ASIILAND CITY COUNCIL

I. ROLL CALL:
The adjourned meeting of the City Council was held in the Couilcil
Chambers, City Ha/l, on tile above date at 7:30 p.m. The meeting
was called to order by Coup. cihnan Roberts, acting as Chairman in
absence of the Mayor. On roll call., Councilman Roble was absent;
all others were present.
The purpose of the adjourned meeting was to continue the items on
the agenda for the regular meeting of October 19, 1971, which were
not completed at that time.

SPi!CIAL AGENDA ITEMS:
B. New & Miscellaneous Business:
Presentation by the Planning Commission relative to the
establishment of bicycle paths. Since the representative
from the Commission had not yet arrived, the Chairman felt
the Council should move on to the next item. Wil]stattcr
said the letter detsiIing the presentation should at ]east
be read and accepted. (continued)
Recommendation from the Planning Conmtission to grant a zone
change from R--F to C-1 on property situated on the north
side of Ilighway 66 at Telman Creek Road (Oregon College of
Art, Richard K. Walsh). City Administrator A].nRuist read
a letter from the Planning Commission on the recommendation;
he suggested a Public ilearing be set for November 25. On
voice vote, passed unanimously to so set.
At this time, Jim Ragland arrived to answer any questions
the Council might have. City Admjr~istrator Almquist read
the letter. Conklin stated he would like to see this matter
referred to the Streets and Traffic Committee after a report
had been made by the Planning Commission.
A lady from the audience asked whether tile public would be
able to speak on the matter. Conklin felt it needed further
study; and Sodcrberg sug!~estL, d since the peop]e bad conre,
the Council might listen to their comments.
Dr. Rlontgomcry felt that the bic)'ctc phenomelm was not jusu
a passin?, fad and there fete the City should find routes for
bicycles, ile pointed out sonm of the problems between the
motorists and bicycle riders in the street.

but hand].e the matter through the Planning Commission.
Ragland suggested therc might be a number of interested
persons and it could be handled easier through a committee.
Conklin opposed a committee, which he felt was just another
form of bureaucracy.
Willstatter asked how funding was available, and whether
there were any strings attached. Ragland said this was
some of the information which would have to be found out.
If Council support was needed, Conklin was very much in
favor of giving them this latitude.
Soderberg asked if there was any reason the bicycle paths
already planned and approved for (1) Lithia Park and (2)
along the proposed Bear Creek park chain could not be
submitted and get that portion of the project started. She
was in favor of beginning immediately.
Catherine Carey, a member of the audience, informed the
Council that they should consider priorities, and that
funds were primarily made available for "utilitarian" rather
than recrcat.lona] paths. Wills tatter suggested making one
side of Sisk!you Boulevard for bicycles only by black-topping
the sidewalk.
Dr. Montgomery questioned whether going ahead with one set
of plans and then later submitting another application for
funds would prejudice a second one. lie would like to see
a thorough planning job first.
Ragland emphasized that techuical assistance would be
needed, espeoia]ly when preparing a package approach.
Alsing promised support from the City Engineering department.
McCannon asked about the possibility of putting bicycle
paths along 'H~c irrigation ditch. Alsjng stated that the
canal pathway was just an easement for maintenance by city
crews and that it was actually private property.
Conklin moved to allow the Planning Commission to form a
sub-committee to review the plans and report to the Streets
& Traffic Co~m~ittee of the City Council; Sodcrbcrg seconded.
City Adminis'nrator Almquist suggested the possibility of
using the services of a consultant planning fjnu.

Almqujst read a letter from the Planning Comllzission
recommending that an un-named alley between Glenn and
Hersey Streets be designated as a street and named "Lori
Lane".
Willstatter moved to have the staff prepare the necessary
pub]icatim:s for a Public Nearing on the matter. McCannoa
seconded. It was pointed out by Alsing that the City was
not proposing the widen the street, but just name it because
a development would need an address and the street might be
widened to 46' all the length of the alley at a later date.
City Administrator Almquist suggested the Public Hearing
held at a Council meeting on November 23 (rather than on
November 16, as regularly scheduled) due to most Council
members attending the League of Oregon Cities convention.
On roll call, passed unanimously.

The City Administrator read an award from the Asphalt Pavement
Association for the Glenwood Drive project as the "best City
asphalt paving job in the State of Oregon for 1971." tle
stated the plaque would be put on display in the appropriate
department. Alsing noted the City took second place last
year for paving jobs.
Mr. Almquist read the award from the State Accident Insurance
Fund (S.A.I.F.) to the employees of the City Electric
Department for five years with no disabling injuries. He
noted that the City receives substantial refunds on prcmiDms
for safety exhibited (as recently with the water department).
Willstatter congratu]ate~J the various departments.
C. Ordinances, Resolutions & Contracts:
First reading of an ordinanca amending Ordinance No. 1657
(the Sign Ordinance) prohibiting bulletin boards, reader
boards and changeable copy signs was read by the City
Administrator. Conklin moved to pass to a second reading;
Soderberg seconded.
Upon a question front Willstatter, Sealerborg stated that
this new provision did not chan~c signs under the 5~ycar
repaintlng provision. A gent,l~nmn ~.rom the audience asked
whether this would affect signs now in c, xistance, to which
Conklin replied only if the sjgn was changed. Safeway Store
was given as an example of a char~gcablc copy sign in reply
to a question by another 2entleman.

City Administrator A]mquist gave the first reading of an
Ordinance amending Ordinance No. 1376, the P]umbing Code
for the City of Ashland. tte noted that this had been
reviewed by the Finance & Property Committee with the
Building inspector. In addition, the Building Contractor's
Code Revieh~ Comn~ittee had suggested an additional item
(pertaining to the use of plastic vent pipes), but
the adapter x,rou!d cost as much as they would save, so no
objections were made if the ordinance was enacted as nox~
proposed.
McCannon moved to pass to a second reading; Soderberg
seconded; on roll call, passed unanimously.
The City Administrator gave the second reading of an
Ordinance autborjzing the Fire Chief and his representatives
to extinguish uncontrolled fires that are found to be burning
in an unprotected area outside the boundaries of the City of
Ash]and; establishing a cost schedule for this service; and
declaring an emergency.
Willstatter moved for adoption; Conklin seconded; on roll
call, passed unanimously.
Fir. Almquist gave the second reading of an Ordinance with-
drawing certain recently annexed real property front the
Talent Rural Fire Protection District (Oregon College of
Art Richard Wa]sh, owner). Willstatter verified that
the funds for this were deposited by the owner with the
City.
Conk].in moved for adoption; NcCannon seconded; on roll ca]],
passed una~limol~sly.
City Administrator A]mquist gave the second reading of an
Ordinance regulating cutting or excavating streets; requiring
applications, permits and security therefor; prescr~hing
penalties for the violation; and repealing Ordinance No. 308.
After the Ordinance was read, Soderberg moved for adoption;
Conklin seconded; on roll call, passed unanimously.
The City Administrator stated that no information had been
received as yet from the State Ilighv:ay Department rcgard]ng
a Resolution imposing one ~ay regulations on Water Street
from "B" Street to North blain Street and prohihiting left

(coutinued) turns from the Plaza exit to Oak Street. The
City Administrator felt this should be given further study.
Conklin sdggested it again be returned to the Streets &
Traffic Committee.
A gentleman from the audience asked whether there would
be a public hearing on the matter. Sealerberg asked him if
he had any comments to give the Council at this tirae. The
marl said his property on IVater Street would be affected jf
the reso]utiou wore enacted (a "factory" and coffee shop
and subsequent parking for customers and employees). All
his signs and advertising would have to bc changed. t!e
also pointed out to the Council that the barricade on Walt
Young's property (oft that corner) blocked vision.
Conk]in and Willstatter said his remarks would be taken
into consideration. Soderberg asked if he would forward
a copy of his advertising that would bc affected to the
Cotmci] (for Streets & Traffic Committee).
Chairman Roberts said that the agcnda was completed at this time.
Conklin moved to adjourn, and Willstatter seconded. Roberts then
adjourned the meeting at 9:15 p.m., subject to the cai] of the
Mayor.
