ASHLAND CITY COUNCIL
FEBRUARY 22, 1972
A special meeting of the Ashland City Council was called to order at
6:30 p.m. on the above date in the Council Chambers, City Hall,
Ashland, by Mayor Charles McKeen. On roll call, Council members
Conklin, Roberts and Soderberg were present; Councilman Roble arrived
a few minutes later. Also in attendance were all members of the
Park Commission, City Administrator Almquist, City Attorney Salter,
Finance Director Nelson and Director of Parks & Recreation McGuire.
The Mayor stated that the special meeting had been called by recent
Council action to discuss the proposed charter measure to be placed
on the ballot in the May primary to combine the Park Commission and
Recreation Commission. He then opened the meeting for discussion.
City Attorney Salter presented suggested wording for the charter
amendment (attached). He noted that the proposed wording would make
any Ordinance now in effect to apply to the new charter amendment,
without having the charter revised each time a change would be made
governing the Recreation Commission.
Soderberg did not foresee any problems in combining the commissions,
as long as the mil levy for parks use was not jeopardized. Conklin
felt the proposed charter amendment was simply a housekeeping matter.
Bob Bennett of the Park Commission pointed out that public thinking
had changed since the original Charter article was developed in 1908,
that the combining the two commissions would be more in line with
public thinking regarding parks and recreation and actual present
practice. Some discussion ensued regarding budgeting for recreation.
City Administrator Almquist asked the Finance Director whether, in
segregating expenses for recreation versus parks use, the entire park
levy could be justified for parks use only (which Nelson confirmed).
Nelson stated that the actual bookkeeping could be done in several
ways (to be decided by Council policy): treat Recreation as a separate
division of the Parks fund; create a new Recreation fund; or leave
it as a section of the General Fund. Soderberg noted the procedure
for preparation and approval of the Park Commission budget. Some
discussion ensued.
Dave D'Olivo of the Park Commission expressed some concern for the
recreation budget. Bob Reinholdt felt there would be advantages to
combining the Commissions and thus avoiding cross purposes.
Roble moved that the City Attorney be instructed to prepare the necessary
Ordinance to place the proposed charter amendment on the May primary
ballot. Roberts seconded. On roll call, passed unanimously., Conklin
moved for adjournment; Roble seconded. There being no further business,
the meeting was adjourned at 7:0S p.m., subject to the cal~ of the Mayor.
