HomeMy WebLinkAbout2018-15-Authorizing health benefits provided by City County Insurance Services RESOLUTION NO. 2018-15 A RESOLUTION AUTHORIZING HEALTH BENEFITS PROVIDED BY CITY COUNTY INSURANCE SERVICES AND REPEALING RESOLUTION 2013-22 RECITALS: A. The City of Ashland has a vested interest in providing health benefits to its employees, retirees and eligible dependents. B. The City has provided health benefits through a self-funded plan since 2013. C. City County Insurance Services (CIS) can offer health benefits in a cost beneficial manner while proving the City quarterly claim data. D. CIS has agreed to maintain the City's current benefit offerings for the next 18 months. E. The EHBAC provided a recommendation to contract with CIS for health benefits. F. The City will maintain its restricted Health Benefit Fund to pay for run out costs along with offsetting future premium increases. THE CITY OF ASHLAND RESOLVES AS FOLLOWS: SECTION 1. The City Council Authorizes a change from self-funded health benefits to a health benefit program offered by City County Insurance Services plan beginning July 1, 2018. SECTION 2. The benefits offered by the City of Ashland Benefits Plan and the City of Ashland- Parks Benefits Plan shall be those summarized in Exhibit A, and which is hereby approved by the City Council. SECTION 3. The City Council maintains the Employee Health Benefits Advisory Committee (EHBAC) which will act as a self-directed employee team with representatives from each employee group and bargaining unit. EHBAC will make recommendations for plan offerings and provide a recommendation to the City Council yearly. SECTION 4. The City Administrator is designated as the Plan Administrator for all City of Ashland Employee Benefits Plan. SECTION 5. This resolution takes effect upon signing by the Mayor.
