An ordinance entitled `~An ordinance to fix interest rates on sewage disposal hands of
the City of Ashland authorized by Ordinance No. 953; and declaring an emergenQytt was read.
It was moved by Ingle and seconded by A~~ple~ahite t~~:at the rules be suspended and that the
ordinance be passed to second reading by title only. L:~otion carried. dyes: Applewhite,
~k'1 Hansen, Ingle and '~'denner. Nays: None. The ordinance was Mien read by title only. It was ~P then moved by "~~enner and seconded by Hansen
that the ordinance be adopted as read. Roll
call was ordered, the vote being. Ayes: Appletivhite, iansen, Ingle and Fenner. Nays: None.
The Ordinance No. 954 was then declared adopted and the r~~Iayor affixed his signature thereto.
Councilmen Blake and Gregg entered the Council and assumed their places at the council
t table.
The committee appointed to tabulate and compile the bids on the Sewage Disposal Bonds
reviewed their findings for the benefit of the Councilmen who were late.
; A Resolution entitled a 'Resolution accepting trig offer of E. iti~I. Adams 8 Company to
purchase X27,000.00 City of Ashland,Sevaage Disposal Bonds, series A: and decl~.ring an em-
ergency~ vaas read. It was moved by Applevhite and seconded by l~anser~, that the rules be sus-
pended and the Resolution be passed to second reading by title only. It was then the Motion
carried. The vote being, Ayes: Applewhite, Gregg, Blake, Hansen, Ingle, G~denner, Nays: None. a= The Resolution was read by title only. It was
then moved by Bla~:e and secondedL by Gregg

empowered and directed to investigate t~~e matter of printing and engraving the bonds and to

1. Subject to the rules and regulations (P'~~A Form T'a. 166, duly 22, 1935, aS amended to
dated which are made a part hereof', the United States of America Hereby offers to bid in fin-
ancing the acquisition, construction and equipment of a sewage treatment and disposal plant
and intercepting sewers ,with all appurtenances necessary, ana the acquisition of necessary
land and rights of way therefor (herein called the "Pro~ect"`j by making a grant to the Oity of
Ashland in the amount of forty-five ~45~o per cent of the cast of the Y~roject upon completion as determined by the Federal Emergenc~r Administrator of
Public ~~orks, but not to exceed, fn
any event, the sum of X6,000.00 and by purchasing, at the principal amount tk~ereof plus aec-
rued interest thereon, from the City of Ashland obligations of tree description set forth be-
low (or such other description as shall be mutualltiT satisfactory] in the aggregate principal
amount of X44,000.00 less such amo~~.nt of such obligations, if any, as the City of Ashland may,
with the consent of the Federal Emergency Administrator of Fublic ~tor~:s, sell to purchasers

forthwith to send to the Federal Emergency Administration of Public ~~orY_s three certified
copies of this Resolution and three certified copies of the proceedings of this adjourned
meeting in connection with the adoption of this C'esolution, and such further documents ar
proofs in connection with the acceptance of said offer as m~.y 'ae requested by the Federal F►mergency Administration of Public 'docks.

A bill for X450.00 from the Park Board was read. It was recommended by the Chairman of
the Finance Committee that same be laid on the table, so ordered.
, M, Briggs was present, and representinG the A. W. Moon Lumber Company, dir. Briggs
wished to lease for his client the seventeen odd acres of the Airport Property, the trian-
gular strip next to the Railroad Tracks for the purpose of erecting a planing mill.

After same discussion, it was moved by Ingle that a special committee composed of the
Chairman of the Airport Committee, the Chairman of t~~~e Finance Committee, City attorney and
City Superintendent work out all details and report bac'_ their recomLiendations at the next
regular meeting, seconded by Gregg and carried.

meeting having been devoted to the hearing of the City Recorder on certain alleged eharges~. ~r

Blake, Ingle.

The Mayor brought up the payr~~ent of the legal services of Don iVewbury counsel for the
Retarder and it was mover by ~~~enner t~iat if the chat°ges yaere not sustained or were dropped
that ~kr. I~Tewbury s:~ould be pail a reasonable amo~ult for his services likevrise. See:?nded by
Hansen. Carried.
Applications for i7eneYUa1 of liquor licenses for the year 1936 were presented by all
former license holders, same having tie ~raritten approval of the Chief of Tolice. The ~~ayor
stated that he ivas opposed to the liquor licenses ~.rd the licLuor business cn~. vaanted his
opposition to be a matter of record. ~klovet_ by Applewhite tht the applications be granted.
Seconded by iansen. Roll call was ordered, the vote being Ayes: Applewhite, Hansen, '~~enner.

The lease with fir. i~Ioon for the Air Part Property was discussed and it was moved by
Hansen that the i~~layor and Recorder be authorized to execute a lease based upon the terms
discussed and deterrlined oy the City ~`ittorney and Cit`,~ Superintendent.
~~r. ~'Jhiting was present and as~~ed concerning his services ~arit~~ the City. a~lenner stated
that he felt I~~r. 'Whiting should remain until the system t1aas thorougrily understood and that he should be biven a raise in pay to X175.00 per month:
for the necessary time. Following some
discussion, during ivllich the Recorder stated that a day or two would be sufficient to go over
the system with~;x. '~'~hiting, it was moved by ,`lenner that ~~r. ~~~hiting be given ~~150.00 pe r
month. for the month of December and X35.00 additional expenses for return travel provided
