3 MITIGATION COMMISSION TO ASHLAND WILDFIRE SAFETY COMMISSION

7 WHEREAS, Article 2. Section 1 of the Ashland City Charter provides:
8 WHEREAS,Ashland Fire &Rescue desires to create a commission to develop, implement, and
9 maintain a community wildfire mitigation strategy
10 WHEREAS,
11 THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
12 SECTION 1. Ashland Municipal Code Chapter 2.26 is hereby repealed in its entirety as
13 follows:
14 ASHLAND WILDFIRE MITIGATION SAFETY COMMISSION
15 2.26.010 Purpose
16 The Ashland Wildfire Safety Commission shall provide advice and guidance support to the
17 Council and City departments and education to the community on wildfire issues and plans for
18 mitigation action. Specifically,the Commission will function as the entity to guide the ongoing
19 efforts-of-the City of Ashland to meet the evolving goals of foster the efforts of the City of Ashland
20 to adopt and achieve the goals set forth in the Fire Adapted Communities programs.
21 2.26.020 Established Membership
22 The Ashland Wildfire Safety Commission is established and shall consist of no less than seven
23 (7)voting members, and certain non-voting ex officio members consisting of a member of the
24 City Council, a representative of Ashland Fire and Rescue, and additional staff as needed. The
25 Fire Department staff designee shall serve as the primary staff liaison and as Secretary of the
26 Commission. At least five of the voting members will be community members at large, and all
27 of the voting members shall be designated by the Mayor and confirmed by the council.
28 2.26.030 Powers and Duties - Generally
The powers, duties and responsibilities of the Ashland Wildfire Safety Commission

1 A. To develop, coordinate and promote a comprehensive community wildfire mitigation
strategy;
3 B. To initiate, enhance and support promote full community participation and
4 responsibility in reducing wildfire risk;
5 C. To submit recommendations to City Council and City departments regarding the
6 community's ongoing wildfire strategy;
7 D. To promote and support a relationship with surrounding areas and jurisdictions that
8 pertain to or benefit wildfire safety in Ashland.
9 SECTION 2. Codification. In preparing this ordinance for publication and distribution,the
10 City Recorder shall not alter the sense,meaning, effect, or substance of the ordinance, but within
11 such limitations, may:
12 (a) Renumber sections and parts of sections of the ordinance;
13 (b) Rearrange sections;
14 (c) Change reference numbers to agree with renumbered chapters, sections or other parts;
15 (d) Delete references to repealed sections;
16 (e) Substitute the proper subsection, section, or chapter numbers;
17 (f) Change capitalization and spelling for the purpose of uniformity;
18 (g) Add headings for purposes of grouping like sections together for ease of reference; and
19 (h) Correct manifest clerical, grammatical, or typographical errors.
20 SECTION 3. Severability. Each section of this ordinance, and any part thereof, is severable,
21 and if any part of this ordinance is held invalid by a court of competent jurisdiction,the
22 remainder of this ordinance shall remain in full force and effect.
23 The foregoing ordinance was first read by title only in accordance with Article X, Section 2(C)
24 of the City Charter on the 19th day of February, 2019, and duly PASSED and ADOPTED this 5th
25 day of March, 2019.
