Beck and Associates ("Consultant"). Recitals: A. On November 14, 1991, Client and Consultant entered into a professional services agreement (further referred to in this addendum as "the agreement") for Consultant to provide certain engineering services for Client. B. The parties desire to amend the agreement to add services and payments for such services to the agreement. Client and Consultant agree to amend the agreement in the following manner: 1. Consultant shall provide the following additional services all as more particularly described in the attached letter from Richard L. Schaefer to Steve Hall dated June 4, 1993. 1.1. Prepare contract documents based on Oregon Standard Specifications for Public Works. 1.2. Conduct two pre-bid meetings. 1.3. Print 10 additional bid packages. 1.4. Conduct supplemental KYPIPE analysis. 2. Client shall pay $8,620 to Consultant for these services. 3. Except as modified above the terms of the agreement shall remain in full force and effect. Beck s work on the City's water system improvements, and the project has come together very well. There has been some additional work performed beyond the scope of our agreement for which we have incurred additional costs. This letter describes the additional work performed, and we request an amendment to our agreement authorizing additional payment for these services. 1. Substitution of Oregon APWA Standard Specifications. The Scope of Services specifies the use of the ~EJ_CD Construction Contract Documents format. At the City's request, R.W. Beck instead prepared the contract documents based upon the Oregon Standard Specifications for Public Works. This entailed extensive efforts in drafting Part I of the contract documents, ensuring the City's standard contract language was properly incorporated into a new format without, conflicting provisions. Technical specifications also required redrafting for both technical and format consistency with the new standard specifications. The City has received considerable value for this effort, in that it serves as a prototype contract document which conforms to the new public works standard in the State of Oregon. As contractors become familiar with the standard specification, construction contract administration will be facilitated. AMNDRQST Mr. Steve Hall City of Ashland 2 June 4, 1993 Pre-bid Meetings. At the City's request, R.W. Beck staff conducted two pre-bid meetings. These were specifically outside the contract. J Additional Bid Packages. Two additional printings were made of the Reservoir and Pump Station bid package at the City's request, totalling 10 extra sets of documents beyond the .3~0,sets specified in the Scope of Services. Additional Engineering. If you will recall, our original budget for completing this work was considerably higher than the amount the City had allocated in its budget; hence, the budget was tight from the outset. Completing the Scope of Work as defined in our agreement has, in fact, required engineering effort beyond the contract budget. The quality of the work provided by R.W. Beck has been very high, as evidenced by the low construction bids received for both projects and the tight-bunched bidding. Such bids are indicative not only of the favorable bidding envirohrnent, but are also due to the clarity and completeness of the bid documents themselves. This is further supported by the construction performance of the Waterline Installation contract. Very few change orders were processed on this job, and none were a result of engineering oversights. I should also point out that, to- date, the project schedule has been maintained, with the reservoir and pump station scheduled to be completed by early September. Considering the value the City has received from the high-quality work provided by R.W. Beck in the form of competitively priced additions to the water system that are well within the City's budget, we request additional compensation for the effort required to produce these cost savings for the City. We wish to continue to provide quality service to the City throughout the balance of construction without being excessively constrained by the prospect of a cost overrun. Outside of the Water Facilities Design work, R.W. Beck also performed, at the City's request, supplemental pipe network analyses using the KYPIPE model to study the effect of proposed service revisions. In cooperation with the City, we also evaluated possible changes to the system to serve the new high zone directly through the pumps. We request an agreement for this work. AMNDRQST R.W.
