AMENDMENT NO. 8
TO
ENGINEERING SERVICES
FOR PHASE 1 OF THE CITY OF ASHLAND
WASTEWATER TREATMENT PLANT IMPROVEMENTS PROJECT
The Engineering Services Contract (Agreement) between the City of Ashland (City) and Carollo
Engineers (Engineer), dated November 5, 1996 for Phase I of the Wastewater Treatment Plant
Upgrade Project is hereby amended as set forth herein.
Introduction
This amendment is limited to the development of technical memoranda for the improvements
to the wastewater treatment plant and irrigation facilities. These services are in addition to
those services identified in Exhibit 1 to the Engineering Services Contract (Agreement) between
the City of Ashland (City) and Carollo Engineers dated November 5, 1996 and Amendments
No. 1 through 7.
Services
Task I - Technical Memorandum No. 1 - Revieed Irrigation System
It is our understanding that DEQ is willing to approve the design of the off-site facilities if the
irrigation system is changed from a big-gun sprinkler head to a smaller, more typical sprinkler
head, We will develop a technical memorandum that includes the following:
a description of the revised system including sprinkler head selection, pump station
modifications, pipe changes, number of heads, pressures, and coverage,
a revised plan sheet (11" x 17") showing the new layout,
a detailed construction cost estimate,
EPA computer modeling results of bacterial contamination of aerosols and aerosol
migration,
discussion of operational impacts and estimate of irrigation system operating costs.
cost estimate of chlorination system capital and operating costs and discussing of
operational issues.
The estimated cost for drafting and finalizing this technical memorandum in response to City
comments is $7,800.
Task 2 - Technical Memorandum No. 2 - Poplar System Evaluation
An alternative to the revised irrigation system developed in TM No. 1 is growing poplars es
proposed by Sylvan Systems, Inc. Within this technical memorandum we will evaluate the
Sylvan Systems proposal on the basis of capital costs, agronomic suitability, long-term
reliability, and operating and maintenance requirement. As part of the evaluation we will
conduct a one-day visit, along with City staff, to other poplar plantations currently operated by
Sylvan Systems. We have included the cost of review from Rich Roseburg at the Oregon State
Extension Service.
The estimated cost for the site visits and drafting and finalizing this technical memorandum in
response to City comments is $6,700.
Task 3 - Technical Memorandum No. 3 - Bear Creek Impacts from Year-Around Discharge
City Council has expressed a strong interest in discharging effluent to the creek on a year-
around basis. In consultation with fisheries biologists and limnologists we will evaluate potential
temperature and phosphorus impacts on the receiving water should such an option be
pursued. The technical memorandum will include:
· the timing and location of fish spawning, rearing and migration in Ashland Creek and
Bear Creek.
· the applicable water quality standards that have been established to protect fish habitat
and fish rearing activities and other established beneficial uses in Bear Creek and
Ashland Creek,
· the likely treatment requirements that such water quality standards will impose on the
City's WWTP.
The estimated cost for drafting and finalizing this memorandum is $12,500.
Task 4 - Technical Memorandum No. 4 - Evaluation of Electrocoagulatlon as a Suitable
Treatment Technology
We will conduct research and provide an evaluation of electrocoagulation for its potential in
providing alternative treatment for the City of Ashland's WVVTP. This will include a summary of
its anticiapted effectiveness, capital and operating costs, and a comparison with more
traditional treatment approaches that provide equivalent treatment.
The estimated cost for drafting and finalizing this memorandum is $6,000.
Task 5 - Technical Memorandum No. 5 - Biesolids Alternatives Evaluation
We will complete the following:
· review and comment on biosolids information assembled by City staff for presentation
to City Council,
· review proposed options for biosolids application should alternative sites be used,
present the requirements for demonstrating compliance with Class A biosolids
pathogen reduction requirements and present the results of our evaluations in a draft
technical memorandum,
· Meet with City staff and DEQ to discuss biosolids options,
· finalize the technical memorandum.
The estimated cost for providing these services is $9,800.
Task 6 - Attend Meetings
We will attend two meetings with City and DEQ staff to discuss options available to the City and
the City's proposed resolution of the issues.
Estimated cost for meeting attendance is $2,000.

Deliverables
The engineer shall prepare and submit to the City the following work products related to the
tasks in this Amendment:
1. Technical Memoranda (Draft and final)
Comp®n~ation
Compensation for completion of these additional services shall be on a basis of direct labor
rate times a multiplier of 3.15 for each hour of labor spent undertaking the work plus direct
costs. All direct costs shall be invoiced at the actual cost,
Total compensation for labor and direct costs fees associated with these Services shall not
exceed $50,000.
