HomeMy WebLinkAbout1970-0629 SPECIAL MINMINUTES FOR SPECIAL MEETING AS!tLAND CITY COUNCIL JUNE 29, 1970 A special meeting of the City Council was held in the City Council Chambers, City Flail, on the above date. The meeting was called to order by Council Chairman Bailer. All Councilmen were present. Mayor McKeen was absent for the first ten minutes of the meeting. HEARING ON 1970-71 BUDGET: Finance Director Nelson made a cla~ificatiop in regard to the Parks Fnnd--he explained that DOR stands for Bureau of Outdoor Recreation and is involved ~¢ith the development of the upper pUttion of Lithia Park near the Myers property. No objections being presented, it was moved by Roberrs, seconded by iVi!Istatter that the ]970-71 operating budget as proposed be adopted. On roll call, carried ~nanimously. Acting City Administrator Bjegel presented a petition and drawing from ,ljm Parsons to vacate alley from Hersoy to So,~thern Pacific Railroad right-of-~ay. Public Works Director Alsing reported th:tt the subject alley is not open at the present time. It was moved by Roberrs, seconded by Wi!]statter that a oublic hearing be set on the matter for july 21, 1970. On roll call, carried unanimously. (Mayor McKeen presiding) Acting City Administrator Biegel presented several fund transfers necessary in the 1969-70 budget. Following emuneration of these t-r'ansfers, it was moved by Willstatter, seconded by Dodge that they be referred to the Finance and PropertX Committee for study and recom~,~end:,tien. Motion csrrie~ unanimously.' (Memo dateO .june 29, 1970.) Acting City Administrator Biegel presented a letter dated June 22, !970, fxom James M. Rang!and, Chairman, Sign Review Board, requesting amendments to the final draft of the Sign Ordinance, #1.588, as amended by Sign Ordinance, #16501 Mr. Biegel poin~e~ out that there had been over ~0 changes in the original erdin~:rlcc; Ordinance ~1588 repeals #1S03, which was already repealed by #1541. He suggested that the entire ordinance he written again and that a new ordinance should repeal #]54!, ~1650, #1607 and #1599. Following some discussion, it was move<~ by Bailer, seconded by Dodge th~:t the matter bc referred to the Finance and Prcperty Committee for study and recommendation. At this time, Mr. Cliff ~'.oran indicatec! to business people in to~,'n a~e satisfied with it was adopted. Council that the the ordinance as Council Minutes -2- June 29, 1970 Bailer pointed out that the ordinance would be rewritten exactly as it had been finalized. On motion to refer to Finance and Property Committee, carried unanimously. Acting City Administrator Biegel presented a letter dated June 23, 1970, from the American Legion Post 14 requesting waiver of bond a~d license fee for a youth benefit dance at the Ashland National Guard Armory, Friday, July 3, 1970. It was moved by Willstatter, seconded by Dodge that the request be granted. On roll call, carried unanimously. Acting City Administrator Biegel presented a letter dated June 23, 1970, from the Director of Portland State University indicating that 'the preliminary field count for the City of Ashland is 12,280. The letter explained that the figure is not an official count and will not be used for allocation of state shared revenues. There was some discussion regarding contacting the University to inform them that the figure is low and should be under investigation, since revenues are dependent upon population count, etc. Acting City Administrator Biegel presented a memorandmn dated June 26, 1970, from Police Chief Hays regarding recommendation fo~ July 4th operation of Wiiliams Bread Childrens' Trolley. The memo indicated that the trolley would be permitted to operate on %Vlnburn Way between Nutley and the police station on the park sidc of the street between 11:30 a.m. and 4 p.m. It was moved by Bailer, seconded by Dodge that the Council gran~ the Williams Bread Company the right to operate the trolley as proposed. On roll call, carried unanimously. It was moved by Bailer~ seconded by Willstatter that funds be authorized to pay travel expenses of City Administrator applicants. On roll call, carried unanimously. Acting Administrator Biegel indicdted that five applicants would be interviewed. Acting City Adn~inistrator Biegel recommended to Council that the audit for next year be given to Tischhauser, Bubb & Company, CPA for $3,600. Considerable discussicn followed. Dodge asked Mr. Biegel if a survey could be done to see if the audit could be completed more economically by someone from the state. Mr. Biegel explained that he had contacted the state and they bad indicated that it would probatlly cost far more than $3,600 for the same audit. It was moved by Roberrs, seconded by Bailer that the Acting City Administrator's recom:nendation be accepted. Following more discussion, on roll call, carried ~-1, with Willstatter dissenting. Willstatter indicated he would like to have the survey made prior to giving the audit to Tischhauser, Bubb & Company. Council Minutes June 29, 1970 Mr. Biegel indicated that an ordinance adopting the 1970-71 Budget will be presented at the next regular meeting. Acting City Administrator Biegel presented a lease jgreement between the City of Ashland and Crater National Bank in regard to housing a transformer vault for the Ashland Branch of Crater National Bank. Following reading of agreement by Mr. Biegel, it was moved by Bailer, seconded by Willstatter that the City Administrator be authorized to submit the agreement to Crater National Bank for signature. On roll call, carried unanimonsly. Acting City Administrator Biegel read ordinance establishing and fixing discounts for the electrical services, water services and sewer services for certain employees of the City of Ashland. It was moved by Bailer, seconded by Willstarter that the rules be suspended and ordinance passed to second reading by title only. ]'here ~as considerable discussion regarding whether or not the City Council should be included with permanent employees to receive the discounts, Willstatter pointed out that he would like to be exempt from the discount since his residence is also his place of business. FollowinA moxe discl~ssion, it was dec~ded that Mr. Willstatter would be included with the Council in the discount; hLix,~ever, his discount would be pro-rated. Jones indicated that be would like to have Council consider excluding the dep~rtment heads from the discount. On roll ca]], carried 4-], with Jones dissenting. Following second reading by title only, it was moved by Bailer, seconded by Dodge that Ordinance No. 16SS be adopted.
