. The matter was referred to the City Superintendent. Moved by ~~ienr~er that the Treasurer purchase x;1500.00 bonds from the Cemetery Trust Fund for investment, either government bonds ar City of Ashland bongs if available. Seconded by Blake. Cara°ied. Applewhite discussed the Peil bridge, but no action was taken. The City Attorney statee that P~~r. Yockey wanted to sell the ri€ht-of-way to the road above Scenic Drive to the City f'or x;25.00. k the Recorder stated that certain properties in the city limits were up for sale for taxes on Nov. 30th and some of them had delinquent city assessments against them. j : Moved,. by Wenner that the sale of property for taxes be referred to the Reali~y Committee to investigate advisa~aility of purchasing. Seconded by Gregg. Carr°ied. Deve Whittle was present and spoke on the sub ject of t~.e c~.~tting of wood by relief workers and wanted to Tease two city owned lots on B St:, between 4th and 5th for piling wood, offering X15.00 per year for same. Moved by Applewhite that t~~hitt~le be given the 1Qase for X15.00 urorth of ~~ood. Seconded by Gregg. Carried. The City A±forney spoke on the ~-Ray. machine at the Hospital. Moved by ~4'enner that the Hospital pay20.00 per month more rent and keep the machine in repair and pay for all films, etc, and have the use of the machine ana receive all revenues. Seconded by Blake. Carried. Moved by 1~~pplewhite that the sire Ghief and City Superintendent check the storage of X-Ray films at the hospital and see if same ~,ras properly done. The City Attorney spoke an certain points in the Carter case. The need for the purchasing of a new car for the Superintendent of the Electric Department was brought up. P.Aoved b~.~ Blake that the superintendent of the lectrie Department be authorized to purchase a gar on bids. Seconded by ~~~enner. Roll call was ordered, the vote being Ayes 4, Nays 0. Carried. i Mr. Whiting was present and spoke on the office of deputy treasurer, recommending the abolishment of this office, one the colleetian of city revenues by the City Recorder. Moved by Wenner that the recommendations of ~~r. „!biting be approved and the duties of deputy treasurer be handled by the assistant recorder (merely a change in name). Seconeec by Blake. Carries. Moved by wr'enner that the purchase of forms as requested by I~r. ~Yhiting be granted as not to exceed ~~0.00. Seconded by Gregg. Carried. The question of having the plat book brought up to date was brought up by the Recorder. No definite action was taken. The Recorder stated that r~s. Starr, State Auditor had requested that both Pdr. Whiting and himself come to Salem ti~~~hen the accounting system z~~as about ready for a thorough examination as to its compliance with the Uniform System of Accounting as adopted at the last session of the State hegislature. Proved by Gregg that the Records? and ~~r. ~dhiting confer with Mr. Starr at Salem on the accounting system. Seconded by Blake. Carried. The City Attorney read a proposed ordinance amending the last salary ordinance. Moved by Gregg that the rules be suspender. and the ordinance passed to the second reading by title only. Seconded by Blake. Carried. Following the second reading, it was moved by Blake that the ordinance be adopted as read. Seconded by Applewhite. Roll call was ordered on its adoption, the vote being, Ayes; Blake, Applewhite, Gregg. Nays; Vdenner. Thereupon the Mayor declared City Ordinance Rio. 951 adopted. The City Attorney read a resolution concerning the opening of bids for the sewage disposal plant. Moved by ~~enner that the rules be suspended and the resolution passed to 'the second reading by title only. Seconded by Gregg. Carried. P.~oved by An~lewhite that the resolution as read by title be adopted. Secanded by Blake. Rol  call was ordered on its adoption, the vote being Ayes 49 Nays 0. M. this date. Present: Mayor ,Y Wiley, Councilmen Applewhite, B]~ke, Gregg, Hansen, Ingle, ~'Jenner. Absent : None. Reading of the minutes of the last meetings were dispensed with. r v-",, p.- . ~,z;S... Monthly reports of the Electric, 'dater and Street Departments were read, accepted and ordered placed on file. A bill for33.72 for stamped envelops for the Electric and tiV~ter Departments in favor of the Postmaster was upon motion by tiVenner, seconded by Blake, carried. }nA A letter from the Ashland Chamber of Commerce concerning~.wood yards on North 1+4" and East Main streets was read, same being in the form of a resolution. Realt :Hansen reported that the sale of the house on East Main Street which had been so o Mrs. Alice Smith would have to be cancelled and wanted the return of 10.00 on~the price paid dawn. Upon motion bit Applewhite, seconded by Wenner, payment of X10.00 was authorized out of the emergency account of the General Fend and the receipt issued to Mrs. Smith be returned t~ the City. ' ' The rent of the X-Ray machine as an addition to the Hospital rent was dis- cussed, but no action was taken. k Mrs. Scott was present and asked to address the council. She stated that she wanted to have permission for the 2nd Townsend Club to meet on Thursday of each week at the City Hall. The matter was referred to the Finance Committee with power to act. A delegation from the Valley Vmew District was present and asked the City to x~.~Y' pass a resolution recommending to the County Court the so-called direct route from ~x~; Valley View district to thePacific Highway. The City Attorney read the proposed re- solution which he had prepared forthe purpose. Moved by Wenner that the rues be suspended and the resolution passed to the second reading by title only. Seconded by Hansen. Carried. Following the second reading, it was moved by Applewhite that the resolution be adopted as read, seconded by Blake. Roll call was ordered on its adoption, the vote being, Ayes 6, Nays 0. Thereupon the Mayer declared the resolution adopted. The City Attorney reported that the State Banking Department had requested an extension of 120 days more on the clearing of the title to the Pompadour Mineral Springs. the property to be in the same condition as before. Moved by ~►lenner that the extension ~i 120 days be granted. Seconded by Gregg. Carried Mr. Whiting and the Recorder reported on the interview with Mr. Starr, State Auditor, Salem. An ordinance creating a special fund to be known as the Sewage Disposal Fund and the transfer of 20,000.00 to same from the Electric Light Find was read by the ~ City Attorney. Moved by Ingle that the rules be suspended and the ordinance passed to ~ttYie ~ second reading by title only. Seconded by Hansen. Carried. Following the second reading, it was moved by Wenner that the ordinance be adopted as read. Seconded by Gregg. Roll call was ordered on:.its adoption, the vote being, Ayes 6, Nays 0. Carried. Thereupon the Mayor declared City Ordinance No. 952 adopted. Several bills in connection with the Sewa a Dis osal Plant were resented b g p p y s the City Attorney. Moved. by Wenner and seconded by B1aI~e that the bills be allowed. Roll call was ordered, the vote being Ayes 6, Nays, 0. Carried. Mr. Perry Bentley asked that the. City grant him a reduction in his delinquent ,a water bill, stating that- he had ordered it cut off. The matter was referred to the City Superintendent. Mr. L~~ng reported that the hospital heating plant was about complete and that the X30.00 additional on the contract for installing the tank was approved by the Com- mittee. The City Attorney reported that the clock belonging to the hospital had been E returned. Applewhite reported on the air port, stating that the grant of 12.150.00  originally given had been taken away. Moved by Ingle that the Air Port Committee draw up a project for an air port runway. Seconded by Wenner. Carried. On motion, the council adjourned to meet at 5: 00 P. M. Nov. 21, 1935. Mayor Attest:
