A RESOLUTION DETERMINING AND FINDING THAT THE OREGON SHAKESPEAREAN
FESTIVAL ASSOCIATION HAS AND DOES PERFORM SERVICES FOR THE CITY
OF ASHLAND, FOR SOUTHERN OREGON AND THE STATE OF OREGON HAVE,
DO AND ARE EXPECTED TO CONTINUE, TO PROMOTE THE GENERAL HEALTH,
SAFETY AND PARTICULARLY THE WELFARE OF THE AREAS MENTIONED BY
TOURIST PROMOTION ACTIVITIES WHICH RESULT IN OREGON, SOUTHERN
OREGON AND PARTICULARLY ASHLAND BEING AND CONTINUING. TO BE
A PROSPEROUS AND GROWING COMMUNITY.
WHEREAS, the Oregon Shakespearean Festival
Association has been very active in Ashland, Oregon for a number
of decades, and
WHEREAS, each year the Association sends out numerous
brochures ranging in numbers from 600,000 in the year 1983 to
980,000 in the year 1988, and
WHEREAS, the Association has a Public Relations
Department which sends representatives to the various states
and communities to promote Ashland and the region by not only
distributing brochures but by showing a video presentation on
Ashland and its area to promote the resturants and lodging
activities and recreational' activities in the area as this
is necessary in order to induce people to come not only to
the area but to the plays put on the by Association, and
WHEREAS, the Public Relations Department of the
Association attends various travel seminars and pro~btional
activities to promote to agents as well as travel consumers
the benefits and attractions in Ashland and the area, and
WHEREAS, the Association is a member of the American
Bus Association and thereby promotes Ashland and the
area, and
WHEREAS, the brochure published by the Association
discusses and describes not only the attractions of the
Shakespearean Festival Association but the Southern Oregon
area and partkaularly the Ashland area, again emphasizing
the restaurants, lodging and other tourist attractions of
the City of Ashland, and

WHEREAS, the Association has determined that in
1988 approximately 335,000 persons will attend its attractions
and the statistics for the ~receed~qg years being as follows:
1987 - 331,200
1986 - 318,900
1985 - 322,700
1984 - 298,500
1983 - 302,100, and
WHEREAS, the Association has determined that of the
people coming to its plays 36% generally come from California,
17% from Washington State, and 3% from other portions of the
United States and outside Oregon, and
WHEREAS, the Association has determined that of the
people who attend its plays 86% come specifically to see its plays
and incidentally, to partake of the other attractions, lodging,
and restaurants of the area, and
WHEREAS, the Association has determined that 88% of
the persons attending its plays travel 125 miles or more to
Ashland to attend its plays, and
WHEREAS 76% of the persons who attend its plays
are individuals and 24% come in groups, and
WHEREAS 3.5 days is the average stay of a person
coming to the Festival, each person that comes sees an
average of 4.13 plays, and
WHEREAS, the dollar impact on the Southern Oregon
Community has been determined by the Festival to be $59.96
per day for each individual or if the individual comes in
a group then the financial impact is $48.01 per day per
individual with an average of $57.09 per day per individual,
and
WHEREAS, the direct dollar impact on the Southern
Oregon area as determined by the Association is approximately
$18,000,000.00 and
WHEREAS, it has been determined by the Association

that each dollar brought into the community turns over 2.9 times
for a gross dollar impact of the Southern Oregon area of
$53,058,942.00 per year on an average.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ASHLAND,
as follows:
SECTION 1. Based upon the forgoing recitals the
City of Ashland, exercising its legislative powers as granted by
Article II, Section 1 of the City Charter, hereby determines
and finds that the activities of the Oregon Shakespearean Festival
Association are substantially beneficial to the prosperity and
continued economic growth of the City of Ashland and the surrounding
community sufficient to justify governmental involvement and
establish social utility; accordingly it is found that its
activities do promote and will continue to promote the general
health, safety and particularly the welfare of the citizens
of the City of Ashland and as such it is a substantial public
benefit for the City of Ashland to participate in the funding
of these activities. It is anticipated that in the year 1988
the City of Ashland will participate to the extent of $33,300.00
and it is understood that the Association's 1988 budget for
promotion is $296,900.00 and accordingly it is found that the
portion being contributed by the City of Ashland is a fair,
just and reasonable proportion to the whole expense of the
Association for tourist and Festival promotion.
The foregoing Resolution was read and duly approved
at a regular meeting of the Cit Council of the City of
Ashland on this~/~day of ~/ , 1988.
