A RESOLUTION PRESENTING TO THE VOTERS OF THE CITY OF ASHLAND THE QUESTION
OF THE INACTMENT OF AN ORDINANCE TO CONTRIBUTE TO THE MAINTENANCE OF
AIR QUALITY TO BE VOTED UPON AT AN ELECTION HEREIN CALLED TO BE HELD
ON THE SECOND DAY OF NOVEMBER, 1982.
BE IT RESOLVED BY THE CITY OF ASHLAND AS FOLLOWS:
SECTION 1. There is hereby presented to the voters of the
City of Ashland the question of whether or not to inact an ordinance
to contribute to the maintenance of air quality in the City of Ashland
which will prohibit residential woodburning under certain circumstances
and the following ballot title for the p=oposed measure is hereby
adopted and approved and the following are the ballot title and form
in which said measure shall appear upon the ballot at said special
election:
53. CONTRIBUTION TO MAINTENANCE OF AIR QUALITY
Question:
Shall an Ordinance be aooroved to contribute
to the maintenance of air quality by remulat-
ing residential woodburning on certain days?
EXPLANATION: Does not apply to homes heated solely /-
with wood and with no other form of space heating.
Prohibits residential woodburning in homes that
do have another form of space heating when the air
quality exceeds the National health standard ~or sus~
pended oartlculates. A 'yes" vote w~ll ~ut this Ordinance
into effect. A "no" vote will reject the Ordinance and
orevent it from going into effect,

SECTION 2. Attached hereto and incorporated herein as
Exhibit "A" is a copy of the full ordinance to be inacted if the
measure is approved by the voters of the City of Ashland.
SECTION 3. A Special Election in and for the City of Ashland
is hereby called and ordered to be held in and for said City on the
2nd day of November, 1982.
SECTION 4. That the County Clerk for Jackson County shall
designate the Precincts, Polling Places, Judges and Clerks of the
Election.

SECTION 5J The Polling places will be open from 8:00 a.m.
to 8:00 p.m. on the date herein set forth for said Election.
SECTION 6. That the City Recorder is hereby requested and
directed to give due notice of 'said Special Election as provided in the
Charter of the City of Ashland, Oregon, and the general laws of the
State of Oregon; that is to say, notice of the calling of said Election,
the time and places for voting and the Ballot Title shall be published
in the Daily Tidings, a newspaper of general circulation, printed and
published in said City at least once ten (10) days prior to the date
fixed herein for the holding of said Election and such Notice shall
be posted in at least four (4) public places in the City of Ashland
and also at each of the Polling Places not less than ten (10) days
prior to the date of said Election. This Notice shall be in addition
to the Notices posted and or published by the County Clerk.
The foregoing Resolution was duly passed at a regular meeting
of the City Council of the City of Ashland on the~/day of ~,

NOTICE OF SPECIAL ELECTION
NOTICE IS HEREBY GIVEN that on Tuesday, November 2, 1982, there will be
a Special Election on which the following measure shall appear on the
Ballot:

ORDINANCE NO.
AN ORDINANCE TO CONTRIBUTE TO THE MAINTENANCE OF AIR QUALITY AND AMENDING
SECTION 9.08.060 OF THE ASHLAND MUNICIPAL CODE.
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. Section 6 of Ordinance No. 1559 and Section 9.08.060
of the Ashland Municipal Code are hereby amended by adding subsection
'K which shall read as follows:
"K Residental Woodburning on Certain Days. No person
shall commence or continue the use of wood heating devices
during times when the National Weather Service or Department
of Environmental Quality have determined that the ambient
air quality exceeds the twenty-four (24) hour total suspended
particulate standard of 260 micrograms per cubic meter.
Residences having no other form of space heating are exempt
from this subsection K."
This Ordinance was adopted by a vote of the people of the City
of Ashland at the Election of November 2, 1982.
