Description of Items in Change Order
RFP-57 WAS Discharcle Piping Diaphragm Seals for Pressure Switches. In RFI-11, the need
for an isolation diaphragm seal on each of the three pressure switches on the WAS discharge
piping was discussed. By letter of March 17, 1999, the Engineer confirmed that this would be
extra work for pressure switches PSH 5-2, PSH 5-3 and PSL 5-6. Ashcroft Iso-Rings were
called for; two of the Iso-Rings could be used as a common connection for pressure switch
and adjacent pressure gauge, allowing deletion of shutoff valves, stainless steel diaphragm
seals, snubbers, etc., for the two pressure gauges. The Contractor submitted proposed costs
of $2,650.00 for this work in a letter dated April 26, 1999; this was discussed with the
Contractor, noting that the deleted portions had not been included. In a subsequent letter
dated October 4, the Contractor submitted revised proposed costs of $1,900.00 for this work.
After review, the Engineer informed the Contractor by letter of October 5, 1999 that these
costs were acceptable and would be included in a fodhcoming change order.
RFP-92 Painting of Submercled Metal on ElMCO/Baker Process Ecluipment. In the spring of
1999, there were several discussions with the Contractor regarding the field painting vs. shop
painting requirements of the Contract Documents. The Contractor proposed, in a letter dated
June 3, 1999, that the requirement for blast cleaning the ElMCO/Baker Process equipment
(the submerged portions of the Oxidation Ditch mixers and aerators and the secondary clarifier
full and partial mechanisms) be changed to allow blast cleaning to "white metal" and priming
with high-solids epoxy in the factory, thus waiving the requirement for "near-white metal" field
abrasive blast cleaning before painting. By letter of June 10, the Engineer indicated that this
could be acceptable, if an extended warranty of three years were granted on the entire paint
"system", and if supporting correspondence were received from ElMCO/Baker Process, the
painting subcontractor and the supplier of the field-applied coatings. Following further
correspondence, a June 17 letter was received from the painting subcontractor, Evan House
Co., providing the necessary guarantee wording, and correspondence was received from
ElMCO/Baker Process confirming that all their equipment would be appropriately blast-cleaned
and coated in the factory. After review, the Engineer informed the Contractor by letter of
October 21, 1999 that this change was acceptable and would be included in a forthcoming
change order as a "no-cost" change.
RFP-101 Concrete Repairs in Grit Chamber & Channels. Following discussions in the field for
the need to undertake repairs to the walls of the grit chamber and channels in the Headworks,
prior to applying a coal-tar epoxy coating, the Contractor submitted proposed costs of
$2,513.00 for this work in a letter dated June 23, 1999. By subsequent letter of July 15, the
Engineer confirmed the need for repairs and indicated that further discussions would clarify the
extent and method of repairs. Over the next several months, discussions with the Contractor
and with the supplier/expert in concrete repairs and with the painting subcontractor indicated
that the proposed work would suffice; it was then completed. By letter of October 12, the
Engineer informed the Contractor that the proposed costs of $2,513.00 were acceptable and
would be included in a forthcoming change order.
4. RFP-121 Revise Sodium Hydroxide Tank Anchoracle. By letter of September 2, 1999, the
Engineer informed the Contractor that the tie-down anchorage for the sodium hydroxide

(NaOH, or caustic soda) tank needed revision. The supplier's method of hold-down, and the
calculations submitted to show conformance with seismic and wind loading requirements,
would not work with the concrete pedestal for the tank as detailed on the Plans. The Engineer
proposed that the re-calculation of the anchorage requirements be paid for by the City, but that
any costs with modifying the anchor clips, number and size of anchor bolts, etc., be the
responsibility of the supplier and/or the Contractor. Following further correspondence, the
issue was discussed at the September 23, 1999 monthly project meeting, and an amount of
$450.00 for the engineering calculations agreed-upon. By subsequent letter of September 27,
the Engineer informed the Contractor that the proposed costs of ($450.00 + 15% OH&P =)
$518.00 were acceptable and would be included in a forthcoming change order.
RFP-123 Anti-Scour Wall for Ashland Creek Pump Station. By letter of September 17, 1999,
the Engineer informed the Contractor that an anti-scour cut-off wall should be incorporated into
the construction of the main operating slab for the pump station, due to the proximity to
Ashland Creek. In a letter dated October 7, 1999 the Contractor submitted proposed costs of
$14,260.00 for this work. Following discussions, the Contractor submitted revised costs of
$10,898.00 in a letter dated October 27. After review, the Engineer informed the Contractor by
letter of October 27, 1999 that these costs were acceptable and would be included in a
forthcoming change order.
RFP-125 Add Check Valve on Scum Pump Discharge. By letter of September 27, 1999, the
Engineer informed the Contractor that it was necessary to add a check valve on the new scum
pump discharge in the existing scum sump adjacent to Secondary Clari~er No.2. In a letter
dated October 4, the Contractor submitted proposed costs of $726.00 for this work. When
requested written confirmation of the cost of the valve was received from the supplier, it
indicated that the Contractor had used a slightly low valve cost in his estimate. After review,
the Engineer informed the Contractor by letter of October 21, 1999 that a revised total cost of
$752.00 would be included in a forthcoming change order.
RFP-126 Purchase Screw Centrifuclal Pump for Interim Sludge Facilities. By letter of August
23, 1999, RFP-112 was established for the proposed interim sludge facilities for the
wastewater treatment plant. These facilities must be "on-line" by early 2000 to handle sludge
from the new secondary treatment facilities, as the biosolids disposal project has been
delayed. To expedite construction of the interim sludge facilities, it is necessary to purchase
certain pieces of equipment in advance. By letter of October 12, 1999, the Engineer explained
this situation and supplied a specification for a screw centrifugal pump for the facilities. In a
letter dated October 20, the Contractor submitted proposed costs of $12,364.00 for this pump.
After review, the Engineer informed the Contractor by letter of October 20, 1999 that this
amount would be included in a forthcoming change order.
RFP-128 Provide Rebate for New Scum Sump GratinG. By letter of October 13, 1999, the
Engineer informed the Contractor that a new rebate was needed for the grating being installed
over the existing scum sump, as the old rebate was not the correct dimensions or material. In
a letter dated October 21, the Contractor submitted proposed costs of $2,476.00 for this work.
Following discussions, a revised estimate of $2,240.00 was submitted by the Contractor. After
review, the Engineer informed the Contractor by letter of October 22, 1999 that this amount
would be included in a forthcoming change order.
RFP-129 Repair Oxidation Ditch Expansion Joint. By letter of October 20, 1999, the Engineer
informed the Contractor of necessary repairs to the transverse expansion joint in the anoxic
zone of the Oxidation Ditch structure. In a letter dated October 26, the Contractor submitted
proposed costs of $5,592.00 for this repair work. After review, the Engineer informed the
Contractor by letter of October 26, 1999 that this amount would be included in a forthcoming
change order.

Description of Items in Change Order
RFP-32 Revise Size of SuDernatant Pipeline. By letter of January 12, 1999, the Engineer
informed the Contractor of the need to reduce the supernatant pipeline from 12-inch to 8-inch
size, in order to conform to the final design of the Biosolids and Effluent Disposal project. This
change includes all supernatant piping, valves, fittings, magnetic flow meter, couplings, etc. In
a letter dated March 19, the Contractor submitted proposed credits of ($7,476.00) for this
revision. Following review and discussion, the Contractor indicated concurrence with a revised
total credit of ($9,898.00); this was confirmed by letter of November 18, 1999 from the
Engineer that the revised total credit would be included in a forthcoming change order.
RFP-69 New Weir for Grit Chamber. By letter of April 13, 1999, the Engineer informed the
Contractor of the need to replace the existing metal weir in the grit chamber while the grit
mechanism was being replaced. In a letter dated May 3, the Contractor submitted proposed
costs of $1,453.00 for this work. The Engineer indicated that the costs seemed high, and the
Contractor proposed that the work be done on a time and material basis; by letter of May 3,
1999, the Engineer authorized that the work be performed on a time and material basis with
the Contractor's proposed costs as a "not-to-exceed" amount. After the work was completed,
the Contractor submitted total costs of $1,364.00 in a letter dated November 16. By letter of
November 16, 1999, the Engineer stated that this amount would be included in a fodhcoming
change order.
RFP-89 Relocate Sodium Hydroxide System. By letter of June 1, 1999, the Engineer
informed the Contractor that the sodium hydroxide (NaOH, or caustic soda) system was to be
relocated to the west side of the Headworks, to provide more compact and readily accessible
facilities and allow better use of the area east of the Headworks for additional treatment
processes. In a letter dated August 9, the Contractor submitted proposed costs of $7,722.00
for this work, The scope of work was subsequently revised by the Engineer's letter of August
24, 1999. After discussions, the Contractor submitted new proposed costs of $5,324.00 for
this work; following additional discussions, the Contractor indicated concurrence with revised
total costs of $4,848.00. By letter of November 18, 1999, the Engineer stated that this amount
would be included in a forthcoming change order.
RFP-116 Additional Lockers in Operations Building Men's Locker, Area 009. By letter of
August 30, 1999, the Engineer informed the Contractor that the City had requested additional
lockers in the Men's Locker room in the Operations Building; this change necessitated modest
changes in stud walls, gypsum board, flooring, etc. In a letter dated September 27, the
Contractor submitted proposed costs of $2,668.00 for this work. After discussions, the
Contractor submitted additional information and proposed costs of $2,455.00 for the work.
Following review, the Engineer noted, by letter of December 2, 1999, that the costs need not
include a revised locker room bench, thus lowering the total costs to $2,134.00, which would
be included in a forthcoming change order. The Contractor concurred on December 6.
RFP-122 Replace Existing Outfall Pipeline. By letter of September 10, 1999, the Engineer
noted that the existing 18-inch outfall pipeline was found to be damaged near the proposed
new 60-inch diameter manhole; televising the pipeline revealed a "belly" in the existing line,

and it was desired to replace the line with a new 24-inch PVC gravity outfall pipeline, and
construct a new headwall at the side of Ashland Creek. Details of the headwall and a revision
to the scope of work were sent the Contractor by letter of September 15, 1999. In the ensuing
several days, the Contractor obtained necessary Corps of Engineers permit and submitted
proposed total costs of $36,501.00. Following review and discussion, the Engineer and
Contractor agreed to revised total costs of $34,501.00; by letter of December 2, 1999, the
Engineer informed the Contractor that this amount would be included in a fodhcoming change
order.
RFP-133 Repair Leakincl Water Pipeline. By letter of November 16, 1999, the Engineer noted
that an existing water pipeline bad been noted to be leaking the prior day; it was believed that
this was caused by the Contractor's operations and was his responsibility. Upon excavation, it
was discovered that the leak was in a different, deeper existing water line which had corroded
and was not the Contractor's responsibility; the Contractor was asked to submit his costs for
excavation and repair. By subsequent letter of November 16, the Contractor submitted
proposed costs of $1,758.00 for this work. After review, the Engineer informed the Contractor
by letter of November 17, 1999, that this amount would be included in a forthcoming change
order.

Description of Items in Change Order
RFP-112 Interim Sludqe Stabilization Facilities. By letter of August 23, 1999, the Engineer
notified the Contractor of the need to construct interim sludge treatment (stabilization) facilities
for the new treatment processes, until the off-site disposal site could be prepared. The
Engineer established this RFP to collect information on the proposed interim sludge facilities,
and supplied 50% drawings with the initial letter. In subsequent correspondence, additional
drawings and information were supplied to the Contractor. In late November, the Contractor
prepared a cost estimate of $788,267.00 for this work. As the design evolved, the scope was
revised to include retaining the existing primary clarifier as an emergency sludge holding tank,
requiring additional piping, re-installation of an existing pump, etc. Final details of the design
were provided the Contractor by letters of January 19 and February 8, 2000. The Contractor
submitted revised proposed costs of $865,467 in an estimate dated January 31; following a
negotiating meeting on February 10, it was concluded that the electrical and controls needed
revision and would be handled separately. The Contractor provided revised proposed costs of
$828,914.00 in an estimate dated February 23, 2000. Following review, the Engineer stated
by letter of that same date that this amount would be included in a forthcoming change order.
