AN ORDINANCE AMENDING ORDINANCE NO. 1866.AND
SECTION 14.08.035 OF THE ASHLAND MUNICIPAL CODE
· RELATIVE TO SEWER USER CHARGES.
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. Ordinance No. 2021 and Section 14.08.035 of the Ashland
Municipal Code shall be amended to read as follows:
"Section 14.08.035 Sewer User Charges - Inside City. The monthly
sewer service charge for the following uses shall be as set forth
herein.
B. Single Family Residential Uses. The sewer user charge for
' single family dwellings and for condominiums (including
planned unit developments and~imits initially constructed
for individual ownership, or conversions from existing
multiple family rental uses to individual ownerships)
shall be $6.50 per month per unit.
B. Multiple Family Residential Uses.
1. Apartments. The sewer user charge for multiple family
dwelling uses shall be $5.00 per month per unit. Included
in this category are all accounts established for permanent
or semi-permanent rental housing for more than one family
unit. This includes apartments and married student housing
units.
2. Mobile homes and Trailers. The sewer user charges for
mobile home parks, trailer courts and individual mobile homes,
shall be $5.00 per month per unit.
3. Institutional Uses. The charge for those residential
facilities providing for cormnunal sleeping arrangements such
'~ as dormitories, fraternities, sororities, and boarding houses
shall be as set forth below for commercial and institutional
uses.
C. Commercial and Institutional Uses.
1. The sewer user charges for commercial and institutional
uses shall be $6.50 per month per business or facility., plus
$.50 per 100 cubic feet of the current month's water consump-
tion in excess of 1,000 cu. ft.
2. Notwithstanding the above, for accounts where more than a
fifty percent discrepancy can be demonstrated between the
amount of water consumption and the amount of water entering
the sanitary sewers, the sewer user charge may be adjusted by
the City Administrator accordingly.
3. In addition to the above charges, service stations and
businesses providing sanitary dumps for recreational vehicles,
shall be charged $15.00 monthly.
Industrial Uses.
1. For purposes of this Ordinance, industrial uses shall be
those set forth in Sec. 35.905-18 of the Federal Register,
Vol. 38, No. 98.

2. The monthly sewer user charges for industrial accounts
shall be as calculated in accordance with Sec. 35.935-13 of
the Federal Register, Vol. 38, No. 98.
3. In addition to the monthly sewer user charges for industrial
users set forth above, the City shall enter into an agreement
with each industrial user for the recovery of capital costs as
set forth in Sec. 35.938 of the Federal Register, Vol. 38, No. 98.
Multiple or Mixed Uses. For sewer accounts involving multiple or
mixed uses on a single connection to the sanitary sewer system,~,
the monthly sewer user charge shall b~ the total of the several
user charges for each business or activity computed separately."
SECTION 2. In order that the rate provisions of the foregoing ordinance
may be effective with water meter readings taken on or after June 1, 1981,
it is hereby declared that an emergency exists, and this ordinance shall
be effective upon its passage by the Council and approval by the Mayor.
The foregoing ordinance was first read by title only in accord-
