ASHLAND CITY COUNCIL
APRIL 13, 1971
An adjourned meeting of the City Council was held in the City Council
Chambers, City Hall, on the above date. The meeting was called to
order at 7:30 p.m. by Mayor McKeen. All Councilmen were present.
SPECIAl, AGENDA ITEMS:
1. The first item of business was the consideration of an ordinance
prescribing water rates and repealing Ordinance No. 1412. City
Administrator Almquist also read a proposed amendment to the ordinance
adding Schedule No. 8, establishing a rate for commercial service
outside the city limits to be set at one and one-half times the
commercial rates for customers'located inside the city limits.
Following reading of the proposed ordinance as amended, it was
moved by Conklin, seconded by ~cCannon that ordinance be passed to
second readiE.On roll call, carried unanimously. (Council members
Roberts and Soderberg had not yet arrived.)
2. The second item of business was the consideration of ordinance
prescribing sewer rates and charges and repealing Ordinance Nos.
145] and 1618. City Administrator Almquist distributed copies of
a'letter from Cornell, Howland, Hayes & Merryfield concerning sewer
system recommendations. In answer to a question from Conklin,
Director of Public Works Alsing explained that the Department of
Environmental Quality had tightened their standards since the
CH2M report was completed.
Mr. Almquist pointed out that the rate schedule proposed in the
CH2M letter would fund the sewage treatment plant rehabilitation
program and the three-man maintenance crew; however, it was not
designed to fund major capital improvements.
Following more discussion, it was moved by Soderberg, seconded by
Conklin that the matter be deferred until the April 20 regular
Council meeting. Motion carried unanimously.
There being no further business, it was moved by Conklin, seconded
by Willstatter that the meeting adjourn to a study session.
