HomeMy WebLinkAbout1981'ORDINANCE NO. AN ORDINANCE OF THE CITY OF ASHLAND AMENDING TITLE 15 OF THE ASHLAND MUNICIPAL CODE RELATIVE TO BUILDINGS AND CONSTRUCTION. THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS: SECTION 1. Ordinance No. 1825 and SeCtion 15.04.010 of the Ashland Municipal Code are hereb7 amended to read as follows: "Section 15.04.010 Code Adoption. In addition to com- pliance with this and other ordinances of the City, building and related activities shall comply with pro- visions of the State of Oregon Structural Specialty and Fire and Life Safety Codes [State Code}, 1976 Edit- ion. No person shall conduct building or related activi- ties without compliance with these standards." SECTION 2. Ordinance No. 1825 and Section 15.04.030 of the Ashland Municipal Code are hereby amended to read as followS: "Section 15.04.030, Building Official Designated. The City Administrator shall designate a cityemploye to carry out the functions and dutie~ of the Building Offic-' ial as described in the State Code, Unless such individual is a department head, in which case such designation shall be by the Mayor with confirmationby the City Council. Such person shall be state certified as a Building Official in all the specialty codes administered by the City, and may delegate portions of his responsibility as he may deem necessary. Designation by the City Administrator of the Building Official shall be done in writing in a document filed with the City Recorder." SBCTION 3. Ordinance No. 1825 and Section 15.04.050 of the Ashland Municipal Code FIe hereby amended to read as follows: "Section 15,04.050, Agricultural BVildings. Chapter 15, Agricultural Buildings, of the_a~pp~/Ld. ixl t~.~be.1926-edi~ion of the Uniform Building Code published by the International Conference of Building Officials, shaI1 be in effect in this City." SECTION 4. Ordinance No. 1825 and Section 15.04.060 of the AShland Municipal Code are hereby amended to read as follows: '~xcavation and Grading. Chapter 70, Excavation and. Grading, of the Appendix to the. 1976 edition of the Uniform Building Code published by the International Conference of Building OTirfcials, shall be in effect in this City." ' SECTION 5, Ordinance No, 1825 and Section 15,~4,O8~ of the Ashland ~{unicipal Code are hereby amend. ed to read as follows: "Section 15.04.080, Unsafe Buildings. The International Conference of Building Officials Uniform Code for the Abate- ment of Dangerous Buildings, 1976 editi,on~ shall he in effect in this City to provide for tbe abatement of building nuisances." SECTION 6. Ordinance No. 1825 and Section 15,04.0~0 of the Ashland Municipal Code are hereby amended to read as follows: "Section 15.04,090 Building Permits Generally, Building permits shall be o~tained as required by the State Code. General contractors shall obtain all permits for a given job at one time. No building permit that would result in the construction of new structures, or the enlargement or change in use of existing structures shall be issued prior to the presentation of a zoning permit to the Building Official by the applicant. Such zoning permit shall be issued by the Planning Director or his designate and shall verify that the contemplated project is in accord with all applicable zoning and planning regulations. It shall also set forth any special conditions to be met by the applic- ant prior to issuance of a certificate of occupancy or any other planning and zoning related conditions to be enforced by the Building Official. The issuance and continued validity of any building permit issued by the City of Ashland shall be contingent on pliance by the applicant with all applicable city, county, state, or other regulations." SECTION 7, Ordinance No, 1825 and Section 15.04,100 of the Ash- lan~~ipal Code are hereby amended to read as follows: "Section 15.04.100, Inspections ReGalred. Inspections shall be called for and made as provided in'~State Code. The general contractor will notify the Building Official when ready for inspections as listed on the inspection card. Inspections will be made within 48 hours after notification, SatUrdays, Sundays and Holidays excepted."
