HomeMy WebLinkAbout1990-05 Calling for a Special ElectionRESOLUTION NO. 90- ~.~- A RESOLUTION CALLING A SPECIAL ELECTION ON THE FIFTEENTH DAY OF MAY, 1990 IN THE CITY OF ASHLAND FOR THE PURPOSES OF SUBMITTING TO THE LEGAL VOTERS OF THE CITY A MEASURE FOR A FIVE (5) YEAR SERIAL TAX RATE LEVY TO PROVIDE FUNDS FOR THE OPERATION AND MAINTENANCE OF THE CITY SWIMMING POOL PROGRAM AND RECREATION FACILITIES; WITH SAID LEVY TO BE ASSESSED BEYOND THAT NOW AUTHORIZED BY ARTICLE XI, SECTION 11 OF THE OREGON CONSTITUTION; AND, FOR THE PURPOSE OF ESTABLISHING A NEW TAX BASE FOR THE CITY OF ASHLAND. BE IT RESOLVED BY THE CITY OF ASHLAND AS FOLLOWS: SECTION 1o A Special Election is hereby called to be held in the City of Ashland, Oregon on the fifteenth day of May, 1990 from 7:00 A.M. to 8:00 P.M. at which election there shall be submitted to the legal voters of said city for their adoption or rejection the following two proposed measures, to wit: MEASURE NO. 51 AN ACT CAPTION: TO ESTABLISH A NEW TAX BASE FOR ASHLAND. QUESTION: Shall Ashland be authorized a new EIGHT HUNDRED FIFTY-FIVE THOUSAND EIGHT HUNDRED DOLLARS ($855,800) tax base beginnin~ fiscal year 1991-927 EXPLANATION: The purpose of this measure is to provide stability in the operation of the city of Ashland's Police Department and Fire Emergency Medical Technician program.. Further, the passage of this measure will not result in an increase in taxes over the amount presently authorized by the present tax base, police serial levy and fire EMT serial levy. This measure will combine the existing police serial levy of $407,836, the existing fire EMT serial levy of $15,600, and the estimated 1991-92 tax base of $432,400 to a new tax base of $855,800. MEASURE NO[ 52 AN ACT CAPTION: FIVE YEAR SWIMMING POOL AND RECREATION FACILITY MAINTENANCE TAX LEVY. QUESTION: Shall Ashland levy 5.5 ¢ per thousand dollars assessed value to operate swimming pool programs and maintain recreation facilities beginning 1990-917 EXPLANATION: This measure authorizes a maximum levy of five and one- half cents (5.5¢) per thousand dollars of true cash value of taxable property to permit swimming pool program fees to be at a reasonable rate and to provide maintenance of recreation facilities. It is estimated that a levy of 5.5¢ per thousand dollars of assessed value would provide $33,825 in 1990-91, $37,200 in 1991- 92, $40,930 in 1992-93, $45,000 in 1993-.94 and $49,530 in 1994-95. This measure will result in a decrease of 2.5¢ per thousand dollars of assessed value from the tax levy that is currently authorized. SECTION 2. That the City Recorder is hereby requested and directed to give due notice of such special election hereby called as provided in the laws of the State of Oregon and the Charter and Ordinance of the City of Ashland, Oregon. SECTION 3. For the purposes of this election, the polling places shall be as directed by the Jackson County Clerk. The foregoing Resolution was READ and DULY ADOPTED at a regular meeting of the City Council on the~day of February, 1990. Nan E.
