RESOLUTION NO. 2019-24
A RESOLUTION APPROVING THE SCOPE OF WORK AND THE TIMELINE FOR
2 THE COST REDUCTION/EFFICIENCY/PERS & HEALTHCARE STRATEGIES
3 AD HOC COMMITTEE
4 RECITALS:
5 A. WHEREAS, On July 8, 2019 the City Council approved the creation of an Ad Hoc
committee to investigate program and operational expenditures including compensation and
6 benefits with the goal of improving long-term financial sustainability.
7 B. WHEREAS,per Ashland Municipal Code section 2.04.090(B) it is the City
Administrator's responsibility to establish the Ad Hoc committee's scope of work which
8 includes timelines by which the work will be accomplished.
9 C. WHEREAS, the scope of work and associated timeline is as follows:
10 Scope of Work
The purpose of the Cost Reduction/Efficiency/Alternative Funding/PERS & Healthcare
11 Strategies Ad Hoc Committee is to create expenditure recommendations to the City
12 Council that lead to the City's long-term financial sustainability and enhance the City's
overall financial resilience. The Cost Reduction/Efficiency/Alternative Funding/PERS &
13 Healthcare Strategies Ad Hoc Committee will analyze a variety of programs and current
operational approaches/systems to determine the long-term financial sustainability of
14 each.
15 Timeline
The Cost Reduction/Efficiency/Alternative Funding/PERS & Healthcare Strategies Ad
16 Hoc Committee will present their findings to-date and the continuation of the Ad Hoc
17 Committee will be reevaluated by the City Council no later than the January 7, 2021 City
Council Business meeting.

20 THE CITY OF ASHLAND RESOLVES AS FOLLOWS:
21 SECTION 1. The scope of work and associated timeline will be adhered to by the Cost
Reduction/Efficiency/Alternative Funding/PERS & Healthcare Ad Hoc Committee.

This resolution was duly PASSED and ADOPTED this lam day of 1''v-5%„nk- 2019 and takes
23 effect upon signing by the Mayor.
