2 AN ORDINANCE AMENDING SECTION 2.13 OF THE ASHLAND
3 MUNICIPAL CODE: TRANSPORTATION COMMISSION

8 WHEREAS, Article 2. Section 1 of the Ashland City Charter provides:
9 Powers of the City. The City shall have all powers which the constitutions, statutes, and
10 common law of the United States and of this State expressly or impliedly grant or allow
11 municipalities, as fully as though this Charter specifically enumerated each of those
12 powers, as well as all powers not inconsistent with the foregoing; and, in addition thereto,
13 shall possess all powers hereinafter specifically granted. All the authority thereof shall
14
have perpetual succession.
15 THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
16 SECTION 1. Chapter 2.13 is hereby amended to read as follows:
17 2.13.010 Purpose and Mission
18 A. Role. The Transportation Commission advises the City Council and Planning Commission

21 planning, and funding for auto, truck, transit, ride hailing, bicycle and pedestrian modes,
22 and vehicle parking.
23 B. Mission. The need for a Transportation Commission is emphasized in the Transportation
24 Element:
25 "Ashland has a vision-to retain our small-town character even while we grow. To achieve this
26 vision, we must proactively plan for a transportation system that is integrated into the community
27 and enhances Ashland's livability, character and natural environment. ...The focus must be on
28 people being able to move easily through the City in all modes of travel. Modal equity then is
29 more than just a phrase. It is a planning concept that does not necessarily imply equal financial
30 commitment or equal percentage use of each mode, but rather ensures that we will have the

1 opportunity to conveniently and safely use the transportation mode of our choice, and allow us to
2 move toward a less auto-dependent community."
3 2.13.02 Established Membership
4 A. Voting Members. The Transportation Commission is established and shall consist of seven
5 (7) voting members as designated by the Mayor and confirmed by the council. Voting members
6 will all be members of the community at large and will represent a balance of interest in all
7 modes of transportation.
8 B. Staff Liaison. The Director of Public Works or designee shall serve as the primary staff
9 liaison and as Secretary of the Commission
10 C. Nonvoting Ex Officio Membership. -- `' - : : ' . : _ - . .

12 will be twelve (12) total nonvoting ex officio members who will participate as needed and will
13 include one member of the Council as appointed by the Mayor, Community Development and
14 Planning, Police, Fire, Southern Oregon University, Ashland Schools, Oregon Department of
15 Transportation, Rogue Valley Transportation District, Ashland Parks and Recreation, Jackson
16 County Roads,Airport Commission.
17 2.13.030 Powers and Duties, Generally
18 The Transportation Commission will review and make recommendations on the following topics
19 as it relates to all modes of Transportation:
20 1. Safety: will develop, coordinate and promote transportation safety programs policies and
21 programs;
22 2. Planning:
23 *Will review and serve as the primary body to develop recommendations for the City's long
24 range transportation plans and assist with ancillary transportation plans (sidewalk and safe
25 routes to school, transit, traffic, parking, etc.).
26 *Will review and make recommendations to the Planning Commission on Type III Planning
27 Actions during the pre-application process.
28 3. Funding: will make recommendations to the City's transportation section of the Capital
29 Improvements Program; Public Works Director on the transportation section of the City's
30 Capital Improvements Program;

1 4. Advocacy: will advocate and promote all modes of transportation to ensure that modal equity
2 is a reality in Ashland.
3 *Facilitate coordination of transportation issues with other governmental entities.
4 *Select one or more members to attend awe meetings with other
5 transportation related committees in the Rogue Valley.
6 *Examine multi-modal transportation issues.
7 5. The Transportation Commission will review and forward traffic implementation designs
8 to the Public Works Director for final approval and implementation.
9 2.13.050 Traffic Sub-Committees

14 .. .. . •. - . - . . -. a Transportation Commission subcommittee is to focus on
15 specific transportation topics of concern and bring back critical information for discussion
16 with the whole body.
17 B. Membership. Subcommittees will be established for a specified purpose and duration and will
18 consist of three regular members of the Transportation Commission who shall sit concurrently on
19 the full Commission. Specific sub-committee members shall be appointed by the Transportation
20 Commission. The Public Works Director and Transportation Commission Chair shall determine
21 what matters warrant Sub-Committee involvement and meetings shall be convened on an as
22 needed basis.
23 C. Minutes. Meetings must be noticed and must have summary minutes. No final decisions will
24 be made at the subcommittee level. All recommendations will go to the full Transportation
25 Commission. All Sub-Committee summary minutes will be forwarded for the next scheduled
26 Transportation Commission meeting.
27 SECTION 2. Severability. The sections, subsections,paragraphs and clauses of this ordinance
28 are severable. The invalidity of one section, subsection, paragraph, or clause shall not affect the
29 validity of the remaining sections, subsections,paragraphs and clauses.
30 SECTION 3. Codification. Provisions of this Ordinance shall be incorporated in the City Code,
and the word"ordinance"may be changed to "code", "article", "section", or another word, and

1 the sections of this Ordinance may be renumbered or re-lettered, provided however,that any

5 The foregoing ordinance was first read by title only in accordance with Article X, Section 2(C)
6 of the City Charter on the 5th day of February, 2019, and duly PASSED and ADOPTED this 19th
7 day of February, 2019.
