INTRODUCTION This amendment is limited to the development of an amended facility plan, pilot testing, and preliminary design of additional treatment plant improvements needed in light of the Ashland City Council's decision not to irrigate with reclaimed water. The work includes amending the facilities plan, regulatory negotiations assistance, pilot testing of membrane treatment, and development of preliminary design technical memoranda. It is anticipated that required final design services will be incorporated in a subsequent amendment. These services are in addition to those services identified in Exhibit 1 to the Agreement between the City of Ashland and Carollo Engineers dated November 5, 1996 and Amendments No. 1 through 8. SCOPE OF ENGINEERING SERVICES Task 9.10 - Pilot Testing and Evaluation of Membrane Treatment Systems A. Conduct a one-day workshop with City staff to discuss different membrane systems, their advantages and disadvantages and to establish pilot testing objectives, methodology and schedules. B. Develop and implement a Pilot Testing and Sampling Plan. Submit the draft plan for review by the City and DEQ and finalize in response to comments. C. Arrange the delivery and installation of the pilot equipment to meet the objectives of the pilot testing plan. Pay all rental charges for the pilot equipment. It is anticipated that the equipment will be installed and removed by the construction contractor by directive from the City of Ashland as coordinated by the Engineer. The cost of the work performed by the construction contractor is not included within the estimated fee and will be negotiated as a change order with the contractor and approved by the City. D. Operate and maintain the pilot testing equipment at the Ashland VWVT'P for a period of three months. Operate and maintain the pilot units and provide samples for analysis as required to meet the objectives of the sampling plan. E. Perform required laboratory analyses at an independent laboratory. A listing of required laboratory analyses is attached as Attachment A. F. Prepare a final report summarizing the results of the pilot testing and recommendations on the best approach to implementing membrane filtration at the Ashland WWTP. G. Arrange and conduct a site visit for City staff members to visit existing membrane treatment systems in the Los Angeles/Orange County, CA area. Task 9.20 - Permit Negotiations Assistance and Regulatory Coordination A. Meet with DEQ to review project progress and to discuss permitting issues for permit modification. Four meetings in Medford are anticipated during the course of the permit negotiations. B. Review existing reports developed by DEQ which summarize water quality data, flow data, water quality modeling and the development of proposed permit limits. C. Collect and analyze data and model water quality constituents of concern. Dissolved oxygen, phosphorus, ammonia and suspended solids limits will be evaluated and modeled, as needed. D. Prepare report which summarizes the data and modeling and that recommends permit limits that are protective of water quality. Submit draft report to City and DEQ for comment. E. Review and comment on draft permit language. Task 9.30 - Amended Facility Plan Prepare a supplement to the Facilities Plan that presents the City's preferred alternative for wastewater and biosolids handling. The supplement will be intended to replace Chapter 10 Recommended Plan in the Wastewater Facilities Plan - October 1995 and the Amended Facility P/an - July 1997. The amended facility plan will be submitted to the City and DEQ for comments and the comments incorporated as needed for approval by DEQ. The amended facility plan will be presented to the City Council at a study session for their conceptual approval. Task 9.40 - Membrane Systems Procurement Assistance A. Meet with City to discuss results of the pilot testing, to develop proposal evaluation criteria, and to refine process for membrane system procurement. One meeting is anticipated. B. Develop a draft Request for Proposals (RFP) for selection of the membrane system. The draft RFP will be submitted to the City for review and finalization. The selected membrane system will be the basis for the preliminary and final design of the tertiary treatment facilities. The final RFP will be issued by the City to selected membrane system manufacturers. C. Evaluate the proposals received using the evaluation criteria. Provide the City with a recommendation to award the membrane treatment systems supply contract. Task 9.50 - Preliminary Design A. Prepare a preliminary design technical memorandum outlining the design for modifications to the biosolids handling. The memorandum will include equipment selection, layout drawings, schematics, P&IDs and construction cost estimates. B. Incorporate methods for generating and handling Class A biosolids into the existing Draft Biosolids Management Plan. Submit draft plan to the City and to DEQ for review and comment. The preliminary design will be based upon the selected membrane filter system. The memorandum will include equipment requirements and selection, layout drawings, schematics, P&IDs and construction cost estimates. The technical memorandum will be the basis for the final design of the tertiary treatment facilities. The draft technical memorandum will be submitted to the City and DEQ for review and comment and finalized in response to comments. D. Prepare a short summary technical memorandum showing site layouts for the proposed improvements, layouts for future improvements to accommodate growth, schematics, and construction cost estimates for the project. This summary memorandum will be the basis for final design of the necessary improvements. Task 9.60 - Land Use Approval Assistance Provide up to 40 hours of technical assistance to facilitate the City's application and approval for use of the off-site property for biosolids storage and application. Task 9.70 - Meetings and Project Management A. Prepare for and attend three City Council meetings and/or study sessions to discuss and present the proposed project. B. Prepare for and attend four meetings with City staff to discuss the project and to present and review the technical documents and reports. Compensation shall be on a time and materials basis with labor hours invoiced in accordance with the fee schedule as shown in Attachment C. Subconsultants shall be invoiced at the Engineer's cost plus ten (10) percent. All other direct costs, including analytical costs, shall be invoiced at the Engineer's actual cost. Total compensation for labor, direct costs, and subconsultant fees associated with the services to be provided within this amendment shall not exceed a limit of $340,000 without written approval from the City. Introduction This amendment is limited to the final design of the tertiary treatment facility. The final design of additional treatment plant improvements are needed in light of the Ashland City Council's decision not to utilize the city-owned property for agricultural effluent. The work includes regulatory approval assistance, development of plans and specifications for the facilities, generation of an operation and maintenance manual, provision of operational training classes, and coordination with the SRF program. These services are in addition to those services identified in Exhibit 1 to the Engineering Services Contract (Agreement) between the City of Ashland (City) and Carollo Engineers dated November 5, 1996 and Amendments No. 1 through 9. Scope of Engineering Services Task 10.10 - Regulatory Approval Meet with DEQ to review project progress and to obtain regulatory approval of the design, project performance standards, and operations and maintenance manual. Four meetings in Medford have been included in the scope. Task 10.20 - Final Design of the Tertiary Treatment Processes Prepare and coordinate a change order to the current construction contract for final design of the tertiary treatment processes. The design will include general, yard, typical, architectural, structural, mechanical, electrical, and instrumentation sheets. The change order will include the design of a Zenon membrane treatment plant, chemical handling facilities, and associated building structure. The existing reclaimed water pump station will be re-designed to allow pumping to the new facility. The facility will be housed in a building located on the project site, south of the operations building. The building architecture will match the existing architectural themes on site. The landscaping will be modified as necessary to integrate the new facilities with the existing plant. The tertiary treatment processes will be integrated into and controlled by the existing treatment plant's SCADA system. A list of the estimated design sheets is attached in Exhibit A. Task 10.40 - Engineer's Cost Estimates Prepare an independent estimate of construction cost and the cost of sole-sourced equipment to ensure that the City is getting competitive and fair prices. A separate consultant will be utilized to develop an independent detailed estimate. Task 10.50 .- Meetings, Management, and Quality Review A. Organize and manage project subconsultants, invoices, and conduct quality control procedures. C. Conduct quality review workshops at the 50 percent and 90 design completion phases in conjunction with City staff and the construction contractor. The reviews will focus on the technical aspects of the design, coordination between the new facilities and the existing facilities, cost savings, and constructability of the new facilities. Deliverables and Completion Dates A schedule for the services to be performed is as follows: Tertiary Treatment Process Change Order April 1,2001 Compensation Compensation for Engineer's services as identified within this Amendment shall be on a lump sum basis. Compensation for labor, direct costs, and subconsultant fees shall not exceed a lump sum of $284,000.00. Monthly invoices shaft be submitted based on Engineer's estimate of the percentage of completion for the work within this Amendment. The City will retain 10 percent of the invoiced amount. Retained monies will be released to the Engineer upon completion of the work.
