A RESOLUTION DESIGNATING REPRESENTATIVES FROM ASHLAND TO PARTICIPATE IN THE BEAR CREEK REGIONAL PROBLEM SOLVING PROCESS, AND ESTABLISHING CERTAIN FACTS. WHEREAS, the greater Bear Creek Valley has been recognized by the State of Oregon as a Regional Problem Solving area as defined and authorized in ORS 197.652, 197.654, and 197.656; and WHEREAS, the Air Quality Maintenance Area (AQMA) has been selected as the legal boundary to define the greater Bear Creek Valley for RPS purposes; and WHEREAS, the participating jurisdictions within that boundary include Jackson County, Ashland, Central Point, Eagle Point, Jacksonville, Medford, Phoenix, Talent, and White City (as represented by the White City Urban Renewal Agency); and WHEREAS, all of the above jurisdictions have agreed to participate in the RPS process and to designate one representative per jurisdiction to be a voting member of the RPS Policy Committee; and WHEREAS, the ex-officio, non-voting members of the RPS Policy Committee will be made up of representatives of the Department of Land Conservation and Development, the Governor's Community Solutions Team, and the Rogue Valley Council of Governments; and WHEREAS, the RPS Policy Committee will only make its recommendations to the participating jurisdictions after achieving complete consensus of the voting members; and WHEREAS, each recommendation of the Policy Committee will be subject to a final decision made by each affected jurisdiction; NOW, THEREFORE, BE tT RESOLVED that Ashland hereby designates as its permanent Representative on the RPS Policy Committee, with t/~,-e4.¢ acting as Alternate.
